FDOT Broward County Traffic Impact Report December 6, 2019 through December 13, 2019

Fort Lauderdale – Construction and maintenance-related lane closures on state highways in Broward County are expected during the week of December 6-13. CONSTRUCTION PROJECTS

Interstates

1. I-95 from south of Hollywood Boulevard in the City of Hollywood to south of Broward Boulevard in the City of Fort Lauderdale and I-595 from I-95 to SR-7 in the Town of Davie (95 Express Phase 3C) Description: Work on this 9-mile 95 Express project includes extending the existing Express Lanes north from just south of Hollywood Boulevard to just south of Broward Boulevard in Broward County. One lane will be added and the High Occupancy Vehicle (HOV) lane will be converted to create two Express Lanes in each direction. The number of General Use lanes will remain the same. Other project improvements include construction of I-95/I-595 Direct Connectors between 95 Express Lanes and I-595, as well as reconstruction, milling, resurfacing and widening of I-595 from SR-7 to I-95 and along I-95 from south of Hollywood Boulevard to south of Broward Boulevard. Additional work includes bridge widening along I-95 at several locations, painting of 17 bridges within project limits, I-95/SR 84 interchange modifications, Integrated Intelligent Transportation System (ITS) Installation, including cameras, detectors and dynamic message signs to optimize traffic operations, tolling/gantry construction, ramp signalization implementation at the interchanges, lighting, signage and drainage installation and construction of shoulder–mounted sound walls and retaining walls. Traffic Impact: I-95 Traffic Impact: • I-95 from Griffin Road to South of Davie Boulevard, will have shoulder closures daily and nightly as needed. • I-95 in each direction, from Griffin Road to south of Davie Boulevard, will have two inside lanes closed, nightly as needed, Sunday through Thursday, with the first lane closing at 9:30 p.m., and the second lane closing at 10 p.m. until 5:30 a.m. I-595 Traffic Impact: • I-595, from I-95 to SR-7, will have shoulder closures daily and nightly as needed. • I-595, from east of SR-7 to Anglers Avenue, will have two lanes closed in each direction as needed, Sunday through Thursday, with the first lane closing at 9:30 p.m., and the second lane closing at 10 p.m. until 5:30 a.m. Ramp Impact: • The I-95 northbound ramp to I-595 westbound, from I-95 northbound to Anglers Avenue, will have one lane closed 10 p.m. until 5 a.m., Sunday through Thursday, beginning Monday, December 9 through Thursday, December 19. • The I-95 southbound ramp to I-595 westbound, from south of SR-84 to Anglers Avenue, will have one lane closed 10 p.m. until 5 a.m. Sunday through Thursday, beginning Monday, December 9 through Thursday, December 19. • The I-95 southbound exit ramp to I-595, from the I-95 entrance ramp to north SR-84, will have one lane closed, 10 p.m. until 5 a.m., Sunday through Thursday, through Monday, December 23. I-595 westbound to the I-95 northbound entrance ramp, from south of SR-84 (SW 32 Street) to north SR-84 (SW 25 Street), will have one lane closed,10 p.m. until 5 a.m., Sunday through Thursday, through Monday, December 23.

