Kass Andy Kaufman proposed constitutional amendment that would lower the age of criminal Susanna Leval Kenneth Maxwell majority in Brazil to 16, allowing children age 16 and above who are in Jocelyn McCalla conflict with the law to be tried and punished as adults.
