CROTTY Executive Summary Technology innovations in the Department of Defense (DoD) have delivered unmatched national security capability for the United States for the greater part of the last seven decades. Federal research and development (R&D) funding is the grain of sand at the heart of the U.S. high-technology pearl. Continuing to push the technology envelope is central to maintaining U.S. preeminence in military capability, because, as Secretary of Defense Ashton Carter made clear in his Silicon Valley speech at Stanford in April 2015, “threats to our security and our country’s technological superiority are proliferating and diversifying.”1 The U.S. global lead in defense technology is being actively eroded by potential competitors who themselves are pursuing advanced technologies to develop asymmetric capabilities that challenge the U.S. ability to carry out critical missions. A strong DoD R&D program remains a necessary foundation for maintaining military technological dominance, but it is no longer sufficient for ensuring future DoD technology superiority. It remains necessary because there will always be military-unique products that have no commercial market and where commercial industry on its own will not invest. Perhaps even more crucially, the federal government makes strategic investments in basic science and technology that lay the foundation for developments critical to both defense and commercial technologies. However, focusing on innovation resulting directly from DoD’s R&D program is insufficient today due to the rapid expansion of innovation occurring outside the DoD sphere of influence. In order to harness cutting-edge technology in a world where innovation is increasingly occurring beyond the traditional jurisdiction of government investment, DoD must continue to look beyond traditional industrial and geographic boundaries and proactively leverage outside innovation. Leveraging outside innovation is a key complement to DoD’s R&D program—allowing the rapid incorporation of technology that is being developed outside the jurisdiction of government investment and traditional government interfaces (universities and defense contractors), but which has significant military relevance, into DoD systems. As changes in the nature of the global economic system have made advanced technologies and technical know-how widely available, many key technologies are increasingly commercial in origin and globally sourced. Most of these sources lie outside the traditional sphere of defense technology development, but these technologies are increasingly applicable for military purposes. This new environment requires an expanded set of tools for improving awareness and gaining access to these technologies. DoD is not ignorant of this challenge, nor is it standing pat. Both Secretary of Defense Carter and his predecessor Chuck Hagel have raised the profile of this problem set. With greater visibility, new initiatives have sprung up around the Department to address this challenge. In spring of 2015, Secretary of Defense Carter announced the creation of the Defense Innovation Unit Experimental (DIUX), to interface with Silicon Valley and connect to the talent and technology resident there, as well as an investment in the In-Q-Tel venture capital initiative to better harness startups. KEEPING THE TECHNOLOGICAL EDGE | V support for small business innovation.2 The third iteration of the Better Buying Power initiatives (BBP 3.0) is centered on “achieving dominant capabilities through innovation and technical excellence,”3 through commercial technology utilization, open architectures, improved outreach, and others. Each of the military services has developed initiatives focused on addressing the challenges of this new innovation environment, including the Air Force’s Bending the Cost Curve initiatives, Army Rapid Equipping Force, and Navy Rapid Innovation Cell. This report seeks to build on that foundation by proposing recommendations to expand and enhance DoD’s awareness of and access to outside innovation. This paper will first explore the context of the global innovation environment that is driving the need for DoD to better connect with the global commercial economy. DoD also faces unique circumstances that make the task of penetrating and leveraging this market even more difficult. The scope, timelines, and responsibilities inherent in the wide variety of critical missions facing DoD present serious challenges to rapid innovation. "Once you gain access to the directory of user names and passwords, in minutes you can take over a network," said George Kurtz, worldwide chief technology officer for McAfee, a Silicon Valley computer security firm that has been working with more than half a dozen of the targeted companies. Kurtz and others said hackers are mounting ever more sophisticated and effective attacks that often begin with a ruse familiar to many computer users -- a seemingly innocuous link or attachment that admits malicious software. The attacks were publicized in January when Google, one of the world's most advanced tech firms, announced that intruders had penetrated its network and compromised valuable intellectual property. Google asserted that the attacks originated in China; Chinese officials say they are investigating. The New York Times reported on its Web site Monday that the Google theft included source code for a password system that controls access to almost all of the company's Web services. But the cyber-espionage campaign went far beyond Google, targeting companies with apparently strong intrusion- detection systems, including Adobe, Northrop Grumman and Yahoo, industry sources said.

This brief paper tries to evaluate the strength of the scientific sector and its potential to consolidate into what I have described elsewhere (1) as an “industrial network”, that is to say, towards a structure that is characterized in the capitalist countries by its strong bonds and synergies between the economic actors of the nation, its military, its agents (such as domestic multinational), and the academic and research world (e.g. universities, institutes of research, etc…). High-tech sweatshops or indigenous scientific development? It is well know that China is the factory of the world. Indeed, it is currently the world’s biggest OEM (original equipment manufacturer). Exports of Chinese high- tech goods have grown from 0.9% of the world production in 1980 to 5.5% in 1999 and 8.7% in 2001. In 2004, China overtook the United States as the world’s largest exporter of a broad range of electronic goods, including computers, mobile phones and digital cameras.

In the late 1950s, it was the Sputnik shock, followed by the "missile gap" trumpeted by John F. Kennedy in the 1960 presidential campaign. A decade later, Richard Nixon and Henry Kissinger sounded the dirge over bipolarity, predicting a world of five, rather than two, global powers. At the end of the 1970s, Jimmy Carter's "malaise" speech invoked "a crisis of confidence" that struck "at the very heart and soul and spirit of our national will." A decade later, academics such as the Yale historian Paul Kennedy predicted the ruin of the United States, driven by overextension abroad and profligacy at home. The United States was at risk of "imperial overstretch," Kennedy wrote in 1987, arguing that "the sum total of the United States' global interests and obligations is nowadays far larger than the country's power to defend them all simultaneously." But three years later, Washington dispatched 600,000 soldiers to fight the first Iraq war--without reinstating the draft or raising taxes. The only price of "overstretch" turned out to be the mild recession of 1991. Declinism took a break in the 1990s. The United States was enjoying a nice run after the suicide of the Soviet Union, and Japan, the economic powerhouse of the 1980s, was stuck in its "lost decade" of stagnation and so no longer stirred U.S. paranoia with its takeover of national treasures such as Pebble Beach and Rockefeller Center.
