WELCOME! Welcome to the city of Caracas, birthplace of the Liberator Simon Bolivar! With a population of about 6 million people, Caracas is the capital and largest city of Venezuela. It is close to the coast (Puerto de La Guaira and Maiquetía International Airport), but at a height of over 800 meters, so the weather is nice, which caused it to be called the "city of eternal spring”. Caracas is located at the foot of the Avila, a mountain of 2,600 meters, where the Avila or Waraira Repano Park and the Humboldt Hotel (currently being renovated), which is reached by a cable car. It is definitely one of the best tourist attractions in the city. At an altitude of 2100m you can enjoy the ice skating rink and, a very cool climate. GENERAL CONDITIONS The Central American and Caribbean Youth Chess Festival 2016, will take place according to the FIDE Chess Laws and regulations for regional youth events of the Confederation of Chess for the Americas and the following general conditions. 1. Categories 12 (twelve) CAC Championships will be played on Absolute and Female categories: U18, U16, U14, U12, U10 and U08. If there are one or more categories with insufficient participants, the organization can join two or more of them to pairing purposes. U 08: Players must be born from 01/01/2008 U 10: Players must be born from 01/01/2006 U12: Players must be born from 01/01/2004 U 14: Players must be born from 01/01/2002 U 16: Players must be born from 01/01/2000 U 18: Players must be born from 01/01/1998 Only Federations affiliated to FIDE -CCA can participate. All participants must be registered by their respective federation. Each National Chess Federation can register any number of players, subject to payment of the registration fee, room and board, for which they or their National Federation shall will be held responsible. 2. System of Play The Games will be a Swiss system of nine (9) rounds or Round Robin depending on the number of players and, at the discretion of the Chief Arbiter. The time will be ninety (90) minutes for the entire game, as well as an increase in thirty (30) seconds per move from the initial movement. The tournaments will be reported to FIDE. The player with the most points will be declared champion. In case of a tie, the winners will be determined by the application of the following systems tiebreaker in the order listed: 1. Direct Meeting - Once players have played each other. 2. Buchholz 3. Sonnenberger 4. Most victories 5. Arranz System 6. Younger In the case of a round robin tournament, the next tiebreaker system will be applied: 1. Direct Encounter 2. Sonnenberger 3. Koya System 4. Most victories 5. Arranz System 6. Younger 4. Parings and Results Before the start of the first round of the Championship, a list of all the names of the participants will be posted on the hall tournament. The pairings will be posted at least one hour after the last match of each round, the official website of the tournament or Chess-results.com and hall tournament. 5. Discipline Discipline to Championship organizers expect the highest standards of behavior and sportsmanship are observed by participants. Time to forfeit: 30 minutes. Team: The first three countries in the CAC region, based on the total points, will receive trophies. Points are accumulated based on the top 5 results from all official categories, where a fifth place finish will receive 1 point and a 1st place will receive 5 points. Participants' costs Official players. The organization will cover the costs of accommodation and meals of the previous 2015 CAC Champion in each category. In addition, the costs will be covered for an official player, by category and sex of each federation belonging to the CAC Region, also, the three Carifta Champions will be covered. The organizers will also cover the cost of one (1) Delegate or coach from each participating country Note. I. For official players, the organizer will provide shared accommodation and meals in double occupancy. Those who wish to have single rooms; shall pay the additional cost (the intested, has to write in advance to the organizer in order to reach an agreement). Delegates and coaches will be accommodated in a shared double occupancy. Those who wish to have a single housing must pay the additional cost, according to the first part of this paragraph. II. All players and delegates / official coaches will receive meals from dinner from August 15th to lunch on August 22nd, 2016. III. All players must provide their personal e -mail address upon pre -registration for FIDE America records. On the day of registration, only the manager or coach may register players. Original passport or identification of each player must be provided for registration. The organization will only accept pre-registrations submitted by their respective national federations. On-site registration will close on August 15th, 2016, at 20: 00hrs . 9. ACCOMMODATION The following arrangements for accommodation shall be available for all players, coaches, managers, people , companions , etc. Package per person: US$ 350,00 Hotel Alba Caracas (five stars) Doubble occupancy.. Prices are per person and include all meals (breakfast, lunch and dinner) for the period from dinner August 15th , 2016 to lunch August 22, 2016 Officials and Extras Players: Fees to the Organization: US$ 60,00 Officals and Extras Players: CCA´s Fees: US$ 15,00 Officials, Extras Players, Parents and Coaches: Transportation & Acreditation: US$ 25,00 10. TRANSPORTATION Transport costs of participating delegations, from their home to Venezuela and return, are the responsibility of each federation. Transfers from the airport -hotel and hotel- airport (round trip) are provided and are included in the registration fees. OTHER INFORMATION Media: All journalists are welcome and those who wish to participate in the event may contact the organizers for accreditation. Electricity. The Hotel has its own electricity generator in order to guarantee power in all their facilities the whole competition. Walking: Caracas, it offers unlimited entertainment venues for all participants before, during and after the competitions, such as Historic places: Birthplace of Simon Bolivar, Bolivar´s Square, Caracas Cathedral, National Pantheon, Palace of Miraflores (Government Palace), Military Academy of Venezuela, Headquarters of the Mountain (4-F). Cultural: Museums of: Contemporary Art, Natural Sciences, Children, Transport, National Art Gallery. Cajigal Observatory.
