Annex a Terms of Reference and Task Force Members EMBARGOED UNTIL 26 JUNE 2015 11AM Annex A Terms of Reference and Task Force Members Terms of Reference The Task Force on Youths and Drugs was convened in November 2014 to: a. review the current drug abuse situation among youths and young adults; b. evaluate the current range of measures from preventive education to detection, enforcement, counselling and rehabilitation; and c. recommend strategies to strengthen our approach to tackle drug abuse among youths and young adults.     SPEECH BY MS SIM ANN, SENIOR MINISTER OF STATE, MINISTRY OF COMMUNICATIONS AND INFORMATION (MCI) AT THE MCI COMMITTEE OF SUPPLY DEBATE, 2 MARCH 2021 Introduction 1. The past year has been challenging, to say the least, and we have all come to value the importance of staying connected. Digitalisation has been critical in enabling us to do so, even as we adopt safe distancing measures. We are transforming digitally as a society, but we need to ensure that the transformation is inclusive. 2. I will elaborate on four key strategies to achieve this: (a) First, we know not all Singaporeans are progressing at the same pace in the digital journey. Regardless of your starting point, the Government and key stakeholders will support you with the necessary resources. (b) Second, we will forge strong partnerships with stakeholders. (c) Third, we will continue to improve our last-mile delivery infrastructure. (d) Fourth, we will strengthen our communication efforts, making trusted information accessible to all. Supporting fellow Singaporeans to go digital 3. Let me address how we will approach inclusive digitalisation, starting with small businesses, as asked by Ms Tin Pei Ling, Mr Sharael Taha and Mr Cheng Hsing Yao. 4. We stepped up efforts to help small companies, including mom-and-pop HDB shops, to adopt simple digital solutions through the Heartlands Go Digital initiative. MOS Low Yen Ling and I co-chair the Heartland Digitalisation and Revitalisation Committee, and she had earlier spoken on how the Committee is helping heartland enterprises keep pace with digitalisation, taking into account their unique context.

Ms Sim Ann, Senior Minister of State, Ministry of Communications and Information & Ministry of Culture, Community and Youth, is the one who introduced her colleagues to these locally-designed clothes. Mr Desmond Lee, Minister for Social and Family Development, wore a piece designed by Eileen Yap, 43, in collaboration with special needs teenagers. Eileen is the founder of “Singapore Fashion Runway”, a local social enterprise. The shirt’s design is based on Singapore’s national flower, the Vanda Miss Joaquim orchid. In a Facebook post of himself wearing the customised costume, Mr Desmond Lee urged the public to support those with special needs through meaningful ways such as this. In fact, Mr Desmond Lee wasn’t alone in wearing works made by those with special needs at NDP. According to Eileen, the floral designs were drawn by Amirul and Farhana, students from the Mountbatten Vocational School. Singapore Fashion Runway then used their designs to produce the clothes.     PRESIDENT’S MESSAGE FY 2014/15 was a most significant but sad year for DAS. Singapore lost our most famous person with dyslexia when Mr Lee Kuan Yew passed away on 23 March 2015. Mr Lee first shared with Singaporeans that he was mildly dys- lexic in 1996 through an interview with newspapers. He and his son, current Prime Minister, Mr Lee Hsien Loong, each donated $30,000 to the DAS. In 1997, $190,000 in proceeds from the sale of his book “Lee Kuan Yew - The Man & His Ideas” - was also donated to DAS. Mr Lee and Prime Minister Lee subsequently donated regularly to DAS. The remarkable achievements of Mr Lee despite his dyslexia will always be a shining example for all young dyslexic children that they too can be a success in life through vision, courage and hard work. There was a major change in the management of the DAS. I shared with members last year that Mr Lee Siang had taken over from Mr Robin Moseley as Chief Executive Officer on 1 September 2014. Since then, Director of Fi- nance Ms Chai Soo Chiao has taken over from Mrs Corina Lai who retired at the end of January 2015. I would like to express my utmost thanks to Corina for her wonderful contributions to the DAS, first as an Exco member, then as a staff member since 2004. It was during Corina’s tenure that DAS grew into a “large charity” with receipts of over $10 million per annum. However, Corina’s team responded to the significantly increased corporate governance requirements.

The Council will review key initiatives in the last ten years and future collaboration areas for the coming year. Discussions will revolve around new ways to deepen longstanding relations in line with the province’s growth direction. 3. The four-day mission is organised by International Enterprise (IE) Singapore, the Singapore secretariat for the SZETC1.
