Executive Summary

The Toronto RDC, a partnership of Nipissing University, Ryerson University, York University and the University of Toronto, is a member of the CRDCN—the national network of RDCs that spans the country. Over the past year, under the leadership of the CRDCN’s new Executive Director Martin Taylor, the Network has moved to a new governance structure. In the past the Network was governed by a national committee of the academic directors of the individual RDCs. As the Network grew, so did this committee, and an Executive Committee was created to streamline decision making. While this model has worked well, it is at odds with the governance models used at other major research networks in the country. Starting this (2017) spring, the CRDCN is governed by an “Inaugural Board” which includes representatives of the participating universities, Statistics Canada, the academic directors, the US Census Bureau, major users and suppliers of RDC data and the research infrastructure industry. This new governance structure should give the CRDCN a higher profile in the research community and provide needed expertise in operations and organization.

While not as structurally significant, the Toronto RDC has also experienced some changes in management over the past year. First, our administrative assistant Jessica Maitland is leaving us to pursue graduate studies. Jessica has done an exemplary work at the RDC and we will miss her. We have hired Emilie Jones to take up this position. Second, Dave Haans our long serving research and computing consultant is leaving us to take up a position at the CRDCN. Most of our researchers will know Dave, perhaps from his regular SAS workshops, more likely indirectly when he has somehow kept our systems working through software and hardware installations, overheating issues, network glitches etc., etc. Dave has been an invaluable member of the RDC team, and while we regret our loss of his services, we know we will remain in good “IT hands” at the Network level. We have hired Dawas Zaidi as our new IT consultant.

These personnel transitions are inevitable, but remind us how well our University of Toronto and Statistics Canada staffs support RDC researchers. As I do each year, I am very pleased to thank them for their service to our community.

Finally, the Toronto Region Statistics Canada Research Data Centre grew over the past year as a new RDC opened on the campus of Nipissing University. The Nipissing RDC is a branch of the Toronto RDC, but its projects are serviced in part by Statistics Canada staff at the York University branch. We now count researchers in both the GTA and Northern Ontario as members of the “Toronto RDC” research community.

Box 2d: Summary of Substantive Comments on Publications

In 2016, there were 85 completed projects at the Toronto RDC as counted using the calculations from the Researcher Survey output, a marked increase from 49 last year (2015) and 38 reported the year prior (2014).

The number of refereed articles published was the same as 2015, with 35 articles. The number of Ph.D. theses completed increased (2 in 2015 and 4 in 2016). The number of working papers decreased somewhat (from 4 in 2015, to 2 in 2016), and the presentations to policy groups increased greatly (5 in 2015, 18 in 2016). The number of conference presentations was somewhat decreased with 87 in 2015 and 67 in 2016.

This was the fifth year in which the information on research output was collected by an online researcher survey.

The greatest proportion of research is in the area of health (39.1% of projects at the Toronto RDC in 2016), and the preferred method of publication is the refereed journal article. For the most part these publications are in leading journals.

Other major areas of research at the Toronto RDC are the labour force, immigration and education (21.7%, 17.4% and 5.7% respectively).

Looking forward to the next generation of researchers, students continue to be the leading type of researcher in the Toronto RDC. Many are employed as research assistants, and this provides students with training and an introduction to the RDC data.

RDC data is also emerging as an important basis of students’ independent research: with 77 doctoral (Table 4b) and 18 masters-level students (Table 4a & 4b) using the RDC (a significant decrease in the master’s students from last year at 44 in 2015). (See Tables 4a and 4b below, as reported in the researcher’s online questionnaire.)

