TITULAR: AGENTIA NATIONALA DE PRESA AGERPRES Cod titular: 43 2. MISIUNEA AGENTIEI NATIONALE DE PRESA AGERPRES SI CADRUL LEGAL DE FUNCTIONARE AGERPRES se organizeaza si functioneaza, in baza Legii nr. 19/2003, cu modificarile şi completarile ulterioare, ca institutie publica autonoma, de interes national, sub controlul Parlamentului Romaniei, avand ca obiectiv ”informarea in masa, in tara si in strainatate, a diferitelor categorii de beneficiari, fara discriminare si cu respectarea deplinei obiectivitati, în cadrul general al asigurarii dreptului la informare”. Asumarea misiunii publice a agentiei consta in derularea de programe de informare destinate publicului larg în domenii de maxim interes, precum: educatia, sanatatea, cultura, administratia, politic, justitie, afaceri interne, stiinta, economic, afaceri europene etc. In acest sens, chiar legea AGERPRES obliga agentia sa ofere spaţiu gratuit institutiilor publice, partidelor politice, ONG-urilor etc, pentru promovarea mesajelor acestora. Angrenata intr-un proces de modernizare, AGERPRES nu abdica de la asigurarea unui flux informational competent si credibil, cu prezentarea pluralismului de opinii pe piata media. In acest context, AGERPRES isi mentine obiectivul privind pastrarea reputatiei de cea mai obiectiva agentie de presa din Romania. AGERPRES isi asuma misiunea de a fi o prezenta remarcabila pe piata media prin informarea corecta a opiniei publice, prin transmiterea de informatii de presa prompte, in conditii de transparenta si deplina obiectivitate, in beneficiul societatii romanesti in ansamblul ei, prin producerea si livrarea de stiri si servicii multimedia (foto, video, infografice, audio), documentare, monitorizare de presa si baze de date. Produsele AGERPRES se adreseaza atat publicului larg cat si partenerilor nostri, fie ca vorbim de institutiile statului sau companii private, media sau non-media. In urma evolutiei din ultimii ani, AGERPRES a devenit cel mai mare furnizor de stiri corecte si fotografii de presa pentru media nationala (ziare, reviste, posturi de radio si televiziune, site-uri), dar si internationala, prin parteneriatele externe pe care le derulam. In egala masura, prin fluxurile de informatii in limba engleza, AGERPRES asigura transmiterea unei imagini obiective privind realitatea romaneasca. Preluarea stirilor Agentiei in mediul extern este promovata prin parteneriatele cu agentiile internationale de presa (AFP, Reuters, Xinhua, EFE, EPA , DPA, ITAR-TASS) dar si cu cele nationale, sau cu asociatiile de agentii de presa: ABNA - Association of pag.3 Balkan News Agencies, BSANNA - Black Sea Association of National News Agencies si EANA - European Alliance of News Agencies). De asemenea, prin fluxurile de informatii in limba maghiara, AGERPRES isi indeplineste misiunea si fata de cetatenii romani apartinand minoritatii maghiare. In plan international, AGERPRES este membra a European Alliance of News Agencies (EANA) din 1995, in baza H.G. 443/1995. Alianta este compusa din 29 de agentii nationale, din care 12 agentii functioneaza in baza unor legi proprii (ANP - Olanda, ANSA - Italia, APA - Austria, ATS-SDA - Elvetia, BELGA - Belgia, EFE - Spania, DPA - Germania, LUSA - Portugalia, PA - Marea Britanie, STT/FNB - Finlanda, STA - Slovenia, TT - Suedia), 12 functionează in baza unor legi speciale (AGERPRES - Romania, AFP - Franta, ANADOLU - Turcia, ATA - Albania, BTA - Bulgaria, CNA - Cipru, CTK - Cehia, HINA - Croatia, MTI - Ungaria, PAP - Polonia, TANJUG - Serbia şi Muntenegru, TASR - Slovacia), 2 prin decret prezidential (ANA - Grecia, ITAR-TASS - Rusia) si 2 prin rezolutii ministeriale (NTB - Norvegia, RITZAU - Danemarca), mare parte dintre acestea fiind finantate intr-o anumita proportie si de la bugetele statelor respective. Potrivit art. 12 lit. j) din Legea nr. 19/2003, Agentia Nationala de Presa AGERPRES are dreptul sa organizeze retele proprii de corespondenti in tara si in strainatate. In calitate de furnizor de stiri, AGERPRES este cea mai importantă agentie de presa din Romania si singura institutie reprezentata la nivelul tuturor judetelor din tara prin corespondenti proprii. AGERPRES va continua să investească in resursa umana si tehnica la nivelul corespondentilor locali. In indeplinirea acestui scop, Agentia Nationala de Presa AGERPRES urmareste implementarea unei retele de corespondenti prin care sa se acopere toate cele 3 forme de transmitere a informatiei de presa catre institutiile media din tara - in scris, audio si video, pentru o cat mai buna si coerenta informare a publicului referitor la subiecte ce vizează statul roman si cetatenii sai. Scopul final al întregii activitati a AGERPRES este obtinerea unor materiale de presa pe teme interne sau externe de o calitate cat mai buna intr-un timp cat mai scurt, pentru mai buna informare a opiniei publice din Romania, concomitent cu implicarea in ceea ce reprezinta imbunatatirea standardelor jurnalistice pentru intreaga presa romana si consolidarea imaginii create. 