Brazil: "LeiLios" teachers in public elementary education, by administrative level, 1987 219 8 ABSTRACT This thesis examines the inability of the Brazilian State to accomplish effectively its constitutional duty to deliver elementary education to all children of 7 to 14 years of age. The overall argument in this thesis is that there is a lack of "political will- on the part of the Brazilian State to resolve this problem. The concept of "lack of political will is theorised as "lack of conditions existing in the State enabling it to be an actor in elementary education". The thesis has six chapters. Chapter One introduces the problem, the arguments, and the structure of the thesis, and discusses the theoretical basis of the thesis. Chapter Two tests the arguments against data on the relationship of the State to elementary education in the Vargas Era (1930-1945). Chapter Three tests the arguments against data on the relationship of the State to elementary education during the Redemocratisation Period (1946-1964). Chapter Four compares the arguments with data on the State's relationship to elementary education during the Military Regime (1964-1985). Chapter Five examines the arguments in relation to data on the relationship of the State with elementary education in the period of the New Republic and the Collor Government (1985-1992). Finally, Chapter Six presents the Conclusions and Recommendations of the thesis. The main conclusion of the thesis is that it is possible to create the necessary conditions for the State to function as an actor in elementary education. 9 CHAPTER ONE AN INTRODUCTION TO THE PROBLEM 1.1 - PURPOSE, ARGUMENT AND ORGANISATION Overall. this thesis analyses the problem of the inability of the Brazilian State to accomplish effectively its constitutional duty to deliver elementary education to all children. Thus, the purpose of the thesis is to develop an understanding of this complex problem. Chapter One includes a general survey of elementary education in Brazil for the past six decades. This survey identifies the inability of the State(1) to provide elementary education(2). The chapter also identifies the main lines of the argument tested in this thesis, the chapter sequence, and the organisation of the time periods. The chapter also identifies and examines selected theoretical perspectives from the literature on the State and uses this analysis to restate the problem of the thesis. This theoretical basis will then be a counterpoint of the analysis of the remaining chapters in the thesis. To orient the reader it is useful to begin by outlining something of the Brazilian political and legal context for the construction of elementary education policy, and by clarifying the issue of time periods. 10 1.1.1 - The Time Frame of the Thesis: A Descriptive Overview This section presents a brief account of elementary education during the past six decades which are divided into four periods: the Vargas Era (1930-1945), the Redemocratisation Period (1946-1964), the Military Regime (1964-1985), and the last period which covers two governments, the New Republic (1985-1990) and the Collor Government (1990-1992).

    Thinking Copenhagen: the cognitive dimension of climate change policy making in Brazil and the United States Mark S. Langevin1 Abstract This article explores the cognitive dimension of climate change policy making in Brazil and the United States as both countries prepare for the Con- ference of the Parties to the United Nations Framework Convention on Climate Change or COP15 in Copenhagen. The comparative policy analysis is framed by Putnam (1988) and informed by Bazerman (2009), but adapted to explore the cognitive expressions of policymaking through investigation of public opi- nion, newspaper coverage, and policymaker statements. The analysis reveals key differences in the ways that Brazilian and U.S. citizens, journalists, and policymakers understand global warming and climate change and think throu- gh the policy alternatives for addressing this global challenge through national policy and international negotiations. Brazil’s cognitive dimension provides its negotiators with a wide range of strategic positions, allowing this country to play the role of dealmaker. The U.S. administration arrives at Copenhagen with a narrow win-set, limited by the discordant and divisive cognitive expressions that surround policymaking. The Bolsa Familia is considered in Brazil, according to Eduardo Suplicy’s Law Bill 266/2001 sanctioned by President Lula in January 8 of 2004, as the first step toward creating a Citizenship Basic Income. The goal of this proposal is to present and to problematize the recent political and economic post Lula and Dilma Administrations situation in order to demonstrate the climate of regression in the social protection programs and the dismantling of the same social rights already conquered by the worker class and the poor population.

POWER University of Oxford, United Kingdom [email protected] | Abstract: This article revisits the 21-year military dictatorship in Brazil to examine how it shaped subsequent democratic politics after the transition to civilian rule in 1985. In par- ticular, six legacies are analysed. The paper begins by focusing on the relative legitimacy of the Brazilian military regime when compared to other dictatorships in the Southern Cone. The article then examines several variables which impact on the way politics has played out between 1985 and 2014: a high level of continuity of personnel inherited from the military period, an accentuated commitment to civil liberties (as in the Constitution of 1988), a more robust level of political competition compared to the pre-coup years, and a delayed but increasingly meaningful consideration of transitional justice issues. The article concludes by noting how mass mobilization (the street) engendered the collapse of the military regime in 1983-1984, and how this strategy of collective action has been repeated on several occasions under democracy. This includes examining their wide-ranging activities, the main ideas they upheld, and their role in the development of Brazilian labour laws in the 1930s and 1940s.1 On 4 February 1931, Minister Lindolfo Collor was honoured with a lunch commemorating his forty-first birthday. He was the head of the Ministry of Labour, Industry and Commerce (Ministério do Trabalho, Indústria e Comércio – MTIC), which had been formed a few months earlier.