Box 2e: Summary of Major Media Coverage of Research

In 2016, there were 115 media mentions (up from the number of 64 in 2015 and on par with the number of 114 in 2014). Some of the mentions, although counted as one, also included several diverse media publications. For example, one media mention reported by RDC researcher Dr. Esme Fuller-Thomson for her project (2357) included articles released online from 25 different sources, including The Times of India, The Economic Times, Deccan Chronicle, NDTV, U of T Media Room, Grace Point Wellness, Live and Work Well, Medical Xpress, Lahey Hospital and Medical Center, MedicineNet, OOYUZ beta News Search and Analytics, Brookhaven Hospital , Health News Line , LadyLively, Providence Health and Services Alaska, Behavioural Connections, Emergence Health Network, The Health Cast, Munson Health Care, MSN, HealthDay News, Roper St Francis, Business Standard , Cardiology Gastroenterology Associates, Vidant Health/ Health Library, Latinos Health. As well a second and a third media mention, also reported by Dr. Esme Fuller-Thomson, received media publication releases from 8 & 15 websites, including Medical Xpress, U of T news, Get Healthy, Health Day, MedlinePlus, WSFA, MHMR Services for the Concho valley, The Varsity; as well as PsychCentral, Headache, South Asian Link, Newsmax, The Hans India, Philly.com, Lauderdale Daily News, FitnHit.com, Salon.com, News Every Day, Home/Lifestyle, The Siasat Daily, Microfinance Monitor, the Sen Times Online, Zee News. This is a total of 45 additional media publications for only three media mentions.

As with last year’s media mentions, the majority (97 of the 115, or 84%) were reported by Valerie Tarasuk’s project on food insecurity (3083). Valerie Tarasuk, PI for a project entitled “Identifying Policy Interventions to Reduce Household Food Insecurity” received media mentions across Canada, from PEI to Vancouver, again this year with television, newspapers, magazines, radio and online news columns, interviews and blogs. Newspapers included The National Post, the Toronto Star, The Free Press, the Vancouver Sun, the Sudbury Star, the Times Colonist, the Dawson Creek Mirror, the Anvil, the Orillia Packet, the Oshawa Express, the Daily Gleaner and the Chronicle Herald. News titles included:

“Experts sound alarm on ‘food insecurity’ in Canada” “Half a million families are going hungry in BC” “Food insecurity a growing issue for Canadian families”

Television media included TVO’s Agenda, Spoke TV, Global News Toronto and CBC News, as well as Breakfast Television Calgary City news. Titles included:

“Hungry in Ontario” “The cost of food insecurity”

Radio interviews include CBC , CBC Radio Information Morning in Moncton, Whitehorse, Saint John, BC, CBC Fresh Air, as well as Pulse FM’s Kash Heed Show, and the Craig Needles Show, News Talk 610 CKTB’s Larry Fedoruk Show, and the AM 800 CKLW Afternoon News.

Magazines include the Torontoist, Inside Toronto, and Now (Toronto), but the bulk of media mentions for Dr. Tarasuk’s project are websites covering newspapers, radio stations, blogs and columns, such as the Globe and Mail, Upstream, Basic Income Earth, Food Tank, Community Food Centres Canada, The Nova Scotia Advocate, NewsKamloops, Ryerson Eyeopener, University of Calgary, University of Lethbridge, Huffington Post, Cantech Letter, CBCNews Toronto, CBC News PEI, CBC News New Brunswick, Arctic Deeply, Feeding Nunavut, Sault Online, Ottawa Community News, the Province, the Hill Times, Ottawa Life, and Policy Options. The National Observer, for example, did an op-ed article entitled “Opinion: Energy project threatens food security in Canada’s North”.

Interviews and online articles were also done in French, on CBC’s Radio Canada, such as the show L’Heure Juste and continued throughout every month in the year. Most reported on the severity of the food crisis in Canada, as well as on the association between hunger and higher health care costs, but also on the need for a basic income guarantee. One fact illustrated in the TVO Agenda April 2016episode on “Hungry in Ontario,” was that not all food insecure households are those living on social assistance or employment insurance. Steve Paikin, the TVO host, used the following quote from Dr. Tarasuk’s report as the opener for discussion with his 5 guests, which included Dr. Tarasuk:

Got a job, going hungry Households that rely on social assistance or employment insurance are at very high risk of food insecurity, but it is important to recognize that almost 2/3 of food-insecure households in this country are reliant on employment incomes. How is it possible that so many people in Canada are working but still are not able to make ends meet?

