Its primary purpose is to provide an abstract of statistical information covering the broad field of American education from kindergarten through the graduateschool. In order to perform this function, it utilizes materials from numerous sources, including the statistical surveys and estimates of the National Center for Education Statistics and other appropriate sources, both governmental and nongovernmental. The publication contains information on a variety of subjects within thefield of educational statistics, including the number of schools and colleges, enrollments, teachers, graduates, edtcational attainment, finances, Federal finds for education, libraries, international education, and refearch and development. The Digest is divided into five chapters: All Levels of Education, Elementary and Secondary Education, Higher Education, Federal Programs for Education and Related Activities, and Selected Statistics Related to Education in the United States. To qualify for inclusion in this publication, material must be nationwide in scope and of current interest and value. Series of data extending as farback as 1870 have been employed in many instances in order to give some historical perspective. Theintroduction supplements the tabular materials in chapters I through V by providing a brief description of current trends in American education. In addition to updating many of the statistics that appeared in previous years, this editionof the Digest contains a number of new tables and charts. Included in the new material are data on enrollment and teachers of the handicapped in public elementary and secondary schools; enrollment in highereducation, by place of residence; trends in enrollment in higher education, by type and controlof institution; institutions of higher education, by highest level of offering, sex of students, and control of institution; characteristics of persons receiving doctor's degrees; Federal libraries; and Federal expendituresfor research and development as a percent of the Federal budget. Summary data from the NationalAssessment of Educational Progress in science, 1970 and 1973, and in music, 1971-72, are also included. In the past, the Digest of Educational Statistics has proved useful to persons interested inthe nature and scope of education in the United States and in particular to those individualsconcerned with the formulation and conduct of educational policy.     Irving Fisher and His Compensated Dollar Plan Don Patinkin his is a story that illustrates the interrelationship between economic his- tory and economic thought: more precisely, between monetary history T and monetary thought. So let me begin with a very brief discussion of the relevant history. In 1879, the United States returned to the gold standard from which it had departed at the time of the Civil War. This took place in a period in which “a combination of events, including a slowing of the rate of increase of the world’s stock of gold, the adoption of the gold standard by a widening circle of countries, and a rapid increase in aggregate economic output, produced a secular decline ˙.. in the world price level measured in gold˙...” (Friedman and Schwartz 1963, p. 91; for further details, see Friedman 1990, and Laidler 1991, pp. 49–50). The specific situation thus generated in the United States was de- scribed by Irving Fisher (1913c, p. 27) in the following words: “For a quarter of a century—from 1873 to 1896—the dollar increased in purchasing power and caused a prolonged depression of trade, culminating in the political upheaval which led to the free silver campaign of 1896, when the remedy proposed was worse than the disease.” This was, of course, the campaign which climaxed with William J. Bryan’s famous “cross of gold” speech in the presidential election of 1896. Fisher’s view of this campaign reflected the fact that it called for the unlimited coinage of silver at a mint price far higher than its market value, a policy that would have led to a tremendous increase in the quantity of money and the consequent generation of strong inflationary pressures.

    CHAPTER 3: FINANCIAL ANALYSIS WITH INFLATION Up to now, we have mostly ignored inflation. However, inflation and interest are closely related. It was noted in the last chapter that interest rates should generally cover more than inflation. In fact, the amount of interest earned over inflation is the only real reward for an investment. Consider an investment of $1,000 that earns 4% over a one-year period, and assume that during that year the inflation rate is also 4%. At the end of the year, the investor receives $1,040. Has the investor gained anything from this investment? On the surface, he has earned $40, so it seems like he has. However, because of inflation, the purchasing power of the $1,040 that he now has is the same as the purchasing power that the initial investment of $1,000 would have had a year earlier. Essentially, the investor has earned nothing. In this case, we would say that the real rate of return, the rate of return after inflation, was zero. It is easy to confuse discounting and compounding, which account for the time value of money, with deflating and inflating, which account for the changing purchasing power of money. Inflation reduces the purchasing power of a unit of currency, such as the dollar, so a dollar at one point in time will not have the same purchasing power as a dollar at another point in time. Inflating and deflating are used to adjust an amount expressed in dollars associated with one point in time to an amount with equivalent amount of purchasing power expressed in dollars associated with another point in time.
