SUPPLEMENTAL RULES AND REGULATIONS GOVERNING THE USE OF MONMOUTH COUNTY PARK SYSTEM GOLF COURSES AS ADOPTED BY THE BOARD OF RECREATION COMMISSIONERS ON JUNE 7, 2004, BY RESOLUTION #R-04-6-7=193. IDENTIFICATION AND REGISTRATION PROCEDURES: 1. The yearly Resident Photo I.D. Card shall be available for purchase for a flat fee per person. The Photo I.D. Card expires December 31 of each year. 2. Persons meeting the following requirements shall be entitled to purchase a yearly Resident Photo I.D. Card qualifying them for the resident greens fee rate and access to the Tee-Time Reservation Service: A. Domiciled Resident of Monmouth County: Domiciled residents of Monmouth County, defined as those who maintain their permanent residence in the county, shall provide two forms of current or annually renewable personal identification. Acceptable identification includes the follow- ing: --Driver's license, and one additional proof of personal identification with matching name and street address. --Current tax bill with applicant's name and street address, and one additional proof of identification with matching name and street address. Identification that is unacceptable includes utility bills, bank and credit card statements. Dependent children through the age of 21 shall be eligible to receive a Photo I.D. Card upon providing two current proofs of identification with name and matching street address. Additional proof of relationship/dependency may be necessary. Proof of residency and age may be required from the applicant's school. B. Current Taxpaying Property Owner within Monmouth County but not a Domiciled Resident: Applicants owning property in Monmouth County but not domiciled residents shall be eligible for a Photo I.D. Card by presenting a current Monmouth County property tax bill and two additional current proofs of identification with name and permanent street address. Photo I.D. Cards shall only be issued to persons meeting these requirements and whose name appears on the current tax bill. Spouses and dependent children through the age of 21, residing at the same address shall be eligible to receive a Photo I.D. Card upon providing two current proofs of identification with name and matching street address. Additional proof of relationship may be necessary. Cards issued in this category show the cardholder's permanent street address of record. Both the card and the application are marked P.O. to indicate Monmouth County Property Owner. 1 of 7 C. Active Duty Military Personnel Currently Stationed at Military Installations within Monmouth County: Applicants who are active duty military personnel on assignment at military bases within Monmouth County, and living within the county, shall be eligible for a Photo I.D. Card by presenting their military I.D. card, proof of assignment to a Monmouth County installation as proof of county residency, and current driver's license. Spouses and dependent children currently residing at the same address are eligible to receive an I.D. Card upon presenting their military dependent card and one proof of identification with name and matching street address. For dependent children, additional proof of relationship may be necessary. Proof of residency and age may be required from the applicant's school. Any person who does not purchase a Resident Photo I.D. Card will pay the non- resident greens fee rate. 3. Resident Senior Citizen Photo I.D. Cards are available to persons age 65 or over. This card entitles the senior citizen to a special weekday rate, excluding holidays. Proof of age shall be presented at the time of application. A resident senior citizen shall meet the identification requirements described in Item #2. 4. Resident Student Photo I.D. Cards are available to persons through age 18. This card entitles the student to a special weekday rate, excluding holidays. At Bel-Aire Golf Course, this special rate applies seven days a week. Proof of age shall be presented at the time of application. A resident student shall meet the identification requirements described in Item #2. 5. Persons not entitled to purchase a Resident Photo I.D. Card may purchase a yearly Non- Resident Reservation Photo I.D. Card, allowing them access into the Tee-Time Reservation Service. To obtain the card, a golfer shall fill out an application at any Monmouth County Park System golf course and provide one current proof of personal identification, as described in Item #2. 