2020 Circulator Instructions – Gathering Signatures for a Partisan Candidate Assemble Petition Packets Each candidate will receive a petition packet template, and they will use the template to make petition packets. This template will have three pages similar to the examples below. Each packet must be bound with staples, stitching, or spiral binding in at least three places across the top.

Rules and Requirements for Circulators

• You must be physically present when an individual signs the petition. • You must verify that a person signs only for his or her self and not for another person. • You must fill out the circulator verification page of every petition packet you circulate. • You must be at least 18 years of age and a resident of to circulate packets. If you are not registered to vote in Utah, you may be asked by an election official for proof of age and/or residency. • If you would like to sign the petition, you cannot sign a signature page of a packet that you circulate. You must sign the packet of another circulator. • Petition packets must be bound prior to circulation. Rearranging packet pages after they have been bound will disqualify all signatures within the packet. • Falsifying petition signatures is a crime. Violations will be forwarded to the appropriate prosecutorial entity.

Gathering Signatures

Who can sign a candidate petition packet? • Registered voters who: o live in the candidate’s district, and o who are allowed to vote in the candidate’s party’s primary

Which voters are permitted to vote in each party’s regular ? • Constitution Party: only voters affiliated with the Constitution Party • Democratic Party: only voters affiliated with the Democratic Party and unaffiliated voters • Green Party: only voters affiliated with the Green Party • Independent : only voters affiliated with the Independent American Party and unaffiliated voters • Libertarian Party: only voters affiliated with the Libertarian Party • Republican Party: only voters affiliated with the Republican Party • : all voters, regardless of party affiliation

How many signatures does a candidate need? • U.S. House: 7,000 signatures • Governor, Attorney General, State Auditor, State Treasurer: 28,000 • : 2,000 signatures • Utah State House: 1,000 signatures • State School Board: 3% residents of a qualified who are residents of the applicable State Board of Education district Additional Offices Constitution Democratic Green Independent Libertarian Republican United American Utah State School Board ------__ County Office ------

What are some reasons a signature may not be valid? • The signer is not registered to vote • The voter is registered to vote outside of the candidate’s district or area • The voter has already signed for the same candidate or for another candidate for the same office • The voter is not registered with a political party that is eligible to sign the petition

Submitting the Petition Packets

• Check with the candidate to determine how to submit petition signatures. Please note that a candidate’s initial petition submission must contain enough signatures to meet or exceed the signature requirement. For example, if the candidate needs 1,000 signatures, their initial submission must contain at least 1,000 signatures. • A candidate may submit supplemental signatures prior to the deadline if their original packet submission did not have enough valid signatures. • The last day to submit original petition packets or supplemental packets is 14 days before the political party’s convention (by 5:00 p.m.).
