    NOTE FROM THE PUBLISHER Ethnic Media Services, founded in 2018 to sustain and build on the work of New America Media, is pleased to publish our Directory of California Ethnic Media, which lists almost 300 news outlets — print, broadcast, digital — across the state. We are grateful for the support of key partners including California Black Media, ImpreMedia, Hoopa Radio, and the Center for Community & Ethnic Media, in compiling this list. The Directory aims to expand access to the sector at a time when communicating with California’s diverse communities has become more urgent than ever amidst the rollout of the 2020 census, the COVID-19 pandemic, and the economic turmoil it has generated. This Directory is a work-in-progress — in today’s highly fluid media landscape, we will update the online information monthly. Thanks to support from the Complete Count Committee Office 2020 Census and several national funders, we were able to expand our research and discover ethnic media platforms we never knew existed: podcasts, radio stations, weeklies, online news sites serving newly settled immigrants and long-siloed ethnic groups. The takeaway from our daily interactions with the sector is that despite the collapse of the business model that has decimated all media, the ethnic news outlets are determined to survive to inform and advocate for their audiences. Some of those outlets have been in opera- tion for decades while others are much newer. Their resilience is inspiring. Their role in creating an inclusive communications infrastruc- ture for this state is indispensable. We look forward to replicating the California Directory with a national listing of our ethnic media partners later this year.

    APPENDIX 3 Chinese-Language Media Landscape Official and Semi-Official Chinese-Language Media By 2018, all of the major official Chinese media outlets had embedded themselves deeply into the communications and broadcasting infrastructure of the United States. • CCTV or CGTN (English and Chinese), the semiofficial Hong Kong–based Phoenix TV, and a few Chinese provincial TV channels are available in add-on packages of two major satellite TV providers in the United States, DISH Network and DIRECTV. CCTV channels (English and Chinese) are in the cable systems of all the major metropolitan areas of the United States. • The major official Chinese TV networks, including CCTV and major Chinese provincial TV networks, and the quasi-official Phoenix TV, are all in the program lineups of Chinese TV streaming services that have become popular among Chinese communities in the United States. Sider, AICP – (415) 558-6697 [email protected] Recommendation: Informational Hearing – No Action BACKGROUND On December 19, 2016, AAU submitted an application for a Development Agreement (“DA”; Case No. 2008.0586DVA), which included a Term Sheet for Global Resolution between the City and County of San Francisco and AAU (“Term Sheet”). Among other things, the Term Sheet requires that an updated Institutional Master Plan (“IMP”) be filed to ensure that AAU’s future operations will be consistent with the Term Sheet, the DA, and Planning Code Section 304.5. AAU is subject to the IMP requirements of Planning Code Section 304.5, as it is a post-secondary educational institution. AAU presented its last IMP to the Planning Commission on November 17, 2011. The Planning Commssion accepted the IMP as complete following a public hearing. After acceptance of an IMP, the Planning Code requires that IMP Updates (“Updates”) be submitted every two years. AAU submitted Updates in 2013 and 2015. Updates are required to include descriptions of all projects that: (1) have been completed since the most recent 10-year submission; (2) are ongoing, including a description of the status and estimated timetables for completion of such projects; (3) are scheduled to begin in the upcoming 24 months, including estimated timetables for the commencement, progress, and completion of such projects; and, (4) are no longer being considered by the institution.