3. PRIORITATI STRATEGICE ale AGERPRES, PE TERMEN MEDIU ALE ORDONATORULUI De-a lungul existentei sale de 130 de ani, Agentia Nationala de Presa AGERPRES a fost finantata de statul roman, ca institutie de interes strategic, avand datoria inca de la infiintare ”sa transmita in strainatate stiri privind Romania”, iar de acolo sa primeasca si sa difuzeze ”un serviciu exact si rapid al tuturor stirilor de interes general sau special pentru Romania”. Prioritatile AGERPRES se bazeaza pe un management al performantei si vizeaza obiective ale politicii editoriale, gestionarii si dezvoltarii resurselor umane, tehnice si financiar-contabile, comunicare si relatii internationale iar principalele activitati vor conduce la: - Cresterea si profesionalizarea actului editorial, - Asigurarea unei finantari echilibrate si o gestionare eficienta a fondurilor, - Dezvoltarea bazei tehnologice la nivelul agentiilor de presa din Europa, pag.4 - Cresterea vizibilitatii agentiei prin participarea la diverse evenimente nationale si internationale si prin dezvoltarea unor noi proiecte foto si video, - Cresterea incasarilor din venituri proprii, in vederea cresterii ratei de autofinantare a AGERPRES, pentru Bunuri si Servicii si achizitii din Cheltuieli de Capital, - Incheierea de noi acorduri de cooperare cu agentii de presa straine, parteneriate media, colaborari instituţionale pe domenii de interes public. - Mediatizarea corecta a activitatii AGERPRES in mass-media nationala si internationala. Masurile ce vor fi intreprinse de AGERPRES in anul 2020, vor viza urmatoarele directii de dezvoltare: - In domeniul economico-financiar, AGERPRES va urmari asigurarea echilibrata si buna gestionare a resurselor financiare alocate de la buget si din venituri proprii cat si a bunurilor materiale necesare desfasurarii activitatii de baza a agentiei, cu respectarea prevederilor bugetare si legale in vigoare , si cu incadrarea in angajamentele asumate in scopul indeplinirii misiunii publice a agentiei. - In plan editorial, AGERPRES va continua transmiterea de ştiri corecte, complete şi obiective pentru toti cititorii dar şi îmbunătăţirea şi diversificarea conţinutului informatiilor de presă prin lansarea unor noi fluxuri şi proiecte jurnalistice din domenii de larg interes - sănătate, administraţie, cultură, educaţie, etc - Materialele transmise pe fluxurile de abonaţi, dar şi pe site-ul public, vor fi însoţite de fotografii şi materiale video - Realizarea unui album foto care să reflecte frumuseţile ţării, este un proiect deja demarat la nivelul redacţiei Foto-Video. Tot redacţia Foto-Video ar urma să dezvolte fotoreportajele proprii, de asemenea pe teme de actualitate sau interes. - Interviurile, reportajele şi materiale video realizate independent de celelalte redacţii - pe diferite teme de interes - sunt un alt proiect avut în vedere de AGERPRES. - De asemenea, AGERPRES va realiza noi materiale documentare, interviuri, analize, reportaje şi exclusivităţi având în vedere evenimentele importante, naţionale şi internaţionale, politice, economice, sportive şi culturale, de pe agenda anului 2020. - Agentia Nationala de Presa va acorda o mai mare atentie valorificării editoriale a stirilor si imaginilor din Arhiva AGERPRES, cu precădere acordându-se o atenţie deosebită dezvoltării continue a Muzeului Agerpres, muzeu virtual lansat la 130 de ani de la înfiinţarea Agenţiei Naţionale de Presă AGERPRES, prima agenţie de presă românească. În cei 130 de existenţă, AGERPRES a strâns fotografii, documente şi informaţii cu valoare istorică. Specifice acestui muzeu sunt fotografiile şi

