Auditor General: Stimulus spending "well managed."

It's not often that Auditor General Sheila Fraser has something nice to say about government, but this week she surprised everyone by stating that the two-year federal stimulus plan had been "well managed."

Provinces look to similar solutions:

News that the Auditor General has given the infrastructure stimulus funding a 'clean bill of health' was welcomed by both municipalities and industry. It's also left some industry groups saying "That's great - but what can we do locally?" In Ontario, some industry groups are calling on a long term solution.

Why spend all the stimulus money on infrastructure?

Sad news if you think the stimulus money finally addressed the problem facing the infrastructure of your community. Long story short - we're still in very, very rough shape across the Country. By some accounts, we're looking at a $400 billion shortfall.

Watermain testing carries on "for weeks" in Toronto.

Toronto residents are bracing for another winter, and another round of broken watermains causing traffic chaos. Residents along one street wanted to know why water keeps flowing, even if their watermains have been replaced.

Mayor Heartwell receives Great Lakes Ally Award Mayor George K. Heartwell of the City of Grand Rapids received a Great Lakes Ally award from the Alliance for the Great Lakes. Mayor Heartwell was selected to receive this award “Because of his service as past Chair of the Great Lakes – St. Lawrence Cities Initiative and for his steadfast commitment to environmental and economic sustainability as mayor of the city of Grand Rapids. In addition, for his recent efforts with public officials to prioritize protection of the Great Lakes from Asian carp. In guiding one of the largest cities in the region, Mayor Heartwell set the bar high for elected officials to play a lead role in preserving our most vital resource, the Great Lakes and the waters that feed them. Mayor Heartwell demonstrated a commitment to a healthy Great Lakes.” Please join us in congratulating past­ Chairman, Mayor George K. Heartwell.

St. Louis River Estuary becomes National Research Reserve The St. Louis River estuary has been designated a National Estuarine Research Reserve. This designation allows Wisconsin to receive federal funds to support research programs in the area. The new area will be distinguished as the Lake Superior National Estuarine Research Reserve and will help natural resource managers address community issues such as water quality, invasive species and fish populations. Mayor Dave Ross of Superior and Jeff Vito and Mary Morgan of his staff have been heavily involved in making this happen.

Marquette Receives Recognition from Forbes Magazine The City of Marquette, Michigan was named the third best small city to raise a family in the U.S. The ranking, done by Forbes Magazine, looked at communities with populations under 100,000. Forbes factored in quality­of­life measures, including commute to work, affordability and education opportunities, to determine ideal cities to raise a family. Congratulations to the City of Marquette Mayor John Kivela and City Manager Bill Vajda!

Ontario municipal election results Following the Ontario municipal elections on Monday, October 25, 2010, there were large changes in many parts of the Province. Of the 34 Cities Initiative members in Ontario, after the election, there are 17 continuing mayors, and 16 new mayors/chairs and one yet to be decided (Regional Chair Durham).

SUBJECT: Due Dates for Supplementary Tax Notices

The City Finance Department has received the final supplementary tax run for 2010 and it is anticipated that tax bills for this supplementary tax run will be mailed on Friday, November 5, 2010. This supplementary billing involves significant inputting. If the billing is delayed due to the amount of inputting required, the due dates would change and Council would be notified of any changes.

As is normal City practice, this final supplementary tax run will be payable in two installments in order to spread the tax liability out over the Christmas and Holiday season in December. As such, the due dates to be used will be December 15, 2010 for the first half of the tax installment and January 15, 2011 for the second half of the tax installment.

Normally with supplementary billings, the full amount of the installment is due within 30 days of sending bills out which would mean that all supplementary tax amounts would be due at the beginning of December. This standard practice changes for the fall supplementary tax run depending when the information is received from MPAC.

Lambton County Prepares to Celebrate National Child Day

Sarnia, ON – Families across Lambton County will be encouraged to celebrate National Child Day on November 20 and 21 by attending any number of free events.

"National Child Day has been celebrated across Canada since 1993 to commemorate the United Nations' adoption of two documents centered on children's rights," said Sue O'Brien, Manager, County of Lambton Children's Services Department. "Canada made a commitment to ensure that all children are treated with dignity and respect, and last year, the County of Lambton also made this commitment through the County's Children's Charter of Rights that was adopted by Lambton County Council."