In the University of Toronto news, a story also followed by the CBC news in November 2016, articles advance the tenet that a guaranteed basic income would go a long way in solving Canada’s food insecurity:

A basic income won't let people fall below a certain income level, and it very effectively limits food insecurity. The connection on that is very strong. Studies have also shown that improving incomes produces very definite changes in food security over a short period of time. In Newfoundland and Labrador, food insecurity among social assistance recipients dropped by almost half over five years, starting within a year of increases to income supports. Our group PROOF recently found that food insecurity went from 40 to 16 per cent among low-income adults who became eligible for old-age security at 65. So a secure and decent income can largely cut off food insecurity to a degree that increases in minimum wage, subsidized housing or small increases to welfare payments don't do.

Esme Fuller-Thomson reported three media mentions for her project on childhood adversity and later mental health, including schizophrenia and suicide, formerly suicidal individuals and complete mental health, and why women suffer more from migraines (2357 and 2357-R001), although as mentioned above these three included another 45 media publication listings. Here are the major headings in these 48 media mentions:

Marcelo Luis Urquia (4190), who shared his output among the Windsor and the Toronto RDCs, had 10 media mentions for his project on perinatal outcomes of Canadian-born infants based on maternal and paternal birthplaces. For example, the Toronto Star had a front page article entitled “Indo-Canadian women give birth to far more boys than women born in Canada.” The Star also did a column and an editorial after publishing this article. The Globe and Mail ran an interview with the author and wrote an article entitled “Some couples in Canada practicing prenatal sex selection in favour of male fetuses, studies suggest.” CBC News and other websites (CTV News, Hindustan Times, Global News, and The Hindu) also interviewed the author and published articles on his research “Are Indian-born moms in Canada choosing to have baby boys over baby girls?” There was even a television video new article on the French station “TV5 Monde” entitled “Au Canada, l’Ontario face aux avortements sélectifs.”

Brendon Goodmurphy (4568) had 3 media mentions for his project on childcare demand and affordability in Toronto, including the Toronto Star and CBC’s Radio show Metro Morning.

“Vast majority of Toronto parents can’t afford daycare” “Toronto City staff are hoping to revamp the way daycares are run after hearing about the experiences of some parents in finding childcare”

Seong-gee Um reported a media mention in the Toronto Star for his project on home care services among Toronto’s diverse senior populations (4597) in July, “Immigrant seniors face unequal access to home care: report”.

Diane Withrow was in the CBC News in December for her project on Cancer survival in First Nations and Métis Adults in Canada (3334), “First Nations adult cancer survival shows major gap.”

All of these media mentions highlight the importance of Toronto RDC research to Canadians.

The graphs below depict the website activity for the Toronto RDC for the 2016 year. As can be seen over three quarters of the activity was from new visits (79.31%), and 1,712 were unique visitors (there were 1,779 unique visitors to the website in 2015).

Box 3c: Substantive Comments and Summary of Knowledge Mobilization

Dave Haans, our Research and Computing Consultant and Webmaster, continues to work with the CRDCN two of his four days a week, and did offer 3 introductory SAS workshops in 2016 in April (see Box 3 above). The Introductory SAS Workshops were held at the Toronto RDC on March 3rd, July 21st and November 24th from 1pm to 4pm, and were open to RDC researchers as well as members of the larger research community. The workshop is designed to help current researchers at the RDC acquaint or re-acquaint themselves with the SAS programming language. In this workshop, the basics of the SAS programming language were covered, including creating variables, reading in raw text files, modifying SAS data sets, and merging SAS data sets. As well, participants discussed and interactively learned several key features of group processing in SAS.

A total of 18 participants took the SAS workshops offered in 2016, seven of whom were doctoral students, five masters students, one undergraduate student, one post-doctoral fellow, an associate professor, an adjunct professor, and two research assistants, and included people from Ryerson, McMaster, IWH, OISE and U of T.

