8/1/2020 Neoliberalism and the Gwangju Uprising Neoliberalism and the Gwangju Uprising By Georgy Katsiaficas Abstract Drawing from US Embassy documents, World Bank statistics, and memoirs of former US Ambassador Gleysteen and Commanding General Wickham, US actions during Chun Doo Hwan’s first months in power are examined. The Embassy’s chief concern in this period was liberalization of the Korean economy and securing US bankers’ continuing investments. Political liberalization was rejected as an appropriate goal, thereby strengthening Korean anti-Americanism. The timing of economic reforms and US support for Chun indicate that the suppression of the Gwangju Uprising made possible the rapid imposition of the neoliberal accumulation regime in the ROK. With the long-term success of increasing American returns on investments, serious strains are placed on the US/ROK alliance. South Korean Anti-Americanism Anti-Americanism in South Korea remains a significant problem, one that simply won’t disappear. As late as 1980, the vast majority of South Koreans believed the United States was a great friend and would help them achieve democracy. During the Gwangju Uprising, the point of genesis of contemporary anti-Americanism, a rumor that was widely believed had the aircraft carrier USS Coal Sea entering Korean waters to aid the insurgents against Chun Doo Hwan and the new military dictatorship. Once it became apparent that the US had supported Chun and encouraged the new military authorities to suppress the uprising (even requesting that they delay the re-entry of troops into the city until after the Coral Sea had arrived), anti-Americanism in South Korea emerged with startling rapidity and unexpected longevity. -

THE GILDED AGE Allen W. Dulles and the CIA Allen W. Dulles spent his tenure as the Director of Central Intelligence (DCI) entrenched in secret power struggles that would ensure his ultimate power over the foreign and domestic aff airs for the United States. Th roughout his childhood, Dulles learned to use political power in order to get ahead, and to use secrecy to make unilateral deci- sions. Aft er analyzing examples of his treatment of various foreign aff airs disasters, as well as his manipulation of American media and politicians, Dulles is exposed as a man whose legacy lives in the CIA, as a legendary fi gure who is in fact much more of a craft ed legend than a man of truth. 13 Unquiet Americans: The Church Committee, the CIA, and the Intelligence Dimension of U.S. Public Diplomacy in the 1970s Paul M. McGarr On September 13, 1974, William E. Colby, the Director of U.S Central Intelligence, stood before the annual conference of the Fund for Peace, a Washington D.C. based non- profit institution, concerned with security and development in the global south. Speaking in the context of a post-Watergate political climate heavily laden with conspiracism and suspicion, Colby surprised his audience by making a case for greater “openness” and transparency on the part of the Central Intelligence Agency. Alluding to CIA-led interventions stretching back to the late 1940s, that had sought to effect regime change in Italy, Iran, Guatemala, Indonesia, the Congo, and Cuba, amongst others, Colby acknowledged the Agency’s record in, “assist[ing] America’s friends against her adversaries in their contest for control of a foreign nation’s political direction.” Remarkably, America’s spymaster went on to publicly defend the utility of CIA interference in the internal affairs of independent sovereign states. “I . would think it mistaken to deprive our nation of the possibility of some moderate covert action response to a foreign problem,” Colby volunteered, “and leave us with nothing between a diplomatic protest and sending in the Marines.”1 In India, where the CIA had been under a media microscope since 1967, when the American magazine Ramparts exposed the Agency’s longstanding financial relationships with an international network of anti- communist educational and cultural bodies, Colby’s candor, in the words of U.S. -

Schlesingerk successor, William Colby, delivered the documents to Congress. Nicholas Dujmovic Legacy of Ashes is not the definitive history of the CIA that it purports to be. Tim Weiner’s Legacy of Ashes is not the definitive history of the Central Intelligence Agency (CIA) that it purports to be. Nor is it the well researched work that many reviewers say it is. It is odd, in fact, that much of the hype surrounding the book concerns its alleged mastery of available sources. Weiner and his favorable reviewers—most, like Weiner, journalists—have cited the plethora of his sources as if the fact of their variety and number by themselves make the narrative impervious to criticism. But the thing about scholarship is that one must use sources honestly, and one doesn’t get a pass on this even if he is a Pulitzer Prize-winning journalist for the New York Times. Starting with a title that is based on a gross distortion of events, the book is a 600-page op-ed piece masquerading as serious history; it is the advocacy of a particularly dark point of view under the guise of scholarship. Weiner has allowed his agenda to drive his research and writing, which is, of course, exactly backwards. History, fairly done, is all about context, motivations, and realistic expectations in addition to the accurate portrayal of events. -