    Terror and Tourism: The Economic Consequences of Media Coverage Timothy Besley Thiemo Fetzer Hannes Mueller∗ December 27, 2019 Abstract This paper studies the economic effects of news-coverage of violent events. To do so, we combine monthly aggregated and anonymized credit card data on tourism spending from 114 origin countries and 5 tourist destinations (Turkey, Egypt, Tunisia, Israel and Morocco) with a large corpus of more than 446 thousand newspaper articles covering news on the 5 destination countries from a subset of 57 tourist origin countries. We document that violent events in a destination are followed by sharp spikes in negative reporting at origin and contractions in tourist activity. Media coverage of violence has a large independent effect on tourist spending beyond what can be accounted for by controlling for the incidence of violence. We develop a model in which tourist beliefs, actual violence and media reporting are modelled together. This model allows us to quantify the effect of violent events and reporting. ∗Corresponding author: Mueller, [email protected].     MAPPING DIGITAL MEDIA: GLOBAL FINDINGS DIGITAL JOURNALISM: MAKING NEWS, BREAKING NEWS Mapping Digital Media is a project of the Open Society Program on Independent Journalism and the Open Society Information Program Th e project assesses the global opportunities and risks that are created for media by the switch- over from analog broadcasting to digital broadcasting; the growth of new media platforms as sources of news; and the convergence of traditional broadcasting with telecommunications. Th ese changes redefi ne the ways that media can operate sustainably while staying true to values of pluralism and diversity, transparency and accountability, editorial independence, freedom of expression and information, public service, and high professional standards. Th e project, which examines the changes in-depth, builds bridges between researchers and policymakers, activists, academics and standard-setters. It also builds policy capacity in countries where this is less developed, encouraging stakeholders to participate in and infl uence change. At the same time, this research creates a knowledge base, laying foundations for advocacy work, building capacity and enhancing debate. Covering 56 countries, the project examines how these changes aff ect the core democratic service that any media system should provide—news about political, economic and social aff airs. Th e MDM Country Reports are produced by local researchers and partner organizations in each country. Cumulatively, these reports provide a unique resource on the democratic role of digital media. In addition to the country reports, research papers on a range of topics related to digital media have been published as the MDM Reference Series. Bu çalışmada ajans gazeteciliğinin hangi ihtiyaçlar sonucu ortaya çıktığına, özelliklerine ve tarihi gelişim sürecine kısaca yer verilecek; Azerbaycan Halk Cumhuriyetinin mirası olan AzerTac Haber Ajansının doğuşu ve savaş dönemindeki gazetecilik performansı da dâhil olmak üzere günümüze kadar gelen gelişim süreci ise daha kapsamlı şekilde incelenecektir. Visits and Missions Visit to Greece (Lesvos, Samos, Corinth and Athens) The Commissioner carried out a visit to Greece (Lesvos, Samos, Corinth and Athens) from 26 to 31 October devoted to issues pertaining to the human rights of migrants, including asylum seekers, with a special focus on reception conditions. During her visit, the Commissioner met with the Minister for Citizen Protection, Michalis Chrysochoidis and the Alternate Minister for Migration Policy, Giorgos Koumoutsakos, as well as the Alternate Minister for Foreign Affairs, Miltiadis Varvitsiotis. The Commissioner visited the Moria Reception and Identification Centre in Lesvos, the Vathy Reception and Identification Centre in Samos and a transit camp in Corinth. She also met with the Mayors of Athens, Lesvos and Samos and representatives of civil society and international organisations in Greece. The Commissioner observed a dramatic worsening of the situation of migrants, including asylum seekers, in the Greek Aegean islands since her June 2018 visit to Greece. Appalled by the desperate conditions prevailing in the islands’ camps, which have turned into a struggle for survival, she called on the Greek authorities to take urgent measures to meet the vital needs of all these people and safeguard their human rights.
