Agenda 05 July - 11 July 2021 20210628APR07245 Agenda 05 July - 11 July 2021 20210628APR07245 The Week Ahead 05 – 11 July 2021 Plenary session, Strasbourg Rights of LGBTIQ citizens in Hungary. MEPs will comment on potential breaches of EU law and of the rights of LGBTIQ citizens in Hungary and are set to ask what action is envisaged to protect the rights of children and LGBTIQ persons. They will also quiz Council and Commission about the two hearings held by the Council on the rule of law in Hungary and Poland on 22 June. (debates Wednesday, resolution on Hungary voted on Thursday) Debate with Janez Janša. On Tuesday morning, MEPs will discuss with Prime Minister Janez Janša the priorities of the Slovenian Presidency of the Council for the second half of 2021. Slovenia is expected to focus on the timely implementation of the Next Generation EU stimulus package, on facilitating the adoption of national recovery plans, the Conference on the Future of Europe and on promoting the Rule of Law. EP President Sassoli, Prime Minister Janša and Commission President von der Leyen will hold a joint press conference after the debate at 11.45. EU summit. MEPs will assess the outcome of the 24-25 June European Council, in a debate on Wednesday morning with European Council President Charles Michel and Commission President Ursula von der Leyen. Preventing sexual exploitation of children online. MEPs will debate and vote on a temporary regulation that allows the providers of web-based email, chats and messaging services to voluntarily detect, remove and report child sexual abuse online as well as to use scanning technologies to detect cyber grooming. (debate Monday, vote and result Tuesday) European Medicines Agency. Parliament will debate and adopt its position for talks with Council on a stronger role for the European Medicines Agency and extending its mandate to prepare for crises and manage medicinal products and medical devices, following lessons learned from the COVID-19 pandemic. MEPs will comment on guidelines currently being developed by the Commission on how to apply the EU Rule of Law Conditionality Mechanism, designed to protect EU funds from being misused by EU governments.     Hon. Mr President of the European Parliament, Dear David Sassoli, Since March, when the outbreak of COVID-19 intensified in Europe, the functioning of the European Parliament (EP) has changed dramatically, due to the sanitary measures applied. We understand the inevitability of the contingency plan, taking into account the need to prevent infection and the spread of the virus and to protect the health and lives of people. Six months later, the functioning of the EP is gradually returning to normal. However, there are services whose unavailability seriously impairs parliamentary work, namely the interpretation service. The European Union (EU) has 24 official languages and all deserve the same respect and treatment. We recognize that the number of languages available in committee meeting rooms has been increasing, but even so, more than half of the languages still have no interpretation. Multilingualism is a right enshrined in the Treaties that allows Members to express themselves in their own language. Now, that is not happening and we are concerned that the situation will continue, even taking into account the expected workflow in the commissions after these atypical six months. In this sense, we appeal, once again, to you, the President of the EP for the application of the letter and the spirit of the principle of multilingualism, finding solutions that respect this principle and that allow the use of any of the 24 official languages of the EU. The expression of each deputy in her/his own language is a priority so that there can be conditions to fully exercise the mandate for which she/he was elected and a condition of respect for the citizens who elected her/him.

According to the Central Elections Commission (CEC), there were 1,411,955 Latvians eligible to vote – a de- crease of 4% compared with 2014. A party list system is used to choose eight MEPs, and voters can express either a positive or a negative preference for each candida- te on a list that they vote for. As in all countries, there is a threshold of 5 per cent in order to access the European Parliament, although the effective threshold (due to the small number of seats) tends to be higher. Whilst national elections in Latvia di- vide the country into five electoral districts, for the European elections the whole country constitutes single electoral district. the campaign Both registered political parties and their alliances having no fewer than five-hun- dreds members are allowed to field candidate lists in European elections in Latvia. The CEC registered sixteen candidate lists representing both coalition and opposi- tion parties in the national parliament. along with parties that did not clear the elec- toral threshold in the 2018 Saeima elections, and organisations that did not parti- cipate in those elections. Electoral performance of new parties only recently elected to the Latvian national parliament were a matter of some interest during the campaign. Both the New Con- servative Party and the KPV LV party (Kam pieder valsts?, which means: Who owns the State?) mobilised their supporters by heavily criticising the government, and by accusing the political establishment of corruption and of mismanaging public ad- ministration.