The Charter was written after collecting hundreds of descriptions and images created by Lambton's children that stated what they felt their rights were. It was adopted by Lambton County Council in 2009, and launched that same year. The Charter includes 12 rights such as: the right to play, the right to an education, the right to be different and the right to a nurturing home.

"To celebrate our commitment to children in Sarnia-Lambton, Lambton's Best Start partners are coming together, along with community partners and organizations to offer a variety of free events to families on National Child Day," said O'Brien.

4. EFP in LAMBTON Date for Release of Canada-Ontario Farm Stewardship Applications for 2011-12:

Project Proposal Applications for the Canada-Ontario Farm Stewardship Program (COFSP) for 2011-12 projects will open on November 15, 2010.There are changes being considered to eligible Best Management Practices categories. These changes will be shared in the coming weeks.

Please encourage producers you may be speaking with to review the Canada-Ontario Farm Stewardship Program's Project Eligibility Policy and Procedures document before submitting their completed 2011 Project Proposal Application form to the Ontario Soil and Crop Improvement Association (OSCIA).

Please note that producers must have each of the following (as applicable) before submitting a Project Proposal Application for COFSP: . Producers with livestock or poultry as their primary commodity must have a Premises Identification Number (PID Number) for the property where the proposed project will be located, before applying for cost-share. 12. PREMIER’S AWARD FOR AGRI-FOOD INNOVATION EXCELLENCE Applications are now being accepted for the fifth year of the Premier’s Award for Agri-Food Innovation Excellence program. The deadline for submissions is November 15, 2010. Awards will be announced in 2011.

About The Program The Premier’s Award for Agri-Food Innovation Excellence was established in 2006 to recognize and foster innovation in the agri-food industry. The five-year, $2.5 million program (now in its fourth year) encourages the development of prosperity in Ontario’s rural communities and on farms by recognizing innovations that add value to existing products, create jobs and drive economic growth. As many as 55 regional awards, valued at $5,000 each, can be presented each year. Recipients of the Premier’s Award (up to $100,000) and the Minister’s Award (up to $50,000) are selected from the regional winners.

Who Can Apply? A farmer, primary producer, groups of farmers, combination of agri-food businesses, or agri-food related organizations are all eligible for recognition under this initiative. A farmer must be one of the applicants in any group (i.e., eligible to obtain an Ontario Farm Business Registration number). The innovation must have been developed and have been in use on an Ontario farm, or be in the planning stages of development with a business plan towards implementation. The innovation must also have the potential for use on a broader basis and demonstrate a positive effect on the agricultural industry.

15. YOUNG FARMERS BUSINESS MANAGEMENT SEMINAR

Canadian Young Farmers Federation in conjunction with Junior Farmers Association Ontario are bringing Business Management Planning workshops to Ontario to improve business acumen for young farmers aged 18-40. Cost for both sessions is a $100 deposit to be returned on completing both sessions. Kemptville, Nov. 6-7 and December 3-5. Only 10 spaces left!

Top farm managers from North, South and Central America had their business practices analyzed and the results were distilled into 10 different topics. The first session will be doing self-assessment and finding out within the group what topics are needed most (they will pick 2). The second session will have experts in the topical fields to help develop skills in those areas.

ACT Program Prime Minister Harper Announces Municipal Local Economic Resources Development Project in Ukraine

Careers As part of his visit to Ukraine in late October 2010, the Right Honourable Stephen Harper, Prime Minister of Canada, formally announced Canada's commitment to support economic growth in Ukraine. Work will be conducted through technical assistance projects, including the Municipal Local Economic Development (MLED) project, which the Federation of Canadian Municipalities (FCM) will implement.

Enviro-Fleets Workshop: Tools and Tips to Reduce Emissions

The Federation of Canadian Municipalities' (FCM's) Enviro-Fleets project is holding regional workshops for fleet managers interested in greening heavy-duty vehicles in their municipal fleets. These FREE all-day workshops will introduce you to new strategies, resources and technologies to help you go green. You will have ample opportunities to network with and learn from other fleet managers.

FCM and our event partner, Fleet Challenge Ontario, invite you to join us at the first workshop on Tuesday, November 16, 2010, in London, Ontario.