6. If a Resident Photo I.D. Card or Non-Resident Photo I.D. Card is lost or stolen, the golfer shall report the lost card, and shall be required to apply for a replacement card by completing a Lost or Stolen affidavit at any Monmouth County Park System golf course. The golfer shall once again meet the identification requirement specified in Regulation #2. If approved, the golfer may purchase a replacement card at the adopted rate. 7. A Resident Photo I.D. Card or Non-Resident Photo I.D. Card is not transferable, and shall not be used by friends, guests, or family members of the cardholder. Any golfer inappropriately using a card shall have the card confiscated and reservation and resident rate privileges suspended for one year. Any non-resident inappropriately using a card shall have the card confiscated and reservation privileges suspended for one year. 8. A golfer failing to honor a reservation made in his or her name through the Tee-Time Reservation Service may be designated a no-show. A no-show is anyone not canceling a reserved tee time prior to the day of play, showing up for play with fewer than the number of 2 of 7 golfers for whom the reservation was made, or failing to personally honor a reservation made in his or her name. The golfer responsible for the reservation/No-Show will have their ID card deactivated and golf privileges suspended until he or she pays the no-show fee for the entire group. The Park System reserves the right to register other golfers in the vacated time(s). 9. Greens fee tickets shall not be issued to persons under 12 years of age, unless they are accompanied by a parent or guardian, or are participating in a recreational or school program sponsored by the Monmouth County Park System. Children under 12 years of age shall not be permitted on the course on weekends and holidays prior to 3:00 p.m., except at Bel-Aire and Pine Brook Golf Courses. 10. When registering, golfers may be required to show one additional form of identification, along with their Photo I.D. Card, in order to verify card ownership. All golfers shall purchase their greens fee ticket before starting play. Golfers shall show their green fee ticket and/or Photo I.D. Card to golf rangers upon request. Greens fee tickets are good for one round of play only. 11. Hominy Hill, Howell Park, Pine Brook, Shark River, and Charleston Springs Golf Courses shall be available to Monmouth County high school golf teams for practice Monday through Thursday, except holidays, during March, April, and May; and for matches Monday through Thursday, except holidays, during April and May. A written request from the high school athletic director to the Manager of Golf Facilities shall be required prior to February 15 each year in order to secure the use of one of the golf courses. Three teams per course at Howell Park, Pine Brook, and Shark River Golf Courses shall be the maximum allowed. Two teams at Charleston Springs shall be the maximum allowed. One team at Hominy Hill Golf Course shall be the maximum allowed. A lottery system shall be used to select a school when an opening exists and more than one school is interested in the opening. Each high school shall have one day per week to be used for scheduled home matches and practices. Student rate fees shall be charged for all practice rounds. Fees shall be waived for matches. A match shall consist of five players, two alternates, and one coach per team. Tri-matches shall not be allowed without prior written consent from the Manager of Golf Facilities. No match or practice shall be played prior to 3:00 p.m. The golf match schedule must be submitted to the Manager of Golf Facilities prior to March 1 each year. The golf team coach shall provide a roster to the Manager of Golf Facilities of the team prior to the first match. The golf team coach shall accompany the team for all practices and matches. 12. Any Monmouth County Park System golf course, warm-up area, or practice area may be closed in part or in its entirety due to weather, or for scheduled maintenance, or Park System activities. STARTING PROCEDURES: 13. Except for Bel-Aire Golf Course, a reserved tee time can be obtained by a Resident or Non- Resident Photo I.D. Cardholder by accessing the Tee-Time Reservation Service. Only one 3 of 7 reservation per day is permitted. Golfers must report to the Golf Center at least 30 minutes prior to their reserved tee time to secure their tee time and to avoid a No-Show penalty. The Resident Reservation fee is charged to each golfer holding a Resident Photo I.D. Card when using a reserved tee time (except walk-ons). The Non-Resident Reservation fee shall be charged to each non-resident golfer when using a reserved tee time (except walk-ons). The reservation fee is paid at the time the greens fee is purchased. All tee times at Bel-Aire Golf Course, and the remaining unreserved or walk-on tee times at the other courses, shall be secured on a first-come first-served basis in the following manner: A.
