In the Oceanview neighborhood and through my work with the PAC, I’ve fought continuously to open the political process so that everyone can be heard. My wide range of experiences has allowed me to consider many viewpoints. I am a taxpayer in the City of Berkeley. 9. For the last two years, I have watched almost every City Council meeting. Week after week as I watch, I see a Council that does not address major Berkeley issues. There is a critical need for more housing downtown which is affordable for both moderate and low-income tenants. At the July 23 Council meeting, Dona Spring voted against one apartment building and then skipped the votes on two others. I would vote for more downtown housing and I would not skip the controversial votes. The streets and sewers are falling apart faster than they can be repaired. It takes $7 million a year just to repair the streets; yet the Council has only spent $3 million to maintain them. If elected, I would reallocate the budget to adequately fix sewers and streets. Crime in Berkeley is soaring. In 2001 major crimes in Berkeley increased by 19.6%—more than any other city in the Bay Area. If I am elected, I would set a goal to reduce crime by 20% and require the Police Chief to meet with the Council bi-monthly to detail progress towards achieving that goal. My experience as a lawyer has trained me to listen and understand landlords’ problems and to recognize and avoid unfair actions that will make our law vulnerable to legal or political attack. The people of Berkeley have made it clear that they want strong, effective rent and eviction controls to preserve affordable housing and a diverse community. Recently, the greatest threat to housing preservation has come from landlord-sponsored legislation at the state level, such as the Costa–Hawkins “vacancy decontrol” law. The Rent Board must be vigilant in resisting such threats, and creative in maintaining the protections that Berkeley wants. The Rent Board directly impacts 19,000 rent controlled tenant households citywide. After a new renter has moved into his/her unit, Rent Board commissioners, subsequently, determine each unit’s rent ceiling annually. Berkeley is in the midst of an unprecedented affordable housing crisis. This housing crisis continues to impact all Berkeley citizens, especially students, seniors, disabled, families, and middle and low income working people. If elected, I will work vigorously to defend and preserve Berkeley’s affordable housing stock, and the city’s landmark 1980 Rent Stabilization Ordinance. By maintaining stable rent ceiling levels, the 1980 Rent Ordinance has enabled literally tens of thousands of residents to live–and remain–in Berkeley over the past twenty years. We have made many improvements to make rent control work better for everyone. The hearings appeal process has been made more user-friendly by allowing both landlords and tenants more time to state their cases and reply to the opposing argument. We have clarified the right of tenants to replace roommates, so that those who cannot afford to live alone will not face eviction. We have expanded our monitoring of owner move-ins and Ellis evictions following the overwhelming passage of Measure Y by Berkeley voters. In cooperation with other City agencies, we are working to improve residential inspections to make sure that all our homes are safe and habitable. As a Berkeley tenant for forty years, I appreciate the advantages of being able to raise one’s family in a diverse, stable neighborhood. Without rent control, this would have been impossible. If re-elected, I promise to work my hardest so that today’s renters will continue to be able to live in our exceptional city.
