It draws on materials from Bahrain, Muscat, Bombay, Zanzibar and London to examine how members of an ocean-wide commercial society constructed relationships of economic mutualism with one another by mobilizing debt and credit. It further explores how they expressed their debt relationships through legal idioms, and how they mobilized commercial and legal instruments to adapt to the emergence of modern capitalism in the region. -

The views expressed are those of the author alone. It is a draft chapter for a forthcoming book (Cornell Univ. Press) on the political economy of corruption in the European Union. Comments welcome. Export-Led Corruption: The European Union, Oil, Arms and Infrastructure Projects That the global economy involves extensive bribery/corruption has been well-publicized by NGOs such as Transparency International, and, goaded by TI, by some international organizations, such as the World Bank, OECD and IMF. The extent of the involvement of European states in the creation and perpetuation of this system is less well known. Not only is corruption an element of transnational business transactions, it has been a part of the agendas of European politicians, their parties, their state-owned firms and/or “national champions”. This paper argues that, contrary to standard expectations, increased economic competition and trade openness lead to more, not less, corruption in certain kinds of export markets and foreign investments. The paper studies the arms trade, oil industry and major infrastructure projects. The political and economic dynamics of these sectors create a self-reinforcing system of corruption. Empirical evidence comes from a variety of European cases. Export-led Corruption When asked to explain how, on his modest government salary, he could have purchased 123 plane tickets for over $34,000, a former French bureaucrat, Jean-Charles Marchiani, replied that the funds came from “the savings of his 90 year old mother-in-law”1. -

two Transnational Merchant Families in the Nineteenth- and Twentieth-Century Gulf James Onley The Gulf has long been a transnational space, although the nature of that transnationalism has changed over the years. Before oil, the Gulf shaikhdoms looked towards Persia and the Indian Ocean; since the 1950s, their orientation has shifted towards the Arab world and the West. Gulf merchant families were and are one of the most transnational groups in the Gulf. More than any other group, they have connected eastern Arabia to the wider world for hundreds, possibly thousands, of years. They lived and still live dual lives, speaking two or more languages and keeping homes in two or more countries. This chapter examines the culture, activities and transnational connections of two Gulf Arab merchant families over the course of 228 years: the Safar family of Bahrain, Iran, Iraq, Oman, Yemen, India and Britain; and the Kanoo family of Bahrain, Saudi Arabia, the United Arab Emirates (UAE), Oman, Britain and America. Transnational Merchant Families The Safar Family, 1778–1900 The Safars1 were prosperous general merchants in the nineteenth century, importing, exporting and shipping goods of every description – from rice to rifles – throughout the Gulf region and beyond.2 They also engaged in agency work, representing Messrs Lynch Brothers (a shipping company) and Fracis Times and Co. (an arms dealer). The family maintained an extensive business network, with merchant houses in Bushehr (Bushire), Manamah, Muscat, Mocha, Hudaydah and Bombay, and possibly in Hillah and Basrah. These merchant houses operated as a loose conglomerate – sometimes engaged in joint ventures with each other, sometimes operating on their own. -

Healing, Hope and Justice for the Holy Land’
Lent visit 2012 – New Zealand ‘Healing, Hope and Justice for the Holy Land’ Thank you all for being here today with me. I feel privileged to stand among you to share a story of injustice but ultimately a story of continued aspiration for a better tomorrow. Your presence further encourages me, because I feel it is sign of willingness on your part to better understand a reality that plagues the region of the Middle East. My task is not easy. I am an advocate not only to the Palestinian cause but also to a just solution. I am driven by my national pride and by my Christian value of faith and service. As you already know, I am Palestinian Christian from Jerusalem, the Holy Land, from the Mother Church. As a child, in 1948, I was made a refugee. I lost my home, and my toys. I felt the extent of loss when my father was unable to explain to me who deserved to sleep in the comfort of my bed and hug my only doll more than me. Along with 750,000 other Palestinians, I found myself dispossessed and homeless, and stripped from my right of a homeland or my right of return to what is rightfully mine. Today, 64 years later, I am still a refugee in my own city, an internally displaced person. Furthermore, I and my people, the Palestinians, continue to live under the illegal Israeli occupation since 1967, the longest ever recorded in history. This situation is further exacerbated by the failure of the peace process between the Palestinians and Israelis, and the internal political strife and division among the Palestinians themselves. -
