Syrian Crisis United Nations Response A Weekly Update from the UN Department of Public Information No. 97 – 03 June 2015 SE Staffan de Mistura continues meetings within the framework of the Geneva Consultations On 1 June 2015, the Special Envoy for Syria met with a delegation from the Kingdom of Bahrain, led by Mr. Yusuf Abdulkarim Bucheeri, Permanent Representative to the United Nations, who shared his government’s views on a political solution to the conflict in Syria and the ongoing developments on the ground. “This four-year brutal conflict has proven that no one will ever win through military means,” Mr. de Mistura said at the end of his meeting. On 2 June, he met with Patriarch Ignatius Aphrem II, Patriarch of Antioch and All the East and Supreme Head of the Universal Syrian Orthodox Church, who presented his views about the peaceful future of Syria and its various communities. “It is very important that the voices of the religious leaders and their communities be heard and taken into account as we search for peace in Syria. Their representatives have an essential role to play in promoting peacemaking and reconciliation in the Syria of tomorrow", Mr. de Mistura stated after the meeting. On 29 May, he met with a delegation of civil society organizations from the United States working on the Syrian crisis. He said afterward that listening to civil society organizations — especially those who work on advocacy and the medical doctors who put their lives at risk every day to save the victims of chemical attacks or shelling — was yet another reminder of the daily realities of the Syrian civilians who pay the highest toll of this conflict. He said it was also an opportunity to reflect on the aspirations of the diaspora. The Special Envoy also met with delegations of European countries, namely Belgium, Czech Republic, Denmark, Finland, Germany, Greece, Italy, Netherlands, Norway, Sweden and Switzerland. On 28 May, he met with Dr. Aref Dalila, who shared his views on the situation in Syria and the evolution of the ongoing conflict. They also discussed ways to support Syrian sides in launching a political process. Mr. de Mistura also met with a delegation of elected Security Council members (Chile, Jordan, Lithuania, Malaysia, New Zealand, Nigeria, Spain, Venezuela). "The news of aerial bombing by Syrian helicopters on a civilian market area of the Aleppo neighborhood of Al Shaar deserves the most strong international condemnation," he said. A total of 152 ninth grade students were involved. For the past two weeks, with the support of UNRWA and the Syrian General Authority for Palestinian Arab Refugees (GAPAR), 152 students from Yarmouk boarded at the UNRWA Palestine School and the GAPAR-run Said al- Ass Institute in Alliance, Damascus. UNRWA teachers volunteered to prepare the students to sit for their national exams while counsellors ran psychosocial support sessions. www.unrwa.org/newsroom/press-releases/overcoming-unimaginable-odds-continue-their- education-yarmouk-students OCHA: Emergency Response Fund Update (January-May 2015) In January 2015, the new Syria Emergency Relief Fund (ERF) allocated US$4 million to six projects for life-saving winter response interventions. In addition, three projects were approved on a rolling basis as of May 2015, including a health project by a national NGO. An additional project to support a planned airlift to besieged areas of Deir Ezzor is under review. It features testimonies of Palestine refugees; voices that, amid the tragedy, brim with positive energy and determination, as well as documents highlighting UNRWA's emergency work in the region. With no access to regular food supplies, clean water, health care, electricity or heating fuel, Yarmouk’s civilian population is on the brink of a humanitarian catastrophe.     Syrian Crisis United Nations Response A Weekly Update from the UN Department of Public Information No. 140/ 30 March 2016 Secretary-General appeals for greater global solidarity with Syrian refugees Speaking at a UNHCR conference on Syrian refugees on 30 March in Geneva, the Secretary-General called for an “exponential increase in global solidarity”. “Today, I ask that countries act with solidarity, in the name of our shared humanity, by pledging new and additional pathways for the admission of Syrian refugees. These pathways can include resettlement or humanitarian admission, family reunions, as well as labour or study opportunities”, Mr. Ban said. UNHCR is trying to get at least 480,000 Syrian refugees to resettle or find another form of admission in a third country. “The world must step up, with concrete actions and pledges. All countries can do more,” the Secretary-General stressed. http://www.un.org/sg/statements/index.asp?nid=9572 Humanitarian situation remains dire in many besieged areas, warns UN Emergency Relief Coordinator UN humanitarian chief Stephen O’Brien told the Security Council on 30 March that while there has been recent progress on humanitarian access, the UN continues to face daily obstacles to reach those in need across Syria. ”Many of the 4.6 million people in need in besieged and hard-to-reach areas still remain outside our reach due to insecurity and obstructions by the parties. Even where we receive responses, these are often not approved”, Mr. O’Brien said. “In 2016 so far, we have only reached some 30 per cent of people in besieged areas and less than 10 per cent of people in hard-to-reach areas”, he added, stressing that the humanitarian situation in many of those areas remains critical.