Box 3d: Vignette

PROOF - Food Insecurity Policy Research in Canada

Food insecurity is the “inadequate or insecure access to food due to financial constraints” and Toronto RDC researchers studying food insecurity have found that “household food insecurity is a serious and growing problem in Canada that requires dedicated and effective policy solutions to ensure adequate household income for food.” For example, even though food banks are considered a solution, less than 25 percent of households that are food-insecure use them.

In 2016 PROOF researchers held an international conference November 17-18 on Advancing Food Insecurity Research in Canada. Involving RDC researchers Valerie Tarasuk from the Toronto RDC and Lynn McIntyre from the Prairie RDC, the two day conference held plenaries in which these RDC researchers chaired and acted as discussants on plenary panels such as “Advancing Food Insecurity Research in Canada,” “The Social Construction of Food Insecurity,” “Using Research to Inform Advocacy” and “Future Research Directions.” International presenters hailed from the UK and the US (Oxford, Missouri, Kentucky and Illinois), and offered their insights as well. There were four concurrent paper sessions over the two days on “Canada’s North/Health Outcomes” “Public Health / Vulnerable Populations I” Food Charity / Community Research & Programs” and “Policy Interventions / Vulnerable Populations II.” Presentations are available on the PROOF research website: http://proof.utoronto.ca/conference/presentations/ and presenters included other RDC researchers, such as Enza Gucciardi from Ryerson; as well as non-profit research organizations such as AICBR (Arctic Institute of Community-Based Research) and government agencies such as British Columbia’s regional health authority (Interior Health); and used original data as well as Statistics Canada datasets such as the Canadian Community Health Survey (CCHS).

PROOF had released 2 policy reports in 2016 and PROOF researchers had published 4 of the 35 refereed articles for the Toronto RDC in 2016. Conference presentations included more than a dozen made to public, academic and government audiences in London, UK, Scotland, Ottawa, Calgary, Winnipeg, Waterloo, Toronto and Ireland. The Belfast presentation for example was done by Valerie Tarasuk (3083) and was made to the All-island Food Poverty Network: New approaches to addressing food poverty, in Belfast, Ireland on September 13 2016.

As mentioned earlier, the media response to PROOF researcher projects has been vast in 2016, with close to 100 TV, radio, news and online reports across the country from PEI to Vancouver and north to the Yukon and Nunavut.

Section Five: Achievements, Challenges and Objectives

Box 5a: Summary of Major Achievements and Challenges in the Past Year

Two major transitions for the Toronto RDC in the past year have been the change in governance structure of the CRDCN and staff transitions at the local level. At the CRDCN the Inaugural Board has replaced the committee of academic directors and its executive council as the central governance institution. The Toronto RDC is the largest single site RDC in the CRDCN, and as such has a permanent seat on the Inaugural Board which includes representatives of the participating universities, Statistics Canada, the academic directors, the US Census Bureau, major users and suppliers of RDC data and the research infrastructure industry. As mentioned in the Executive Summary, this new governance structure should give the CRDCN a higher profile in the research community and provide needed expertise in operations and organization.

At the local level we have filled two staff vacancies that resulted from decisions of our administrative assistant Jessica Maitland to pursue graduate studies and of our research and computing consultant to take up a position at the CRDCN. We conducted searches to fill these positions over the late winter and early spring and have hired Emilie Jones as our new administrative assistant and Dawas Zaidi as our new IT consultant.

A new branch RDC at Nipissing University opened over the past year. Nipissing faculty member David Zarifa is the Academic Director, and the research projects there will be serviced by Statistics Canada staff at the York University branch.

Finally over the past year the CRDCN secured new funding from CIHR-SSHRC (reported last year) and CFI totaling over 20 million dollars for the next five years.

Box 5b: Summary of Major Challenges and Objectives in the Next Year

The CRDCN is one of the only national research data networks that houses its data on site at individual RDCs. The Network has made an application to CFI for funds that will permit a transition to a centralized, high performance, thin client computing network. In this model all data will be housed at one of two central sites. The Toronto RDC is one of the planned central sites for data storage.
