The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1.     1 Remarks of Dr. Manmohan Singh, Former Prime Minister on the occasion of the Memorial Meeting for Com. Gurudas Dasgupta at Ajoy Bhawan, New Delhi on Sunday 18th November, 2019 I am happy to be among all of you to participate in the Memorial Meeting of one of the power voice of the Left parties in the Parliament, Shri Gurudas Dasgupta. I had the privilege of knowing Shri Dasgupta for a long time. Though we belonged to different ideologies, Shri Dasgupta always impressed me as a committed nationalist, dedicated to the Constitution and its Republican values. The Memorial Meeting for Shri Gurudas Dasgupta is an occasion for us to reflect on his immense contribution in enriching our democracy. We remember Shri Dasgupta as an outstanding Parliamentarian. Through his exceptional oratory style he was able to present the problems being faced by the poor and labour classes, cutting across political parties. When he spoke the Opposition and Treasury benches listened very carefully. He was a doyen of the trade union movement in the country and a pioneer in bringing together different trade unions on a single platform to put up a united front against a common enemy. In his absence the Communist movement as well as our country has lost one of its most dedicated and well loved leader who has dedicated his whole life to the struggle for the rights of the poor and the oppressed. A remarkable quality of Shri Dasgupta was that he was never obsessed by the trappings of power. He valued the role of an Opposition, preferring consensus over confrontation.

    PRESS RELEASE 4th August, 2016 New Delhi Payment of differential royalty to State of Assam by ONGC and OIL Public Sector Upstream Oil companies i.e. Oil India Limited (OIL) and Oil and Natural Gas Corporation Limited (ONGCL) today made a payment to the Government of Assam, towards differential royalty on pre-discount price for the period from 01.02.14 to 31.03.16. The amount paid by OIL is Rs 1,149.24 crore and the amount paid by ONGC is Rs. 300.64 crore.     an> Title: Regarding giving special status to Hyderabad-Karnataka Region. SHRI N. DHARAM SINGH (BIDAR): Mr. Chairman, Sir, on 25th February, the hon. Minister for Home Affairs gave a reply to a query raised by an hon. Member of the Upper House with regard to removal of regional imbalance. It is reported to have evoked very sharp reaction in the Hyderabad-Karnataka region. This matter is widely reported both, in print and electronic media. This request is based on historical facts. The State Government itself has, in its documented development graph, placed Gulbarga at the bottom. In order to overcome these imbalances and to promote accelerated development of these backward areas, the Government on 3.10.2000 appointed a high-powered Committee under the Chairmanship of the reputed economist and professor, Dr. Nanjudappa for making recommendations. On a comparative study, this Committee has made recommendations for providing additional special budgetary allocation for the purpose. Both the Houses of the Legislature have more than once passed a unanimous Resolution supporting the cause. Even the State Government has furnished clarifications on 27/4/2002 in a reply to the query of the Ministry of Home Affairs sought on 3/12/2001. All relevant statistics regarding literacy, educational institutions, per capita income, etc. have been made available. I very specifically state that the request is for conferring special status to the Hyderabad-Karnataka region and not for a separate State. Against this background, the reported reply of the hon. Home Minister on 25th has ignited public resentment, fury and anger. The hurt and agitated people of the region have reacted sharply and launched protests and demonstrations.
