1.0 INTRODUCTION

1.1 The purpose of this report is to advise on transport issues in connection with a proposed extra care scheme on the site of a former Further Education Centre off Lôn Ganol (Middle Lane), Denbigh.

1.2 The scheme will provide a mix of affordable homes for older people and those with supported living needs, offering a range of accommodation to meet differing housing requirements with shared facilities to aid daily DRAFTliving. 1.3 The report will consider the impact of the proposed development on the highway network both during construction and operation and will assess the proposal in relation to planning policy and guidance.

1.4 Preliminary discussions with Denbighshire County Council's Highways Department, indicated that the above should also take account of the provisions of the Active Travel () Act 2013.

1.5 The following specific issues will be addressed in the report:

• Traffic generation by the new facility compared to the former site use

• Visibility and Stopping Sight Distances at the proposed site entrances

• Pedestrian facilities

• Design of the site access off Middle Lane

• Design of the new site access off Lôn Goch (Grove Road) & Rhiw'r Bigwn (Beacon's Hill)

• Parking requirements

2.0 SITE DETAILS

2.1 A site location plan is included in Appendix A.

2.2 The proposed development site is approximately 0.96Ha in area, surrounded predominately by residential properties and located near the centre of Denbigh. Vehicular access to the former Further Education Centre was from Middle Lane (to the south) with pedestrian access both from Middle Lane and via steps from Grove Road / Beacon's Hill (to the north). 2.3 The highway infrastructure surroundingDRAFT the site comprises a network of congested streets with narrow width footways, often on only one side of the road. On-street parking occurs in most locations reducing visibility from junctions and also slowing traffic movements.

2.4 Access to Vale Street, the main road through Denbigh which provides bus stops and pedestrian routes to the town centre, is via Lôn-y-Post (Post Office Lane) and Lôn Copner.

2.5 All of the above roads are subject to a 30mph speed restriction and provided with street lighting.

2.6 As stated above all vehicular traffic to the former Further Education Centre would have needed to access the site from Middle Lane. A better route for HGVs and other large vehicles delivering to the new development would be via the industrial estate / Ffordd Y Graig (if travelling from the east) or via Barkers' Well Lane (if travelling from the west) to Grove Road. For this reason the development proposals for Pentre Canol involve the creation of a second vehicular entrance near the Grove Road / Beacon's Hill junction.

2.7 It is intended that this entrance be used for all service vehicles (ie deliveries, refuse collections, ambulances etc) and by staff and other professionals accessing associated parking facilities, thereby reducing the vehicular use of Post Office Lane, Middle Lane and Lôn Copner.

2.8 The arrangement of this new entrance is shown on the Proposed Site Layout Plans in Appendix F, with the design discussed in greater detail in Section 10.0 below.

2.9 The Environment Act 1995 requires local authorities to review and assess air quality in their areas. In order to achieve their aims authorities are empowered to declare air quality management areas within which they can introduce measures to secure the required standards.

2.10 The proposed development site is not in an air quality management area.

3.0 ROAD SAFETY

3.1 Denbighshire County Council maintains records of reported collisions within the highway and these are now available through the Crashmap website at www.crashmap.co.uk. A search has been made with regard to the record in the vicinity of the site for the previous 5 years and covered the roads adjoining the proposed development site (Middle Lane, Grove Road and Beacon's Hill) and Vale Street within 200m of the junctions with Post Office Lane and Lôn Copner. 3.2 There were nine collisions withinDRAFT this area during the 5-year period, six of which were slight in severity and three which were serious.

3.3 Two of the serious collisions occurred in Grove Road to the east of the proposed site entrance. One collision (reference 201360P144481) involved three cars, with the one driven by a younger driver (16-20) hitting the other two (which were described as "slowing down or stopped" or "waiting to proceed normally but held up") on the offside. The collision took place in daylight, in fine, dry conditions and was not within 20m of a junction.

3.4 The second collision (reference 201360P191132) involved a car hitting a young girl who was described as "in carriageway, not crossing". The collision took place in November in daylight and fine, dry conditions and was not within 20m of a junction.

3.5 The other serious collision (reference 201260N080228) took place in Vale Street and again involved a car (driven by a younger driver, 16-20) hitting a pedestrian described as "in carriageway, not crossing".

3.6 The slight collisions all took place in Vale Street with only two (reference 201360P082865 & 201560S078777) involving vehicles turning at junctions (in both cases at Post Office Lane and in wet conditions). Of the others, one (reference 201560S136845) involved an elderly motorist (over 75) reversing from a private drive or entrance into the carriageway and three involved impact with parked or stationary vehicles.

3.7 Details of all the collisions are included at Appendix B.

4.0 TRAFFIC VOLUME AND SPEED

4.1 In order to assess the level of traffic on the highway network surrounding the site an automatic traffic count was carried out for a 12-day period commencing on 07 October 2016, during school term time. The count measured both traffic volume and speed.

4.2 Counters were placed as follows:

• ATC 1 - Grove Road, opposite the former Magistrates Court

DRAFTo • ATC 2 - Beacon's Hill opposite N 65

• ATC 3 - Middle Lane opposite the existing site entrance

4.3 The average weekday two-way flow in Grove Road was 1,752 vehicles, falling to 938 vehicles at the weekend. The busiest hour was 0800-0900 with a two-way flow of 183 vehicles. Recorded 85%-ile speeds over the full 12-day period were 28.4mph and 26.8mph westbound and eastbound respectively.

