2. TASK ORDER OVERVIEW 2.1 Background The Local Construction Program (LCP) implements small and medium-scale infrastructure activities resulting in safer roads, better schools, better health clinics, and improved access to water and sanitation services for . Program goals are to improve quality of life for Palestinians through infrastructure activities, and enhance the safety, quality control, reporting, and management capabilities of local construction firms.

This activity is implemented under the Local Construction Program (LCP). The project includes constructing new transmission pipelines, rehabilitating of an existing transmission pipeline, constructing new distribution pipelines, constructing new service connection chambers, improving existing water reservoirs, and constructing new booster pump stations.

2.2 Project Objective The objective of this Task Order is to improve the regional water system and expand services to new customers in order to bring clean water to the northwest villages of the Governorate.

2.3 Statement of Work The following is a summary of Jaba-Nuba Transmission Main Phase II Project construction works:  Construction of new facilities:  Surif Booster Station – New booster station including a 250 m3 break tank.  Booster Station – New booster station including a 250 m3 break tank.

 Construction of New Transmission Pipelines and Distribution Pipelines:  Surif Transmission Pipeline (2.6 km)  Kharas Transmission Pipeline (2.2 km)  Surif Distribution Pipeline (6.2 km)  Kharas Distribution Pipeline (4.5 km)  Nuba Distribution Pipeline (0.1 km)  Hitta Distribution Pipeline (0.2 km)  Distribution Pipeline (0.2 km)

3. SAFETY STATUS. 3.1 Safety Plan and Measures During this reporting period, the following safety measures were taken:  All safety measures were taken during the construction of the retaining walls electrical rooms and break tanks at Surif and Kharas Booster Stations (scaffolding, steel caps, safe access, PPEs, safety barriers ...etc.).  All safety measures were taken during the excavation and the construction of Surif transmission pipeline chambers (Barriers, safe access, safety steel bridge, emergency line, PPEs ...etc.).  Safety toolbox meeting was conducted and will continue on a regular basis.

3.3 Accident Status No accidents were reported during this reporting period.

3.4 Notice of Unsafe Condition No Notices of Unsafe Condition (NUCs) were issued during this reporting period.

4. TRAFFIC PLAN AND MEASURES. During this reporting period, the following traffic measures were taken:  Traffic control plan was implemented for Surif Distribution Network (SUN-2), Surif distribution pipeline (SUN-3), KHN-3 and KRT.  All traffic measures were implemented and all temporary traffic signs were installed prior the start of the construction works.

5. MITIGATION, MONITORING AND ENVIRONMENTAL COMPLIANCE The environmental checklist for the month of June 2017 was received on July 02, 2017. All required actions were taken on site and the environmental checklist was closed on July 30, 2017 by inspection request # (ABC-05-0-IRF-315-0).

6. CONSTRUCTION RISK MANAGEMENT No risks were reported during the current reporting period. 7. COMMUNITY OUTREACH As the project is still on progress and the construction activities at their beak AB is following its community outreach plan, and working intensively to keep the people safe, especially the construction area adjacent neighbors. AB will continue raising the public awareness and distributing the contact numbers of the designated people responsible of the safety, to prevent encountering any accidents, and insure the public safety.

8. GENDER CONSIDERATION All employment and man power data were disaggregated in daily joint reports to reflect gender. The following table shows number of female employees as detailed in the daily joint reports during the current reporting period:

9. PROGRESS AND SCHEDULING. 9.1 Activities during the Current Reporting Period.  Continue construction submittals preparation & submission.  Continue the surveying works.  Activities at Surif Booster Station:

 Retaining Wall from Expansion Joint (Between Point 2 and Point 3) to Main Gate:  Finish backfilling behind retaining wall.

 Fence Wall from Point 4 to Point 3’:  Finish formwork, steel rebar, fence posts installation and concrete for the fence wall.

 Break Tank:  Finish formwork, steel rebar and casting concrete for the break tank wall stage 1 and 2.  Electrical Room:  Finish casting concrete for the electrical room foundation.  Finish casting concrete for trench walls and checker plate.  Start and continue formwork and steel rebar for the electrical room walls.  Existing Pipe line  Start Leakage test for Existing DI 300mm pipeline from St. 1+000 to St. 3+240.

9.2 Planned Activities for Next Month.  Approval of the revised CPM schedule incorporating CO#2.

12. TASK ORDER INDICATORS 12.1 Indicator 1: Beneficiaries. Measured by the number of people determined in the USAID beneficiaries’ standard definitions to receive improved access to drinking water supply as a result of USG assistance. For water distribution projects, measurements are based on Basis of Design Report (BODR) based on census figures of target communities as defined in the latest available census, the Palestinian Central Bureau of Statistics (PCBS) 2007 Census and the USAID beneficiaries’ standard definitions.

12.2 Indicator 2: Person Days of Employment Generated. This indicator is measured by the number of person days of employment of this Task Order directly generated by construction works. The Daily Joint Report (DJR) will be used to calculate the Job Days worked on each project on monthly basis. The average number of jobs created (Full Time Equivalent FTE) each month will be calculated on an equivalent basis by dividing the Job Days worked each month by the average number of working days in a month (23.8 days).
