The land to construct proposed building is under the ownership of Habaraduwa Pradeshiya Sabha. Therefore, there are no impacts of resettlement or indigenous people. Initial screening of resettlement and indigenous people show that the subproject is categorized as „C” in both aspects The public consultations and filed visits revealed that there are no activities on any private land and the works do not involve displacement of livelihood of any citizen in the subproject areas. The existing library and the Ayurvedic center will be demolished and will be temporarily accommodated in another place near to the present Pradeshiya Sabha building. Therefore, there would be no adverse effect on the staff of the present library and citizens who will use the temporary facilities provided by the PS. In conclusion, the public consultations revealed that the subproject will bring positive social, health and economic benefits to the citizens by providing the Habaraduwa PS an alternative work place enhancing public facilities and the flexible work arrangements improving associated satisfaction and productivity without affecting their lands or livelihoods. RESOURCES DEVELOPMENT CONSULTANTS (PVT) LTD 3 Due Diligence Report Local Government Enhancement sector Project (Additional Financing) I. Background A. Introduction: Local Government Enhancement Sector Project (LGESP) is a key infrastructure initiative of the Government of Sri Lanka which aims to improve local infrastructure, and services delivered effectively by local authorities in less developed areas in Sri Lanka. Participating local authorities will implement subprojects in the areas of roads and bridges, water supply and sanitation, drainage, solid waste management, and other basic facilities including library facilities, health and Aurvedic centers and public markets. Funds for these subprojects will be obtained as a loan from Asian Development Bank through the Ministry of Provincial Councils and Local Government. To continue the support to the initiatives of the Government through the current project, the problems like Chronic Kidney Diseases and further the support in service delivery improvement and capacity building in local authorities, ADB and government have agreed on an additional financing component which will (i) support implementation of water supply schemes in areas affected by chronic kidney diseases and enable the availability of safe drinking water to the vulnerable section of these areas; (ii) Support infrastructure delivery in 29 additional Pradeshiya Sabhas; and (iii) extending the support for capacity building initiatives under the project. Most physical work associated with the subproject will take place within the existing land belongs to Pradeshiya Sabha. Therefore, there are no any impacts on the lands, livelihoods or Indigenous people due to implementation of this project. B. I. Proposed Sub-Project Component This Due Diligence Report (Social Safeguards) is prepared for the Project for construction of proposed Pradeshiya Sabha Building, Library and Ayurvedic Center for Habaraduwa Pradeshiya Sabha sub-project under Local Government Enhancement Sector Project - Additional Financing (LGESP/AF) Habaraduwa Pradeshiya Sabha being a service and facility provider now intends to provide a workplace more comfortably and efficiently by construction of an alternative work environment with better service areas for public by constructing a complete building with necessary partitions of Public Library, Ayurvedic center and other work place arrangements. This new three storied building will be constructed with the assistance from LGESP in the land that belongs to Habaraduwa PS where the current library and the Ayurvedic center are located. The existing Library and the Ayurvedic center will be temporarily shifted to another location which belongs to PS with required facilities to the public. Therefore, there will be no any negative impact on the beneficiaries due to this temporary shifting. However, the existing old PS building will be demolished and the new building is proposed to be built in the same land. RESOURCES DEVELOPMENT CONSULTANTS (PVT) LTD 4 Due Diligence Report Local Government Enhancement sector Project (Additional Financing) II. Sub-Project Description There is no sufficient space for the staff who are working for the Pradeshiya Sabha at present. The administration office, Library and the Ayurvedic center are also located in the same building with a very limited facility. Therefore, the administration of the PS often face many difficulties in conducting meetings and other similar activities due to non-availability of space in the existing building. The structural condition of the existing building is also not in satisfactory. The Google map and photographs of the sub project area wide annexed as Annexure 1. The proposed new PS building which consists of three storied will provide sufficient space for the Ayurvedic center and the Library as well. The daily attendance of the readers in the Library is over hundred whilst more than 30 patients visit to Ayurvedic center daily. After construction of the new PS building, the citizens in the sub project area will enjoy more social, economic and health benefits out of this sub project proposed under LGESP/AF. The due diligence process was conducted for the proposedconstruction of new library and Ayurvedic Center at Habaraduwa town and the sub project DDR has been carried out in line with the Resettlement Framework prepared for the Local Government Enhancement Sector Project and ADB SPS 2009. This report describes the findings and analysis of meeting minutes and site photographs. Prior to project implementation, the safeguards manager (Social and Gender) at PMU and the safeguards manager at SPCU will undertake a review of this due diligence report and prepare a confirmation report and submit to ADB.

The tsunami, giant tidal waves struck on 26th of December 2004 caused severe damage to people and their livelihood. It is now felt that the country should enforce a regulation procedure to manage the coastal zone. This addresses the concept of a set back area in order to mitigate the severity of natural disasters. But, the promulgation of set back area should be account for community perception. Hence, this study was aimed to assess the community perception, possible constraints, and to extract criteria to demarcate a set back area in the littoral. The study was carried out in Galle district, in Southern Sri Lanka, which is one of the districts greatly affected by the tsunami. Three divisional secretariat (DS) divisions viz; Habaraduwa, Hikkaduwa and Galle were selected. Simple random sampling was used to select 120 households. Primary data were gleaned using a pre-tested questionnaire. Informal discussions were held with coastal dwellers, government officers, &etc. The data were analyzed and evaluated to assess the objectives. Accordingly, 54 percent of the community is involved in activities based on fisheries and tourism. The rest 46 percent are engaged in other activities, which are non-stationed in the coastal zone. More than 80 percent households of the area are vulnerable for natural disasters.

Following the coordination meeting FAO distributed fishing gear and nets kindly donated by the Japanese Government as official development assistance. The National Housing Development Authority (NHDA) is building a prototype of a house made out of clay planned as part of a housing scheme for the poor population, some of who are tsunami affected families. A return of foreign and domestic tourists in Galle District has seen beach coastline areas such as Unawatuna and Hikkaduwa filled with holidaymakers bringing in business for local hoteliers, restaurants and cafes owners, and handicraft and beachwear vendors.
