OVERVIEW The NationalHighway-2 (NH-2) connecting Delhi with Kolkatais oneof the mostimportant high- densitycorridors in the country.The 1400kmlong NH-2falls in the Upper GangeticPlain in northernIndia and traversesthrough the statesof Delhi,Uttar Pradesh(UP), Bihar,Jharkhand and WestBengal. The NH-2carries between 12,000 and 33,0000passenger car units (PCUs) daily(1998 estimates). Of which,a substantialpart (48% to 86%) of the traffic is goodstraffic. The traffic volumeon most of the sectionsis projectedto grow up to 40,000PCUs between 2005-2010AD and in some sectionswould be as high as 1,25,000PCUs by 2015 AD. The existinghighway is a two-lanecarriageway, with traffic bottlenecks,various highway deficiencies as well as lackof properfacilities. To caterto suchincreased high volumeof traffic, thereis an urgentneed for capacityaugmentation of the highway. Capacityaugmentation of the NH-2is proposedunder the GoldenQuadrilateral Project (6500km highwayjoining Delhi, Mumbai,Chennai and Kolkata)of the NationalHighway Development Programme(NHDP) of the Governmentof India (GoI). As part of the Delhi-Kolkatasection of the GoldenQuadrilateral (GQ), the Delhi-Agrasection (210km) at the west end,and BarwaAdda - Kolkatasection (278km) at the eastend of the NH-2have already been 4-laned with assistance from the ADB.For the remainingsections, the followingprojects are proposed: The Third National HighwayProject (TNHP) involving 4-laning of 8 contractpackages between Agra and Barwa Adda, with World Bank (WB) financing (477km, under implementation); The GrandTrunk RoadImprovement Project (GTRIP) involving 4/6-laning of 7 contract packagesbetween Agra and Barwa Adda (422.8km, with proposedWB funding); EtawahBypass 4-laning project (13.6km, to be implementedwith NHAIfunding); and AllahabadBypass 4-laning project (87km, to be taken up in 2001ADwith proposedWB funding). Allthe aboveprojects are scheduledto be completedby the lastquarter of 2003A.D. 1.1 THE GRANDTRUNK (GT) ROAD The presentGrand Trunk Road is oneof the mostancient historic transport routes dating back to as early as 15t1' centuryB.C. A major initiativeto re-establishthis roadsystem was madeby Sher Shah Suri, 16th century AD, and the "Sarak-I-Azam"about 1500kmsin length was constructed,from Sonargaon(near Dacca)to the Indusconnecting the importanttowns falling in between.During 1790 and 1890, this road had been reconstructedby the British, between Pesawarand Kolkata,and renamedas the GTRoad. The GT Roadbetween Wagha border (Amritsar) and Kolkatatraverses across the sevenIndian statesof Punjab,Haryana, Delhi, UP, Bihar, Jharkand and WestBengal. The importanceof the projectcorridor in the regionand the countrycan be ascertainedfrom the following, which furtherjustify the improvementof the highwaybetween Delhi and Kolkata: The highwayfalls in the fertile Indo-Gangeticplains, which accountsfor 30% of the agriculturalproduce of the countryand supports 25% of the country'spopulation; LeaAssociates 1 4 Folcw-up Public ConsultationProgramme: Grand Trunk Road lmprovement Project This highwayhas beenthe conduitof developmentfor the past severalcenturies, and 7 of the 23 metropolitancities of the countryare locatedalong this highway. As a result of the intensedevelopmental activities along the highway,this area(10km on eitherside) supportsa populationof over40 million; The highwaybetween Agra and Dhanbadpasses through three of the most populousand the leastdeveloped states in India.Any improvementof this importantcorridor will improve their abilityto participatein the economicdevelopment and, The corridoropens up the vast hinterlandof UP,Bihar and Jharkhand to the Gatewayports of the EastCoast (at present,nearly 40% goodsof UPmoves through the westerncoast). 1.2 THE GRAND TRUNK ROAD IMPROVEMENT PROJECT For projectpreparation, the Agra-BarwaAdda section was divided into 5 consultancypackages, andfurther into 16 contractpackages. Eight of the 16contract packages were selectedfor TNHP (seeTable 1), dependingon the projectpreparedness, progress on land acquisitionand utility relocation.Of the remainingeight packages,seven will be taken up under the GTRIP.The AllahabadBypass (Contract Package III-B) hasnot beenincluded as partof TNHPor GTRIP,but will betaken up subsequentlyfor constructionby NHAIwith fundingfrom the WorldBank (WB). GTRIPincludes the contractpackages A, B & C of ConsultancyPackage I, B of Consultancy PackageII, A & C of ConsultancyPackage
