PABLO FELIPE ROBLEDO DEL CASTILLO Superintendent Superintendence of Industry and Commerce

The Superintendent of Industry and Commerce obtained his J.D. from the Universidad Externado de . He is specialized in Civil Litigation and is currently a Master degree candidate in Civil and State Contractual Liability and Breach of Statutory Duty from the same .

During the first two years (2002-2010) of govern of the President Juan Manuel Santos Calderon, the Superintendent served as Deputy Minister of Justice and Law, and Deputy Minister for Promotion of Justice. He also acted has Deputy Minister for Criminal and Restorative Justice Policy (In charge), Minister of Justice and Law (In charge), and Director of the National Defense Agency for State Law (In charge).

He is recognized as a the promoter of recent high impact laws, such as the General Code of Procedure, the National and International Arbitration Statute and the Administrative Procedure and Administrative Dispute Code.

He has a long academic career, where he has performed as Professor of the Universidad Externado de Colombia and Universidad de los Andes in the areas of

On October 2, 2012 the President of the Republic of Colombia, Mr. Juan Manuel Santos Calderón, appointed him as Superintendent of Industry and Commerce.

GERMÁN ENRIQUE BACCA MEDINA Deputy Superintendent for the Protection of Competition Superintendence of Industry and Commerce

Lawyer from the Universidad Externado de Colombia with a Specialist Diploma in Financial and Securities Law from the same University, and an LLM in Communications and Competition Law from the Queen Mary and Westfield College, University of London.

Mr. Bacca worked as Lawyer at the Office of the Deputy Superintendent for the Protection of Competition of the Superintendence of Industry and Commerce; also he was Senior Partner in the Competition Practice of the firm PRIETOCARRIZOSA; and since 2010 he was part of the team of advisors and Chief Advisor to the Superintendent of Industry and Commerce. Since 2012, he is the Deputy Superintendent for the Protection of Competition.

JORGE ENRIQUE SÁNCHEZ MEDINA Deputy Superintendent for Consumer Protection Superintendence of Industry and Commerce

Lawyer, specialized in Economic Law from the Universidad Externado de Colombia, with a diploma degree on Economic Analysis of the Law from the same institution, he also holds a Magister Degree in Laws – LL.M. from Northwestern University from California, USA and a CBA from the Instituto de Empesa de Madrid. Mr. Sanchez is also a professor at the Universidad for topics related to competition and consumer law.

Mr. Sanchez has been substantiated lawyer from the Constitutional Court and the Supreme Court of Justice. He has also worked as an Adviser for the Legal Secretary of the Presidency of the Republic and Deputy Superintend for Protection of Competition from 2007 – 2010, where he was responsible for important investigations for restrictive competition practices such as: anticompetitive agreements against health promoting entities; anticompetitive agreements on the cement market; non-compliance of the guarantees offered by Credibanco, Redeban and its associated banks, related to determining the custom exchange price, among others.

He was appointed Deputy Superintendent for Consumer Protection by the Superintendent of Industry and Commerce in june 4 of 2013.

FELIPE SERRANO PINILLA Chief Adviser to the Superintendent Superintendence of Industry and Commerce

Felipe is an attorney from Pontificia Universidad Javeriana (Hons) and a specialist in Commercial Law from the same university. He has an LLM in Trade Regulation from NYU Law School, a diploma in Negotiation from Harvard Law School and a diploma in the American Legal System from Yale University.

In the past, Felipe worked as litigant and adviser for private law firms in competition law, consumer protection and intellectual property matters. Before joining the Superintendence, Felipe was secretary general and associate researcher at the Private Council on Competitiveness of Colombia. Felipe was also research assistant for Professor Eleanor Fox at NYU law School between 2009 and 2010. He was also part of the commission that reformed the commentaries of the Model Law on Competition of the United Nations (UNCTAD), relaunched in November 2010.

