From 2000 to 2004, he worked at Kazakhoil NC JSC as Chief Engineer of the Department of Production Management, Manager, Deputy Director of the Geology and Development Department, Director of the Geology Department. From 2004 to 2007, he was the Director the Department of Geology and Geophysics of the Geological and Technological Service, Director of the Department of Geology, Geophysics and Reservoirs of the Exploration and Production Unit of KazMunayGas NC.

  • Caspian Oil and Gas Complements Other IEA Studies of Major Supply Regions, Such As Middle East Oil and Gas and North African Oil and Gas
    3 FOREWORD The Caspian region contains some of the largest undeveloped oil and gas reserves in the world. The intense interest shown by the major international oil and gas companies testifies to its potential. Although the area is unlikely to become “another Middle East”, it could become a major oil supplier at the margin, much as the North Sea is today. As such it could help increase world energy security by diversifying global sources of supply. Development of the region’s resources still faces considerable obstacles. These include lack of export pipelines and the fact that most new pipeline proposals face routing difficulties due to security of supply considerations,transit complications and market uncertainties. There are also questions regarding ownership of resources, as well as incomplete and often contradictory investment regimes. This study is an independent review of the major issues facing oil and gas sector developments in the countries along the southern rim of the former Soviet Union that are endowed with significant petroleum resources: Azerbaijan, Kazakstan,Turkmenistan and Uzbekistan. Caspian Oil and Gas complements other IEA studies of major supply regions, such as Middle East Oil and Gas and North African Oil and Gas. It also expands on other IEA studies of the area, including Energy Policies of the Russian Federation and Energy Policies of Ukraine. The study was undertaken with the co-operation of the Energy Charter Secretariat, for which I would like to thank its Secretary General, Mr. Peter Schütterle. The Company retained its position as one of the top three oil producers in Kazakhstan last year as can be seen from the 2015 results. Last year the Company produced 12,351,000 tonnes of crude oil (251,000 bopd) including its share in production from LLP JV “Kazgermunai (KGM), CCEL and PetroKazakhstan Inc. (PKI). The volume of KMG EP’s proven and probable reserves, as of year-end 2015, audited by DeGolyer and McNaughton, increased to around 152 million tonnes (1,115 billion barrels), some 15% more than at year-end 2014.

One of Kazakhstan’s biggest oil projects, Kashagan is not only an international leader in budget blowouts, engineering missteps, and scandals but also one of the reasons why the country’s economic strategy relying on Caspian offshore hydrocarbon reserves has failed. The Kashagan story is about geopolitical gambling with “big oil” in the Caspian Sea and inflating the oil bubble in global markets. Sovereign Kazakhstan has become hostage to its oil sector and can face serious economic loss and an environmental disaster in the region by developing an oilfield as challenging as Kashagan. 2 FOREWORD Younger people today would find it hard to even imagine how much “big oil” and the prospects of the country becoming a new oil giant was discussed in Kazakhstan in the first decade of its independence. It was like a mass craze in the upper levels of government. Estimated volumes of oil yet to be produced and oil revenues yet to be gained were growing exponentially like in a fairy tale, transforming Kazakhstan, by a mere wish, into a new Kuwait on the Caspian shore.
