Embassy offi cers gained the city’s cooperation and convinced the nation’s Ministry of Emergency Situations to lend assistance. Weeks of rehearsals resulted in a dance that showcased the charisma, energy and joy felt by exchange program alumni. Youngers 2 BOLIVIAN DRUG CONTROL EFFORTS Introduction Following a landslide victory at the polls, Evo Morales became president of Bolivia in January 2006.1 Head of the coca-growers’ federation, Morales was a long-standing foe of U.S. drug policy, and many observers anticipated a complete break in U.S.-Bolivian relations and hence an end to drug policy cooperation. Instead, both Morales and the George W. Bush administration initially kept the rhetoric at bay and developed an amicable enough bilateral relationship—though one that at times has been fraught with tension. Following Bolivia’s expulsion in 2008 of the U.S. Ambassador, Philip Goldberg, for allegedly meddling in the country’s internal affairs and encouraging civil unrest, and the subsequent expulsion of the U.S. Drug Enforcement Administration (DEA), the White House upped its criticism of the Bolivian government and for the past five years has issued a “determination” that Bolivia has “failed demonstrably during the previous 12 months to adhere to [its] obligations under international narcotics agreements.”2 U.S. economic assistance for Bolivian drug control programs has slowed to a trickle. Nonetheless, in 2011 the two countries signed a new framework agreement to guide bilateral relations and are pending an exchange of ambassadors. Moreover, cooperation continues between the primary Bolivian drug control agency—the Ministry of Government’s Vice Ministry of Social Defense and Controlled Substances—and the Narcotics Affairs Section (NAS) of the U.S. embassy. At the international level, Bolivia is seeking to reconcile its new constitution, which recognizes the right to use the coca leaf for traditional and legal purposes and recognizes coca as part of the country’s national heritage, with its commitments to international conventions.

After thirty years of armed struggle, pitting Irish republicans against their loyalist counterparts and the British State, the North of Ireland has a reconfigured political landscape with a consociational governing body where power is shared among several parties that hold divergent political objectives. The Irish Republican Movement, whose main components are the Provisional Irish Republican Army, a covert guerilla armed organization, and Sinn Fein, the political party of Irish republicans, initiated peace that led to all-inclusive talks in the 1990s and that culminated in the signing of the Good Friday Agreement in April 1998, setting out the parameters for a non-violent way forward. Given the traditional intransigence of the IRA to consider any route other than armed conflict, how did the leadership of the Irish Republican Movement secure the support of a majority of republicans for a peace initiative that has held now for more than fifteen years? This dissertation explores the dynamics of leadership in this group, and in particular, focuses on the prisoner resistance waged by its incarcerated activists and volunteers.

Abstract Following the outbreak of the Troubles in Northern Ireland, the British Government established an office dedicated to gathering the views of political groups there, below the level of the state. By the end of 1971, the Office of the UK Representative (UKREP) was actively seeking contacts that would allow them to communicate with the Provisional IRA. By looking at the numerous other contacts, conduits and intermediaries that existed (however temporarily) before the 1975 ceasefire, this article illustrates an almost continuous conversation between the Office of the UK Representative (UKREP) and the IRA. It also demonstrates that these contacts were centred around Dáithí Ó Conaill (then Sinn Fein Vice President), and that these contacts, when taken as a whole, can better explain the events which culminated in the 1975 ceasefire. Ever since 1969 when the army took over security in Northern Ireland, there had been ad hoc street contacts between the army and paramilitaries on both sides of the divide, and from the time I had taken office in March 1974 I was being advised that, according to community workers, businessmen and journalists, the Provisional IRA were in a mood to move from violence.