2. I-95 from south of Broward Boulevard to north of Commercial Boulevard in Fort Lauderdale (95 Express Phase 3A-1) Description: Work on this 6.7-mile 95 Express project includes widening and converting the existing I-95 HOV Lanes to Managed Lanes which will result in two tolled Express Lanes in each direction; the number of General Use lanes will remain the same. Other work includes: widening bridges, sound wall construction, installation of Intelligent Transportation System (ITS) and tolling equipment and ramp signaling at the I-95 entrance ramps at Davie Road, Broward Boulevard, Sunrise Boulevard, Oakland Park Boulevard and Commercial Boulevard. Traffic Impacts: • I-95 will have three lanes closed in each direction Sunday through Thursday night between 9 p.m. and 5 a.m. The first two lanes will close at 9 p.m., and the third lane will close at 10 p.m. until 5 a.m. All lanes will be open by 5:30 a.m. • I-95 in both directions, from south of Davie Boulevard to north of Commercial Boulevard, will have intermittent shoulder and ramp shoulder closures, as needed, daily and nightly. • Powerline Road at the I-95 overpass will have one lane closed daily, 9 a.m. until 3 p.m., Monday through Friday. • NW 19th Street at the I-95 overpass will have one lane closed, daily, 9 a.m. until 3 p.m., Monday through Friday. • I-95 northbound, between Sunrise Boulevard and Oakland Park Boulevard has a new traffic pattern to allow for outside shoulder construction. This pattern is anticipated to be in place through December 2019, weather permitting. • NW 6th Street at the I-95 overpass will have one lane closed, daily, 9 a.m. until 4 p.m., Monday through Friday. • Oakland Park Boulevard at the I-95 overpass will have one lane closed, daily, 9 a.m. until 3 p.m., Monday through Friday. • Powerline Road at I-95 will undergo a full nightly closure, 11 p.m. until 5 a.m., Monday, December 9 through Saturday, December 14. Traffic will be detoured via Commercial Boulevard, N. and Oakland Park Boulevard. FHP will be on site to assist motorists. • Advanced Notice: Commercial Boulevard at I-95 will undergo a full nightly closure for bridge beam setting, 11 p.m. until 5 a.m. Tuesday, December 17 through Thursday, December 19. Traffic will be detoured via N. Dixie Highway, Oakland Park Boulevard and Powerline Road. FHP will be on site to assist motorists. Ramp Impact: • The I-95 northbound entrance ramp from Oakland Park Boulevard will be closed, nightly, as needed, 9 p.m. until 5 a.m., Sunday through Thursday. Traffic will be detoured via Commercial Boulevard and Powerline Road. FHP will be on site to assist motorists. • The I-95 northbound exit ramps to Oakland Park Boulevard will be closed as needed 10 p.m. until 5 a.m., Sunday through Thursday. 3. I-95 from south of SW 10th Street in the City of Deerfield Beach to south of Glades Road in the City of Boca Raton (95 Express Phase 3B-1) Description: Work on this 4.8-mile 95 Express project includes widening and converting the existing I-95 HOV Lanes to Managed Lanes which will result in two tolled Express Lanes in each direction; the number of General Use lanes will remain the same. Other project improvements include bridge widenings at Palmetto Park Road and Camino Real, complete bridge replacement at the Hillsboro Canal, noise wall construction, portable traffic monitoring sites, toll gantry installation, Intelligent Transportation System (ITS) installation, ramp signaling at the I-95 entrance ramps from Palmetto Park Road, Express Lane markers and landscape relocation. The first lane will close at 9 p.m., and the second lane will close at 10:30 p.m. All lanes will be opened by 5:30 a.m. • Palmetto Park Road at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 3:30 p.m., Monday through Friday. • Camino Real at I-95 will have one lane closed in each direction daily, as needed, 9:30 a.m. until 4 p.m., Monday through Friday. • Eastbound Camino Real at I-95 will undergo a full nightly closure for new bridge construction, 10 p.m. until 5:30 a.m., Sunday night, Dec. 8. (Monday night, Dec. 9 will be a contingency date in case of unforeseen conditions or inclement weather). Motorists will be detoured via , Palmetto Park Road, and SW 12th Avenue. FHP will be on site to assist motorists. • Westbound Camino Real at I-95 will undergo a full nightly closure for new bridge construction, 10 p.m. until 5:30 a.m., Monday night, Dec. 9. (Tuesday night, Dec. 10 will be a contingency date in case of unforeseen conditions or inclement weather). Motorists will be detoured via SW 12th Avenue, Palmetto Park Road, and Military Trail. FHP will be on site to assist motorists. • Advanced Notice: Eastbound Palmetto Park Road at I-95 will be closed for new bridge construction, 11 p.m. until 5 a.m., Sunday, December 15 and Monday, December 16. Eastbound traffic will be detoured via I-95 and Hillsboro Boulevard. FHP will be on site to assist motorists. • Advanced Notice: Westbound Palmetto Park Road at I-95 will be closed for new bridge construction, 11 p.m. until 5 a.m., Tuesday, December 17 through Thursday, December 19. Westbound traffic will be detoured via I-95 northbound and Glades Road. FHP will be on site to assist motorists. Ramp Impact: • The I-95 northbound exit ramp to Palmetto Park Road will be closed nightly, 11 p.m. until 5 a.m., Sunday through Thursday. Motorists will be detoured via I-95 northbound, Hillsboro Boulevard, and Military Trail. FHP will be on site to assist motorists. • The I-95 southbound entrance ramp from westbound Palmetto Park Road will be closed nightly, 11 p.m. until 5 a.m., Sunday through Thursday. Motorists will be detoured via Military Trail and Hillsboro Boulevard. FHP will be on site to assist motorists. • The I-95 southbound entrance ramp from eastbound Palmetto Park Road will be closed nightly, 11 p.m. until 5 a.m., Sunday through Thursday. 4. I-595: • Full Closure on Eastbound State Road 84 from Pine Island Road to Nob hill Road will be closed on 10:00pm to 5:00am on Sunday, December 8th, 2019 to Monday, December 9th, 2019 for Sign Repair 86A321. Detour will be included. • Full Closure on Eastbound State Road 84 from Flamingo Road to Hiatus Road will be closed from 10:00pm to 5:00am on Monday, December 9th, 2019 to Tuesday, December 10th, 2019 for Sign Repair 86A302. Detour will be included.

