Gwennap Parish Council MINUTES OF MEETING HELD AT GWENNAP CHURCH HALL ON 27th AUGUST 2009 Present. Cllr Furnish (Chairman), Cllr R Humble, Cllr M Padmore, Cllr P Roscorla, Cllr R Snell, and for the latter part of the meeting, Cllr Squibb Apologies The Police Also present : Mr Reburn, Mr Bawden, Mrs Bone, Mr Stag, Mr Barton, Cllr Plummer, and briefly during the Public Clinic, Ms J Ward, Mrs J Wharton PUBLIC CLINIC 1. The Police had sent their apologies for not being able to attend. In their written report they confirmed that further speeding checks at Frogpool had shown three offenders receiving written warnings. They continued to have a presence in the Wheal Maid Valley, although there had been no cautions issued in the past month. A reduction in reported crime of eight was shown when compared to a similar period last year. 2. Mrs Bone spoke regarding the planning proposal at Trelise, Frogpool. She outlined her objections which were also contained in a letter which would be considered when planning was discussed in the meeting proper. 3. The Clerk was asked if an Environment Agency update on remediation at Wheal Maid had been received. He read a letter from the E.A. explaining a delay had occurred due to sickness, but the October was now the likely date for a conclusion. DECLARATION OF ACCEPTANCE OF OFFICE 09/050 Following recent interviews, the Parish Council had invited Lee Barton of Frogpool to be co-opted onto the Council. He signed the register and duly took his place alongside the current Councillors. -

Peter named in De Banco Roll lEDWl no 3 (1273) SOME FEUDAL COATS of ARMS by Joseph Foster Perys/Peter Tremayne. El (1272-1307). Bore, gules, three dexter arms conjoined and flexed in triangle or, hands clenched proper. THE CARTULARY OF ST. MICHAELS MOUNT. The Cartulary of St Michaels Mount contains a charter whereby Robert, Count of Mortain who became Earl of Cornwall about 1075 conferred on the monks at St Michaels Mount 3 acres in Manech (Meneage) namely Treboe, Lesneage, Tregevas and Carvallack. This charter is confirmed in substance by a note in the custumal of Otterton Priory that the church had by gift of Count Robert 2 plough lands in TREMAINE 3 in Traboe 3 in Lesneage 2 in Tregevas and 2 in Carvallack besides pasture for all their beasts ( i.e. on Goonhilly) CORNISH MANORS. It was usual also upon Cornish Manors to pay a heriot (a fine) of the best beast upon the death of a tenant; and there was a custom that if a stranger passing through the County chanced to die, a heriot of his best beast was paid, or his best jewel, or failing that his best garments to the Lord of the Manor. -

Gwennap Parish Council MINUTES OF MEETING HELD AT FROGPOOL CHAPEL ROOMS ON 23RD JULY 2009 Present. Cllr R Humble (Acting Chairman), Cllr M Padmore, Cllr P Roscorla, Cllr R Snell Apologies Cllr Furnish, Cllr Squibb, C.Cllr N Plummer Also present : Mr Reburn, Mr Bawden, Mrs Wharton, Ms Ward PUBLIC CLINIC 1. PC Staines gave his report on activity in the Parish since the last meeting. Twenty seven calls were made to the police desk relating to Gwennap, two of which were reported crimes, a decrease from a similar period last year. He had spoken to mountain bikers who were digging in the Wheal Maid tailings dam, warning them of the health hazards. The police neighbourhood website is now linked to the Parish Council website and it was agreed our website would reciprocate. 2. Mrs Wharton asked if there had been any progress on the downgrading of the Hale Mills byway. The Clerk replied that although the matter was in hand, he was still waiting for Countryside Access to reply on progress. 3. Mrs Wharton reported that the netting under the bridge across the Cornish Way seemed to have a large piece of debris in it, a change from previous months. This would be raised at the next Mineral Tramways meeting. 4. The Clerk explained that the reason the Parish Council did not replace signs on boards alongside the westerly tailings dam was because the Environment Agency’s report only highlighted a potential human health risk at the lower tailings dam. There was no risk to human health from the westerly dam, and to erect signs to the contrary was misleading. -
