Mike Farnworth Minister of Public Safety and Solicitor General Parliament Building Victoria, BC V8V 1X4 Re: Avalanche Canada’s Time for Sustainable, Reliable Funding Dear Minister Farnworth, During the 2019 and 2020 budget estimates, I had the opportunity to highlight the excellent work Avalanche Canada does for our Province. As you know, Avalanche Canada is a national organization that services the entire country; however, you will know that 95% of Avalanche Canada’s forecasting stations are located in B.C., and only 80% of their budget is spent in B.C. Over the past two decades, three-quarters of Canadian avalanche fatalities happened in B.C. As a direct result of the pandemic, Avalanche Canada has seen a record increase in backcountry users this winter, further increasing the risk to public safety. Troublingly, Avalanche Canada’s non-governmental funding has plummeted and to date, they have still not received the $1 million that you had committed to them and was confirmed by you during the last two estimate cycles. It is an unacceptable fact that other provinces and territories commit more funding support per capita to Avalanche Canada than B.C. — this despite B.C. benefiting the most from the services they provide. It is time for B.C. to step up and support this organization with sustainable, annual funding. Please find attached copies of the 15 letters of support from national and international organizations that speak to the quality and necessity of Avalanche Canada’s work. 1 I look forward not only to your prompt response but immediate confirmation of the sustainable funding that you promised has been approved and is on its way to Avalanche Canada. January 10, 2019 Submitted by email: [email protected] RE: Climate Ready BC The British Columbia Real Estate Association (BCREA) welcomes the opportunity to provide input on the BC Government’s Climate Ready BC consultation. As your questions suggest, BC communities are at risk of or already experiencing the effects of climate change. For example, the devastation left by flooding in Grand Forks and wildfires near 100 Mile House is far reaching and will take years to address. In fact, according to the Insurance Bureau of Canada, insured losses due to severe weather, which averaged $400 million annually until 2009, have been at or exceeded $1 billion every year since. The effects of climate change impact where and how people choose to live in this beautiful province. REALTORS® see this every day. Together, BCREA, the province’s 11 regional real estate boards and about 23,000 REALTORS® are committed to ensuring that BC takes a proactive, coordinated and effective approach to climate change mitigation and adaptation. While everyone who lives in BC has some responsibility, leadership from the provincial and local governments is absolutely essential as we all work together to preserve our enviable quality of life. This letter describes what we have already done and recommends specific actions for the future. How are BCREA and REALTORS® adapting to the risks and opportunities of a changing climate? For many years, BCREA has been active in this area on several fronts. January 31, 2020 Submitted by email: [email protected] RE: Modernizing BC’s Emergency Management Legislation On behalf of the British Columbia Real Estate Association (BCREA), thank you for undertaking this initiative to modernize BC’s emergency management legislation. While we find the discussion paper to be somewhat general, and we look forward to engaging on some of the details that will follow in regulations, we are encouraged by the proposal to adopt the United Nations’ Sendai Framework for Disaster Risk Reduction. The Province’s acknowledgement that “investments in mitigation and preparedness can reduce risk and reduce or avoid expenditures associated with emergency events” is reassuring and aligns well our recommendations. To ensure adequate resources, coordination and attention, we welcome a robust, cross-ministry approach. Perhaps this will build on the Interim Disaster Recovery Framework described in the discussion paper, though a thorough evaluation needs to take place before determining an effective structure. With this letter, we offer feedback on feedback on specific proposals in the discussion paper, as well as some additional recommendations. Key definitions We agree that “emergency” is the key term for this legislation. To build on the proposals in the paper, we have three suggestions: • clarify that an “emergency” includes a “disaster” (as currently defined in the Emergency Program Act), • define the term “significant Indigenous cultural sites” and provide assistance with identifying them in a manner that respects each Nation’s rights to protect their heritage; a common understanding among all parties involved in emergency management will help avoid conflicts, and Modernizing BC’s Emergency Management Legislation Page 2 January 31, 2020 • place parameters on item “(c) Any other situation prescribed by the Lieutenant Governor in Council.” The statement as written is simply too broad to support.

NEWS RELEASE For Immediate Release Ministry of Health 2017HLTH0005-000064 Jan. 13, 2017 Transforming supports for youth in B.C. PRINCE GEORGE ʹPrince George-area MLAs joined with the community today to celebrate the launch of Foundry Prince George, a new integrated youth-service centre. Foundry will bring existing services under one roof so families and young people can access a one-stop shop for primary-care, mental-health, substance-use, and social services. The centre, for youth between the ages of 12 and 24 years, is hosted by the YMCA of Northern BC and anticipates being fully operational and accepting clients by spring 2017. ͞By launching Foundry Prince George, we͛re opening doors to youth and families through an integrated and personal approach,͟said Prince George-Valemount MLA Shirley Bond, who made the announcement on behalf of Health Minister Terry Lake. ͞We are empowering young people to take charge of their lives and begin the journey to better emotional, physical and mental health.͟ ͞A strong community recognizes how best it can support young people, families and other vulnerable members,͟said Mike Morris, MLA for Prince George-Mackenzie. ͞I understand that we͛ve seen success with this approach at the Granville Youth Health Centre in Vancouver, and our hope is that Prince George youth and families experience the same benefits.͟ Foundry Prince George is one of the five sites announced in June 2016, as part of a provincial network of easily accessible youth-service centres providing mental-health, substance-use, primary-care and social-services hosted by local organizations. This model will allow for earlier therapeutic interventions, when mental-health problems are just emerging.