Northeast Broward

5. Countywide Lighting Retrofit Improvements Project in Fort Lauderdale, Plantation, West Park, Davie, Hollywood, Miramar and Lauderhill Description: Lighting retrofit improvements include the installation of new light poles, upgrading light poles to LED lighting throughout Broward County in the cities of Fort Lauderdale, Plantation, West Park, Davie, Hollywood, Miramar and Lauderhill. Cost/Completion: $977,777 / fall 2019 Traffic Impact: • One lane in each direction will be closed along SR 7/US 441 from 9 a.m. to 4 p.m., Monday through Friday, at the following intersections to build lighting structures, install conduits and restore the affected areas: 5th Street, 5th Court, Broward Boulevard and North Hospital Drive.

6. SR 7/US 441 Pedestrian Safety Enhancement Project from NW 29th Street to north of SR 816/Oakland Park Boulevard in Lauderdale Lakes Description: Safety enhancements will address pedestrian mobility by constructing a 10-foot shared-use path along the east side of SR 7/US 441 within the project limits. A pedestrian safety barrier will be installed along the existing median to discourage mid-block pedestrian crossings. Improvements will also include a new northbound overhead sign, miscellaneous signage, paving, restriping, landscaping, and curb ramps to meet Americans with Disabilities Act (ADA) standards. 7. Interstate 95 at Davie Boulevard Interchange Safety Improvement Project Description: Project improvements will include upgrading the existing signalization and lighting along Davie Boulevard and at the I-95 northbound entrance ramp and the northbound and southbound exit ramps. Other improvements include new I-95 overhead signs and milling and resurfacing on Davie Boulevard just west and east of the I-95 Interchange and the northbound and southbound I-95 exit ramps. Northwest Broward

8. SR 7 Improvements Project from Commercial Boulevard to south of Glades Road in Tamarac, North Lauderdale, Fort Lauderdale, Margate, Coral Springs, Coconut Creek, Parkland and Palm Beach County Commercial Boulevard to Broward / Palm Beach County Line: Description: The improvements under this contract include removing old asphalt, resurfacing the roadway, upgrading pedestrian features, including adding sidewalks on both sides and detectable warning surfaces at crosswalks. Other improvements include installing overhead sign structures, upgrading signs and pavement markings to include a 7-foot bike lane in each direction, installing new bus shelters with bicycle racks, trash receptacles, and benches, upgrading drainage structures, upgrading signalization with pedestrian signals, detectors and vehicle video detection, and upgrading lighting. Cost/Completion: $13,403,577.42 / late 2019 Traffic Impact: • One lane in each direction of State Road 7 between north of NW 31st Street and south of the Broward/Palm Beach County Line will be closed, 9 a.m. until 3 p.m., Monday through Saturday, for the installation of signalization, roadway lighting, and for road widening operations. • One southbound, outside lane on State Road 7 between Commercial Boulevard and NW 31st Street will be closed, 9 a.m. to 3 p.m., Monday through Saturday, for the installation of underground conduit and roadway lighting. • One alternating lane in each direction along State Road 7 will be closed, 9 p.m. to 6 a.m., Monday through Friday between north of NW 31st Street and south of the Broward/Palm Beach County Line for paving operations. • One alternating lane in each direction on Sample Road will be closed at the Sample Road Bridge and SR 7/US 441 intersection, 9 p.m. to 6 a.m., Monday through Friday for paving operations.

9. Sample Road Bus Queue Jump Project from Rock Island Road to SR 5/US 1 in Coral Springs, Margate, Coconut Creek, Deerfield Beach, and Pompano Beach Description: The implementation of bus queue jump operations will allow public transit buses to receive traffic signal priority at intersections ahead of other vehicles. This includes installation of Intelligent Transportation System devices such as bus queue jump lane detectors, electronic signs and other devices to implement bus queue jump operations. 10. Pompano Beach Mobility Improvements Project NE 5th Avenue from NE 10th Street to Copans Road/NE 10th Street from East of Dixie Highway to US 1 in Pompano Beach Description: The project improvements consist of sidewalk and shared-use path construction and reconstruction, milling and resurfacing of existing pathways, driveway reconstruction, concrete curb, patterned pavement, pavers, signage and pavement markings. Cost/Completion: $1.5 million / early 2020 Traffic Impact: • SE 2nd Street will have one lane closed in each direction between SE 11th Avenue and U.S. 1 from 9 a.m. to 4 p.m. Monday through Friday for sidewalk and driveway improvements. Flaggers will maintain traffic in each direction.

