We need to know where we are, determine where we want to reach and also know whether we have reached there. The monitoring of socio-economic progress is not possible without measuring how we progress and establishing whether human, financial and other resources are being used efficiently. However, these statistics in many occasions have been National in outlook and less District specific. The development of a District-based Statistical Abstract shall go a long way to solve this gap and provide District tailored statistics and will reflect the peculiar nature of the District by looking at specific statistics which would not be possible to provide at a higher level. Data and statistics are required for designing, planning, implementing, monitoring and evaluating development programmes. For instance, statistics on school enrolment, completion rates and dropout rates etc. are vital in the monitoring of Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes. Statistics are also needed for establishing grant aid to community schools, staff levels and other investments in the education programmes. The collection and use of statistics and performance indicators is critical for both the successful management and operation of the sectors, including Lower Local Governments. For data to inform planning and service delivery it should be effectively disseminated to the various users and stakeholders. -

44 SATURDAY VISION, February 8, 2014 HOMES & CONSTRUCTION Mpererwe benefits from neighbours BY JOHN MASABA NTIL you mention its neighbouring suburbs, Kasangati and Gayaza, one would be hard-pressed to find people on the streets of UKampala who know the location of Mpererwe. It is a suburb living in the shadows of its neighbours. But there is a lot that sets it apart. Mpererwe is cleaner and more orderly. There are plenty of rubbish skips in the town. A hot midday sun is nothing to worry about because there is a constant cool breeze that keeps sweeping across. It is perhaps due to the trees that still stand tall in Mpererwe town, despite the numerous houses. Found on the Kampala–Gayaza Road, Mper- erwe is the third major trading centre after, Ka- lerwe, Kyebando and Kanyanya. It is bordered by Katalemwa, in Wakiso district, to the north; Kisaasi to the east, Kanyanya to the south and Kawempe to the west. The suburb is located in the confluence of the Lusanja-Kiteezi, Mwaze-Gayaza and Kampala- Foodstuffs are cheaper in Mpererwe than other city suburbs. Pictures by John Masaba Gayaza roads. Conversation Living Feminist Politics - Amina Mama interviews Winnie Byanyima Winnie Byanyima is MP for Mbarara Municipality in Western Uganda. The daughter of two well-known politicians, she was a gifted scholar and won awards to pursue graduate studies in aeronautical engineering. However, she chose to join the National Resistance Movement under Museveni's leadership, and later became one of the first women to stand successfully for direct elections. Winnie is best known for her gender advocacy work with non- governmental organisations, her anti-corruption campaigns, and her opposition to Uganda's involvement in the conflict in the Democratic Republic of Congo. She is currently affiliated to the African Gender Institute, where she is writing a memoir of three generations of women – her grandmother, her mother and her own life in politics. Here she is interviewed by Amina Mama on behalf of Feminist Africa. Amina Mama: Let's begin by talking about your early life, and some of the formative influences. Winnie Byanyima: I grew up pretty much my father's daughter. I admired him very much, and people said I was like him. I had a more difficult relationship with my mother. But in the last few years as I've tried to reflect on who I am and why I believe the things that I believe, I've found myself coming back to my mother and my grandmother, and having to face the fact that I take a lot from those women. It's tough, because it means that I must recognise all that I didn't take as important about my mother's struggles. -

As the political space was formally opened up and state leadership crucially came to depend on electoral appeals for social support, many would- be leaders decided to set themselves apart by contesting for power on the basis of a strong anti-political and anti-party discourse. -

UGANDA PEOPLE'S CONGRESS AND NATIONAL RESISTANCE MOVEMENT By Yoga Adhola The National Resistance Movement (NRM) is a movement to resist UPC or what UPC stands for, i.e. national-democratic liberation. The earliest incidence of this resistance is given to us by none other than the founder of the NRM, Yoweri Museveni. He recounts: We were staunchly anti-Obote. On 22 February 1966, the day he arrested five members of his cabinet, three of us, Martin Mwesigwa, Eriya Kategaya and myself went to see James Kahigiriza, who was the Chief Minister of Ankole, to inquire about the possibility of going into exile to launch an armed struggle. Kahigiriza discouraged us, saying that we should give Obote enough time to fall by his own mistakes. We saw him again a few weeks later and he gave us the example of Nkrumah, who had been overthrown in Ghana by a military coup two days after Obote's abrogation of the Uganda constitution. Kahigiriza advised us that Nkrumah's example showed that all dictators were bound to fall in due course. Inwardly we were not convinced. We knew that dictators had to be actively opposed and that they would not just fall off by themselves like ripe mangoes. Later I went to Gayaza High School with Mwesigwa to contact Grace Ibingira's sister in order to find out whether she knew of any plans afoot to resist Obote's dictatorship. She, however, did not know of any such plan. We came to the conclusion that the old guard had no conception of defending people’s rights and we resolved to strike on our own.
