Please be advised that this and all meetings of the Board are open to the public and media, consistent with the Open Public Meetings Act (N.J.S.A. 10:4-6) and that advance notice required therein has been provided. Meeting notice was also posted in the Board room of the Upper School Campus; sent to the Courier News, and sent to the Clerks of Delaware Township, East Amwell Township, Flemington Borough, Raritan Township and Readington Township. Budget Presentation – Business Administrator Gymlyn Corbin I. Residents’ Forum – Agenda Items The opportunity for public comment on questions will be provided at every regular meeting of the Board of Education and will appear on the agenda as Residents' Forum. Two will appear on each agenda; one near the beginning for questions or comments on agenda items, and one near the end for general comments or questions. A residents' forum will be a maximum of thirty minutes in length unless there are unusual circumstances . Residents were invited to submit written comments on the form that was open and available on the District website up until the start of this Residents’ Forum. The submissions containing all required fields will be read out during the meeting and included as public comment in the official minutes. J. 2020-2021 Budget Adoption MOVE that the following resolution be approved: WHEREAS, on March 16, 2020, the Hunterdon Central Regional High School Board of Education adopted a tentative budget for 2020-2021 school year; and WHEREAS, the tentative budget has been approved by the Hunterdon County Executive Superintendent of Schools, and advertised in the April 13, 2020, edition of the Courier News; NOW THEREFORE BE IT RESOLVED that the 2020-2021 school year budget of $72,473,164.87 comprised of a General Fund budget of $69,751,004.79; a Special Revenue Fund budget of $563,606.95; and a Debt Service Fund budget of $2,158,553.13 be approved; and be it further RESOLVED that the Hunterdon Central Regional Board of Education has the ability to use Tax Levy Cap/Tax Levy Growth Limitations and Adjustments in the general fund tax levy to balance the 2020- 2021 budget; and RESOLVED that the 2020-2021 budget guidelines require the Board to formally adopt a resolution when using Tax Levy Cap/Tax Levy Growth Limitations and Adjustments in the 2020-2021 budget; and RESOLVED that the Board authorized the School Business Administrator to appropriate $615,102 from 2017-2018 in banked cap and $2 from 2018-2019 in banked cap above the 2% tax levy cap in order to balance the general fund for the 2020-2021 budget, maintain existing programs, implement mandated programs, and remain in alignment with the district’s strategic plan; and RESOLVED that the said need must be completed by the end of the budget year, and cannot be deferred or incrementally completed over a longer period of time; and be it further RESOLVED that the General Fund budget includes a $4,037,500 withdrawal from Capital Reserve; and be it further RESOLVED that the budget supporting documentation includes detailed expenditure information as required under administrative regulations, including a maximum workshop/travel budget of $200,000, which was $200,000 in the 2019-2020 budget, where $32,584.77 was spent as of March 4, 2020; and be it further RESOLVED that the budget supporting documentation includes detailed expenditure information for legal expenses in the amount of $200,000, which represents an increase of $0 from the 2019-2020 budget; and be it further RESOLVED that the total tax levy for both the General and Debt Service Funds for the 2020-2021 school year is $57,826,901; and be it further 2 BOE Meeting – April 27, 2020 RESOLVED that the respective share of the total 2020-2021 tax levy for each of the five regional municipalities is: Municipality General Fund Debt Service Total Tax Levy Delaware Township: $ 4,619,053 $ 179,098 $ 4,798,151 East Amwell Township: $ 4,546,759 $ 176,294 $ 4,723,053 Flemington Borough: $ 2,289,599 $ 88,776 $ 2,378,375 Raritan Township: $ 25,506,016 $ 988,961 $ 26,494,977 Readington Township: $ 18,707,006 $ 725,339 $ 19,432,345 Totals $ 55,668,433 $ 2,158,468 $ 57,826,901 K. Transportation and tuition will be the responsibility of the resident district: Student ID Grade Effective Start Date Tuition – To be prorated 238162 9 March 20, 2020 $ 20,249 1.5 MOVE to approve the operation of a summer session for credit recovery, original credit courses, enrichment courses, and an extended school year program, as recommended by the Superintendent. The summer session program will be conducted pursuant to N.J.A.C. 6A:32-10.1 through 10.4. Tuition charged will be levied in accordance with N.J.S.A. 18A:11-15. All teachers hired to work in the summer session possess valid New Jersey certificates, as required. Availability of the program depends upon funding and enrollment. 3 BOE Meeting – April 27, 2020 2. Operations and Transportation 2.1 MOVE to approve the financial reports of the Business Administrator/Board Secretary and the Treasurer of School Monies for the month ended February 29, 2020, be accepted and placed on file. The Board of Education, after review of the Board Secretary and Treasurer’s monthly financial report and consultations with the Board Secretary, hereby certifies that no major account has been over-expended in violation of N.J.A.C. 6A:23A-16.10(b). (Attachment 2.1) 2.2 MOVE to approve District invoices presented for payment in the amount of $6,540,922.97. (Attachment 2.2) 2.3 MOVE to approve the attached line account transfers.