11. Peters Road Improvements Project from University Drive to South Pine Island in Plantation Description: Project improvements include widening, resurfacing and restriping the roadway to accommodate 5-foot designated bike lanes with a 3-foot buffer and two 11-foot through lanes in each direction, installing curb and gutter along the median and outside lanes at the approaches to intersections and at bus stops, modifying pedestrian curb ramps to meet ADA requirements, relocating drainage structures, and upgrading lighting at University Drive. 12. University Drive Oakland Park Boulevard Mobility Improvements in Lauderhill, Lauderdale Lakes, Wilton Manors, Oakland Park, Fort Lauderdale, Tamarac and Sunrise Description: Project improvements include widening, milling and resurfacing, drainage improvements, bicycle lanes, sidewalks, signalization, signage and pavement marking improvements. There will also be pedestrian lighting and drainage upgrades. Oakland Park Boulevard from University Drive to US-1 will include bus shelters and signalization improvements to provide traffic signal priority for buses. Cost/Completion: $6.8 million / fall 2020 Traffic Impact: • One lane in each direction will be closed between Springtree Drive and NW 57th Street on University Drive, 9:30 a.m. to 2:30 p.m., Monday through Friday, for road widening work and electrical, drainage, concrete and landscaping operations. • One lane in each direction will be closed between Springtree Drive and NW 57th Street on University Drive, 7 p.m. to 6 a.m., Monday through Friday, for roadway and drainage work. • One lane in each direction will be closed between Sunrise Lakes Boulevard and Oakland Park Boulevard on University Drive, 7 a.m. to 5 p.m., Monday through Friday, for roadway/bridge median work.

13. North Broward Mobility Improvements Project in Deerfield Beach and Pompano Beach Description: Project improvements in Pompano Beach include adding pavement markings and missing sidewalk on NE 11th Avenue. Project improvements in Deerfield Beach include milling and resurfacing NE 48th Street/NE 49th Street with minor widening to accommodate bike lanes in both directions, adding pavement markings on SE 2nd Avenue, and milling and resurfacing and adding pedestrian lighting on SW 3rd Avenue. Flagmen will maintain traffic in each direction. • One lane will be closed along Green Road from Powerline Road to Dixie Highway, 9 a.m. to 4 p.m., Monday through Friday, for road widening operations.

14. Hillsboro Canal Fender Repair Project in Deerfield Beach and Boca Raton Description: Project improvements on the Hillsboro Canal Bridge (No. 860259) Project in the cities of Deerfield Beach and Boca Raton in Broward and Palm Beach counties, will include a full replacement of the existing fender system. Cost/Completion: $436,087 / winter 2019 Traffic Impact: • One lane in each direction will be closed along the Hillsboro Canal Bridge, 7 a.m. to 5 p.m., Monday through Friday, for fender installation. Marine Traffic Impact: • During working hours, Monday through Saturday, 9 a.m. to 4 p.m., the navigable channel/waterway under the bridge will be reduced from 40 feet to 30 feet to accommodate the work.

The project consists of adding 5-foot buffered bike lanes in each direction and replacing the existing bridge over the South Florida Water Management District C-13 Canal. All Electronic Tolling (AET) Phase 5A from I-595 to s/o Lantana Road Description: Work consists of providing all labor, materials, equipment, and incidentals necessary to continue with the complete conversion of the Turnpike Mainline to an All Electronic Toll (AET) collection system. SR 7 / US 441 Improvements Project from Fillmore Street to south of Stirling Road in Hollywood and the Seminole Indian Reservation Description: Project improvements include adding one through lane in each direction for a total of six lanes with left turn lanes separated by raised medians, constructing new storm sewer system and retention ponds, installing new water and sewer lines, constructing bus bays at current bus stop locations, constructing curbs and gutters, adding or replacing sidewalks with ADA compliant ramps on both sides of the road, upgrading existing signalized intersections with mast arms and add pedestrian countdown timers at Johnson Street, Taft Street, and Sheridan Street, installing new signalized intersection and pedestrian countdown timers at Fillmore Street, improving street lighting along the corridor by installing new lighting system along the west side of SR 7/US 441, adding Intelligent Transportation System components including digital message signs and traffic monitoring cameras, and resurfacing the roadway.
