SUBJECT: State Fiscal Year 2021 First Amended Interim Financing Program Project Priority List for Short- Term Funding in the New Jersey Environmental Infrastructure Financing Program

Overview – The New Jersey Infrastructure Bank (the “I-Bank”) is pleased to present to the New Jersey State Legislature, the quarterly amended Project Priority List (“PPL”) for the New Jersey Environmental Infrastructure Financing Program (“Water Bank”). The I-Bank’s Enabling Act, P.L. 1985, C. 334, as amended (“Enabling Act”) authorizes the I-Bank to amend the Priority List four times during the State fiscal year (“SFY”). The PPL for SFY2021 was originally submitted to the Legislature in January 2020. This submission serves as the first such amendment.

This first amended PPL is a complete compilation of all projects seeking financing. It consists of 504 projects at a total estimated cost of $5.1 billion. This list for SFY2021 includes sixty-one (61) additional projects for which applications were received since the submission of the original PPL in January.

Background – Since issuing its first loan in 1987, the I-Bank has partnered with the Department of Environmental Protection (“DEP”) to jointly fund and manage the New Jersey Water Bank, which provides efficient, low-cost financing for environmental infrastructure projects. The Water Bank leverages Federal and State Revolving Funds (“SRF”), offered at a zero-percent interest, with funds provided by the I-Bank, sourced through publicly issued AAA rated bonds. This enables the I-Bank to provide the lowest possible interest rate loans to constituent water systems for the construction and long-term funding of environmental infrastructure projects.

Short-Term Loan Priority List – As a partner to the DEP in the Water Bank, the I-Bank issues short-term loans to facilitate the engineering, design and construction processes. The Enabling Act requires that any project receiving short-term financing must be included on the interim financing PPL submitted to the Legislature and must be sponsored by an eligible borrower.

Project List – As is customary, the SFY2021 Priority List is presented as two project lists: • Appendix A – Clean Water projects, and • Appendix B – Drinking Water projects. The Appendices present the list of projects in both alphabetical order and prioritization rank order pursuant to the Water Bank’s project prioritization methodology (the prioritization methodology established by the DEP Commissioner is the means by which limited financing program funds are distributed among eligible projects). The detailed ranking methodologies for Clean Water and Drinking Water Projects were set forth in the NJEIFP’s Federal FY2020 Clean Water/Drinking Water Intended Use Plan and the SFY2021 January Report submitted by the DEP.