New England Journal of Public Policy Syrian Civil Society during the Peace Talks in Geneva: Role and Challenges Zedoun Alzoubi Union of Medical Care and Relief Organizations, Syria Syrian civil society witnessed a new birth in 2011 following decades of hibernation due to oppression. The fast growth and maturity of civil society organizations gave them the opportunity to occupy a formal space in the ongoing peace talks in Geneva. The presence of the Women’s Advisory Board, the Civil Society Support Room, and the recently established Experts Room during the peace talks in the Palais de Nations allows them to influence the negotiation process. This article is the first published documentation of the role of civil society in the peace process and the challenges that face these talks.

    PATRIARCHAL VISIT TO ST. MARY’S JACOBITE SYRIAC ORTHODOX CHURCH LOS ANGELES The Prince Patriarch of Antioch and all the East and Supreme Head of the Universal Syrian Orthodox Church, Moran Mor Ignatius Aphrem II visited Los Angeles from July 2 to July 8, 2014. By the immense grace of God, St. Mary's Jacobite Syrian Orthodox Church in Los Angeles was blessed with an opportunity to host the High Priest during the Pontifical visit. Arrival The Patriarch arrived at the Los Angeles International Airport on July 2nd at 4:30pm. Mor Clemis Kaplan, Mor Theethos Yeldho, priests, deacons and an enthusiastic group of faithful greeted the hierarch, on his arrival. His Holiness then headed to St. Ephrem Syriac Orthodox Cathedral in Burbank, where the Archdiocese of Western USA gave him a formal welcome. St. Mary's On July 5th, 2014, His Holiness celebrated the Holy Qurbono at St. Mary's Jacobite Syrian Orthodox Church. This was the first Liturgy celebrated by His Holiness in the USA after his installation as Patriarch. It was also the Patriarch’s first visit to a Malankara parish after assuming office. The Archbishop of the Malankara Archdiocese in North America Mor Theethos Yeldho, the Vicar Fr. Sabu Thomas Corepiscopos, priests, deacons and the faithful accorded His Holiness a ceremonious red carpet welcome to St Mary’s. The premises of the church were decorated to reflect upon the rich heritage of the Syriac Orthodox Church. The Patriarch was assisted by the bishops Mor Clemis Kaplan - Archbishop of the Western USA, Mor Yacoub Eduardo - Archbishop of Central America and Mor Theethos Yeldho during the Holy Qurbono.

He is risen indeed! On April 22, 2013, same as today, our brothers the Bishops of Aleppo, Metropolitans Paul Yazigi and John Ibrahim, were kidnapped. To this day, their case, a real picture rather than a glimpse of the tragedy lived by the people of this East, remains the scar left by lies in the cheek of truth. Indeed, truth has been slaughtered by deception. Today we remember these two brothers and fathers, whose kidnapping represents the strangest of cases that have ever violated the essence of humanity. It seems that, in our world, humans could mean to some people a most trivial object of trade. We remember today our two brothers and fathers who were kidnapped while re- turning from a humanitarian mission. We recall those two brothers and fathers who have always been a symbol of the Christian presence in the East. Many voices still like to applause the importance of this presence, but the truth is much different. We remember all this with a broken heart that has not been mended by time and a period of eight years, nor will be. We set this issue before the local and international public opinion. We bring it forth to remind every- one that we have been knocking on every door from diplomatic to security, to political, social, and other paths.

    A process in its own right: the Syrian Civil Society Support Room Dr Rim Turkmani and Marika Theros 16 June 2019 2 A process in its own right About the Conflict Research Programme at LSE The Conflict Research Programme aims to understand why contemporary violence is so difficult to end and to analyse the underlying political economy of violence with a view to informing policy. Our research sites are Iraq, Syria, South Sudan, Somalia and the Democratic Republic of Congo. The Syria Conflict Research Programme focuses on five interrelated research topics. The function and legitimacy of public authority, identity politics, economic drivers of the conflict, civicness and reconstruction. The programme uses a mixed methodology using primary and secondary sources. The programme collaborates with the Middle East based Governance and Development Research Centre. This research was funded by the UK’s Department for International Development (DFID); however the views expressed do not necessarily reflect the UK government’s official positions or policies. Participants in the meeting discussed ways to revive the mission of UN mediator Staffan de Mistura, whose efforts for achieving a ceasefire in Aleppo – Syria’s former commercial and industrial hub – have gone nowhere. Ger- many has been particularly supportive of de Mistura. But the main players in Syria and their regional supporters have shown little willingness to curb the violence, as the con- flict, together with Yemen, is at the heart of what is increasingly perceived as a Sunni- Shia schism. Germany is committed to finding a political solution in Syria that addresses the regional dimension of the conflict. But this is unlikely to happen without a thaw between Iran and Saudi Arabia that would allow for tackling sticky political issues behind the religious rhetoric.