Felipe has been adjunct professor of World Trade Organization Law at Pontificia Universidad Javeriana and is currently adjunct professor at the specialization in Competition and International Trade at the same university. He was admitted as attorney to the New York Bar in March 2012.

Currently, Felipe is the Chief Adviser to the Superintendent of Industry and Commerce at the Superintendence of Industry and Commerce (Colombia’s competition agency). Felipe leads the team of attorneys and economists that decide competition cases for alleged antitrust violations in Colombia, as well as merger cases, together with the Superintendent of Industry and Commerce. Felipe joined the agency in November 2012.

ANTONIO CAPOBIANCO Senior Competition Expert of the Competition Division Organization for Economic Cooperation and Development - OECD

Antonio Capobianco is a Senior Competition Expert with the OECD Competition Division. In this position, he is responsible for the proceedings of the Working Party No. 3 of the OECD Competition Committee, which focuses on International Co- operation and Antitrust Law Enforcement. At the Competition Division, Mr Capobianco has coordinated a series of OECD projects and work streams, including the development of the 2009 Guidelines for Fighting Bid Rigging in Public Procurement and the related OECD Council Recommendation of 2012, the work on transparency and procedural fairness, on SOEs and competitive neutrality, and most recently he has been leading the work on international enforcement co- operation. He has authored numerous Background Notes of the Secretariat on a variety of competition law enforcement and policy topics.

Prior to joining the OECD in 2007, Mr Capobianco was a Counsel in the Competition Department of WilmerHale LLP, based in Brussels. He also spent three years with the Italian Competition Authority. Mr Capobianco authored several articles on antitrust issues published on major international law journals specialized in competition law and he co-authored textbooks on Italian and European

competition law and economics. He regularly speaks at international conferences on antitrust and regulation issues. Mr. Capobianco graduated in law at the L.U.I.S.S. - Guido Carli in Rome and holds LL.M. degrees from the Law School of the New York University and from the Institute of European Studies of the Université Libre de Bruxelles.

Alejandro García de Brigard is an Attorney from the Law Faculty of the Pontificia Universidad Javeriana. He obtained his LL.M at the Law School of the New York University. In addition, he is a former student of Military Science from the Military School of Cadets “General José María Córdoba”, with the rank of Lieutenant (EJC- RSV).

JUAN PABLO HERRERA SAAVEDRA Chief Economist and Coordinator of the Group of Economic Studies Superintendence of Industry and Commerce

Economist with a Master’s Degree in Economy, and emphasis on theory and economic policy from the Universidad Nacional de Colombia, graduated with honors from each of these programs. He has participated in several courses for economists from competition authorities organized in Fordham University at New York, and the Ibero-American School of Competition organized by the National Competition Commission from Spain, in agreement with the Inter-American Development Bank-IADB in Madrid.

Mr. Herrera worked for the Economic Studies Direction of the National Planning Department-DNP of Colombia, and he has been a teacher and a researcher for the Economy Faculty at the Universidad Externado de Colombia, and a full time professor for the Economics Department at the Pontificia Universidad Javierana.

He has taught microeconomics, industrial organization, general equilibrium, game theory and competition policy for the following Universities: Universidad Externado de Colombia, Universidad de los Andes, Pontificia Universidad Javeriana and

Universidad del Magdalena in the undergraduate and graduate programs in economics in economics and law.

For the past five years, he has been working at the Superintendence of Industry and Commerce as the Chief Economic Adviser for the Office of the Superintendent, and has served as Chief Counsel in charge of the Planning Office of this same entity. He has represented the SIC in various international events, including the workshops about integrations and cartels of the ICN, the competition committee meetings of the OECD and other ICN meetings. JAVIER NÚÑEZ MELGOZA MELGOZA Commissioner at the Federal Commission for Economic Defense – COFECE México

Commissioner from the Comisión Federal de Competencia Económica – COFECE of México since September 2013. He holds a Degree in Economy from the Universidad Nacional Autónoma de México and has a Magister Degree in Economy from the Colegio de México.
