Ares, the Greek god of war, wielding fist and sword, battled with mortals and immortals alike. In more recent times, as economies and politics become increasingly interdependent—or, globalized—Janus, the Roman deity of doorways and passageways, who watched in two directions at once, has begun to take center stage, looking at both international stability and security. This study examines international stability and security within the framework of globalization] from the perspectives of three interlocking stakes: international military and commercial investment; dual-use technologies; and export control. As a primer on these stakes for the rising military leader within the North Atlantic Treaty Organization (NATO), the study elucidates the issue of cooperation vs. competition intrinsic to NATO and the European Union (EU) as together they seek to increase transatlantic security. The enormous potential of dual-use technologies is examined, with a focus on the angst of military leaders about the military’s increasing dependence on technologies that are widely commercially available to both friend and foe. Last, the competing demands of open markets and of international security involved in those two stakes lead to consideration of the third, the economic instrument of export control of technologies. Globalization is irreversible. To be successful in future conflicts, the rising military leader will need to be fluent not solely in military affairs but also in the languages of economics and politics. Like globalization, coalition warfare is here to stay, and although, for that reason, interoperability of both systems and organizations remains desirable, competing demands of national economies pose significant challenges to achieving it. To meet such competing economic demands, the military leader of tomorrow will need to employ dual-use and science and technology programs to the advantage of both the U.S. military and the NATO alliance. By clearly articulating warfighting requirements and shortfalls and by understanding existing programs and processes, the military leader will be able to influence the export control process. Conflicts will undoubtedly occur in the twenty-first century, and the rising military leader will need to learn to leverage investment, dual-use technologies, and export control laws in order to mitigate actual bloodshed. It examines how Beijing’s growing presence is affecting political, economic, and security trends in South Asia and the Indian Ocean region. The bipartisan group was comprised of senior experts, former policymakers, and retired diplomats. They met six times by videoconference over the course of 2020 to examine how an array of issues—from military affairs to border disputes, trade and development, and cultural issues—come together to shape and be shaped by Chinese involvement. India is likely to defer much-needed military modernization and maritime expansion into the Indian Ocean – which would impair its ability to compete strategically with China. • In contrast, China incurred only marginal material costs; it was probably more concerned with the prospect of continued deterioration in its relationship with India.

Chinese officials and media projected confidence that these goals would be completed despite the impact of COVID- 19. Achievements over the past year included new hardware and operational “firsts.” • Chinese media and officials note that there is much ‘unfinished business’ left for the PLA to accomplish. Major challenges include delayed reforms, outdated weapons and equipment, corruption in the officer corps and defense industry, human capital weaknesses, and the lack of updated operational doctrine. The PLA aspires to continue progress on these and other areas through 2035 and mid-century. • Chinese military operations in Asia in 2020 continued a careful balancing act of developing friendly relations with neighbors while pressing China’s territorial claims. However, notable departures from past practice included use of lethal force against Indian troops and escalating tensions with several rivals at the same time. "Once you gain access to the directory of user names and passwords, in minutes you can take over a network," said George Kurtz, worldwide chief technology officer for McAfee, a Silicon Valley computer security firm that has been working with more than half a dozen of the targeted companies. Kurtz and others said hackers are mounting ever more sophisticated and effective attacks that often begin with a ruse familiar to many computer users -- a seemingly innocuous link or attachment that admits malicious software. The attacks were publicized in January when Google, one of the world's most advanced tech firms, announced that intruders had penetrated its network and compromised valuable intellectual property. Google asserted that the attacks originated in China; Chinese officials say they are investigating. The New York Times reported on its Web site Monday that the Google theft included source code for a password system that controls access to almost all of the company's Web services. But the cyber-espionage campaign went far beyond Google, targeting companies with apparently strong intrusion- detection systems, including Adobe, Northrop Grumman and Yahoo, industry sources said.

This brief paper tries to evaluate the strength of the scientific sector and its potential to consolidate into what I have described elsewhere (1) as an “industrial network”, that is to say, towards a structure that is characterized in the capitalist countries by its strong bonds and synergies between the economic actors of the nation, its military, its agents (such as domestic multinational), and the academic and research world (e.g. universities, institutes of research, etc…). High-tech sweatshops or indigenous scientific development? It is well know that China is the factory of the world. Indeed, it is currently the world’s biggest OEM (original equipment manufacturer). Exports of Chinese high- tech goods have grown from 0.9% of the world production in 1980 to 5.5% in 1999 and 8.7% in 2001. In 2004, China overtook the United States as the world’s largest exporter of a broad range of electronic goods, including computers, mobile phones and digital cameras.

    Josef Joffe The Default Power Foreign Affairs, Sept/Oct 2009 The False Prophecy of America's Decline EVERY TEN years, it is decline time in the United States. In the late 1950s, it was the Sputnik shock, followed by the "missile gap" trumpeted by John F. Kennedy in the 1960 presidential campaign. A decade later, Richard Nixon and Henry Kissinger sounded the dirge over bipolarity, predicting a world of five, rather than two, global powers. At the end of the 1970s, Jimmy Carter's "malaise" speech invoked "a crisis of confidence" that struck "at the very heart and soul and spirit of our national will." A decade later, academics such as the Yale historian Paul Kennedy predicted the ruin of the United States, driven by overextension abroad and profligacy at home. The United States was at risk of "imperial overstretch," Kennedy wrote in 1987, arguing that "the sum total of the United States' global interests and obligations is nowadays far larger than the country's power to defend them all simultaneously." But three years later, Washington dispatched 600,000 soldiers to fight the first Iraq war--without reinstating the draft or raising taxes. The only price of "overstretch" turned out to be the mild recession of 1991. Declinism took a break in the 1990s. The United States was enjoying a nice run after the suicide of the Soviet Union, and Japan, the economic powerhouse of the 1980s, was stuck in its "lost decade" of stagnation and so no longer stirred U.S. paranoia with its takeover of national treasures such as Pebble Beach and Rockefeller Center.
