Domeniile prioritare în care ac ţioneaz ă Asocia ţia de Dezvoltare Intercomunitar ă ”Alba de Jos sunt: dezvoltarea economic ă, modernizarea infrastructurii publice, protec ţia mediului, îmbun ătăţ irea serviciilor publice, dezvoltarea cultural ă, dezvoltarea integrat ă a domeniilor înv ăţă mânt şi s ănătate, dezvoltarea poten ţialului agricol. Obiectivele stabilite prin Statutul Asocia ţiei sunt: - sprijinirea dezvolt ării economico – sociale a zonei delimitate de unit ăţ ile administrativ teritoriale asociate; - identificarea c ăilor şi mijloacelor de îmbun ătăţ ire a infrastructurii administra ţiei publice locale; - valorificarea poten ţialului economic local şi identificarea unor surse de finan ţare interne şi externe; - sprijinirea dezvolt ării întreprinderilor mici şi mijlocii; - stimularea şi atragerea capitalului str ăin; - promovarea imaginii şi poten ţialului de dezvoltare ale microregiunii ; - orice alte activit ăţ i care conduc la dezvoltarea economic ă, social ă şi cultural ă şi care au ca scop final cre şterea calit ăţ ii vie ţii; - protejarea şi dezvoltarea patrimoniului cultural; - protejarea şi valorificarea mediului natural; - dezvoltarea turismului în zon ă; Asocia ția de Dezvoltare Intercomunitar ă ”Alba de Jos” Pagina 2 Strategia de dezvoltare 2014 -2020 - realizarea de parteneriate cu alte entit ăţ i juridice publice

Introduction The report is devoted to assessment of current regional development in Alba county, as well as its specific responses to transformation, crisis and EU membership. This study has been conducted within the project GRINCOH, financed by VII EU Framework Research Programme. In view of preparing this report 12 in-depth interviews were carried out in 2013 with representatives of county and regional authorities, RDAs, chambers of commerce, higher education institutions, implementing authorities. Also, statistical socio-economic data were gathered and processed and strategic documents on development strategy, as well as various reports on evaluations of public policies have been studied. 1. 1. Location and history Alba is a Romanian county located in Transylvania, its capital city being Alba-Iulia. The Apuseni Mountains are in its northwestern part, while the south is dominated by the northeastern side of the Parang Mountains. In the east of the county is located the Transylvanian plateau with deep but wide valleys. The main river is Mures. The current capital city of the county has a long history. Apulensis (today Alba-Iulia) was capital of Roman Dacia and the seat of a Roman legion - Gemina.

    PARTEA I: Prezentarea teritoriului – Analiza diagnostic Se va prezenta sintetic teritoriul prin situarea acestuia în contextul în care se află dar şi într-un ansamblu mai larg, însoţit de o descriere generală a caracteristicilor geografice, fizice şi de relief. Toate aceste elemente vor permite demonstrarea coerenţei teritoriale şi a omogenităţii economice şi sociale. 1. Prezentarea geografică şi fizică 1.1 Prezentarea principalelor caracteristici geografice (amplasament, relief, altitudine) Amplasarea teritoriului Zona Munţilor Metaliferi,Trascău și Muntele Mare, din punct de vedere geografic şi etnografic, face parte din zona Munţilor Apuseni şi se suprapune cu subzona Mocănime respectiv cu grupele dintre porţiunea mijlocie a văii Arieşului (de la Lupşa la Ocoliş) şi a afluenților de pe dreapta Mureșului dintre Ocna Mureș și Alba Iulia. Ea cuprinde zona central-nordică a județului Alba și se învecinează cu județele Cluj și Hunedoara. Localitățile din zonă sunt străbătute, sau au acces de pe drumurile județene sau comunale, de drumurile naționale DN1A, DN 74 și DN 75care fac legătura cu Alba Iulia și ușurează accesul spre gările de pe liniile de cale ferată 100 și 300 și spre aeroporturile din Cluj și Sibiu. Relief Zona Munţilor Metaliferi,Trascău și Muntele Mare este preponderent o zonă de munte, excepție facând doar satele de pe dealurile piemontane ale Trăscăului şi de pe culoarul Mureșului. Munţi Metaliferi se întind în partea nord – vestică şi sudică a bazinului văii Ampoiului. Se remarcă printr-o constituţie complexă, rocile flişului cretacic fiind deseori străbătute de formaţiuni vulcanogene, cu vârfuri ascuţite, ce trădează prezenţa conurilor şi a neckurilor vulcanice (Detunata 1.258 m, Poeniţa 1.437 m şi Fericeli 1.122 m).

More than 700 employees work for the Municipality. Alba Iulia is an emergent European tourist destination, due to its impressive 2000-year historic and cultural heritage. It is the symbol city of Romanian unity (in 1918, the unification of Romanian provinces took place here) and it is marketing itself as “The Other Capital”. Alba Iulia was the first Romanian city to draft a city brand manual adhering to international standards. Its branding strategy focuses on the main identity element of Alba Iulia: Alba Carolina Citadel, an 18th century citadel built by the Austrian Empire, which was recently rehabilitated with funds offered by the EU, the Romanian government, the Kingdom of Norway, the Japanese government and the United Nations. Alba Iulia has the highest EU fund absorption rate per capita in Romania - 150 million euros were attracted to the city in the last 10 years. It is also the first city in Romania to receive a rating from Moody’s (in 2015, Ba1 with positive outlook) and the only Romanian city to have had a technical assistance agreement with the World Bank. Alba Iulia has also been mentioned in publications such as Forbes, Washington Post or Corriere della Sera, as a best practice example in the field of cultural tourism and city branding strategies.

III, Ap. 3, 700089 Iasi, Romania Abstract Following the Roural Group’s fields study for Romanian Rural Arhitectural Guides, it was found that the main issues of the villages are the lack of jobs and an appropriate educational system. The village of Rimetea (Alba County) has an ascendant trajectory: its development, started in 1996, brought a lot of benefits in terms of tourism, economy, social and cultural life; for 23 years, the coordinators of the traditional Rimetea’s settlement rehabilitation project have carried out a hard work having a big goal: raising awareness among the locals regarding their architectural heritage. In 2000, Rimetea was already in an architectural protected area. This is not the only evolutionary moment of the village, because between the 15th and the 18th centuries, Rimetea becomes a settlement by the number of blacksmiths and demographics. As a conclusion, today Rimetea should be a role model village with jobs and a good level of education, but the field study shows that there is an essential thing missing: the lack of youth (the workforce)- the future! They have the duty to carry on the spirit of the place.