4.4 In Beacon's Hill the average weekday two-way flow was 1,223 vehicles, falling to 624 vehicles at the weekend. The busiest hour was 0800-0900 with a two-way flow of 120 vehicles. Recorded 85%-ile speeds over the full 12-day period were 27.3mph and 26.8mph westbound and eastbound respectively.

4.4 In Middle Lane the average weekday two-way flow was 257 vehicles, falling to 84 vehicles at the weekend. The busiest hour was 0900-1000 with a two-way flow of 30 vehicles. Recorded 85%-ile speeds over the full 12-day period were 19.5mph and 19.2mph westbound and eastbound respectively.

4.5 The results of this traffic survey are included at Appendix C.

5.0 PUBLIC TRANSPORT

5.1 The area surrounding the site is served by public transport in the form of the Arriva Bus Service 51, X51, 53 & 76, the M&H Bus Service 66 & 76, the Llew Jones Bus Service 14, 55 & 71 and the P&O Lloyd Bus Service 14A. The above run along Vale Street to the south of the site.

5.2 The principal service is the 51 / X51, which operates between Rhyl, Denbigh and Wrexham, via Ysbyty Glan Clwyd and Ruthin. This service runs on Monday to Saturday from 0610 to 1945 and 0611 to 1925 east and westbound respectively. The frequency is generally less than 30 minutes, and increases to asDRAFT little as 20 minutes through the working day. 5.3 Regular connections throughout the working day are provided by the 53 services to a number of destinations including the Tweedmill Shopping Outlet, St Asaph, Glan Clwyd Hospital and Prestatyn

5.4 The Arriva 76 service provides a connection between Denbigh and Llangwyfan (via Llandyrnog) whilst the M&H 66 service operates between Henllan and Denbigh and the M&H 76 service provides connections between Denbigh, Llandyrnog, Ruthin and Pentrecelyn.

5.5 The Llew Jones 14 service provides a connection between Denbigh and Mold, whilst their 55 & 71 services operate between Denbigh and Ruthin & Corwen respectively.

5.6 The P&O Lloyd 14A service operates between Denbigh and Holywell bus station.

5.7 A summary of the above services in tabular form is included in Appendix D.

5.8 Bus stops are located in Vale Street opposite the Old Police Station for east and west bound services respectively. Both stops are less than 250m walking distance from the site.

5.9 Convenient connection with local and main line rail services is possible at Rhyl railway station, which is accessible via the local bus services, in particular the Arriva 51 service which run directly to the bus station which in turn is adjacent to the train station.

6.0 ACTIVE TRAVEL

6.1 The town centre of Denbigh is only 400m distant from the development site and provides a wide variety of retail, commercial, recreational, community and employment facilities

6.2 Community facilities in the form of a church and public house are located close to the site in Vale Street. There is also a supermarket and shops in Townsend within 400m of the site.

6.3 Denbigh Museum is located in the former Magistrates Court which is immediately opposite the new site entrance in Grove Road.DRAFT 6.4 A plan showing the disposition of the above in relation to the site is included at Appendix E.

6.5 Pedestrian access to the town centre can be gained without the need to cross a major road. There are signal-controlled pedestrian crossings in the Town Centre and at Townsend which enable the safe crossing of Vale Street where necessary to gain access to the above facilities.

6.6 There are no purpose-built or designated cycle routes near to the site. As described in Section 5, bus routes are available within 250m cycling distance, thereby providing good extended access for cyclists to the coastal area from Prestatyn to Conwy.

6.7 Mobility scooters or buggies (Class 3"invalid carriages") will be provided for the active elderly residents of Pentre Canol. These can travel on the road (at a maximum speed of 8mph) or on the footways where they are sufficiently wide (at a maximum speed of 4mph) and will make access to and from the above facilities easier for those less mobile.

6.8 It is anticipated that the principal pedestrian / mobility scooter routes between Pentre Canol and Vale Street will be via Post Office Lane and Lôn Copner.

7.0 PROPOSED DEVELOPMENT

7.1 The development will provide 52 extra care apartments within the main block. 34 of these apartments will be 2 bedroomed and 18 will be 1 bedroomed of 65m2 and 50m2 respectively.

7.2 A second two storey block to the South will provide 14 (8x2 bedroom, 6x1 bedroom) apartments, and a third block will provide a 5 bedroom (4 residents, 1 staff) community living dwelling at ground level with a further 4x1 bedroom apartments above. 7.3 The design allows for maximumDRAFT flexibility while providing a range of extra care and supported living homes for those with a variety of housing needs in Denbigh and the surrounding area. All new properties are designed to be low maintenance, highly sustainable, low carbon structures, to meet Welsh Government Design Quality Requirements and Lifetime Homes. The scheme aims to achieve BREEAM Excellent.

7.4 The main vehicular access to the site will be via a new entrance off Grove Road / Beacon's Hill and will be used for all service vehicles (ie deliveries, refuse collections, ambulances etc) and by staff and other professionals accessing associated parking facilities.

7.5 The existing site entrance off Middle Lane will be used predominantly by residents and their visitors.

7.6 Site layout plans of the proposed development are included at Appendix F.

8.0 PLANNING GUIDANCE / POLICY

8.1 Planning guidance on the transportation aspects of development is set down in the Welsh Government Planning Policy Wales Technical Advice Note18: Transport. This accepts that,

…the car is important for accessibility in rural areas and is likely to remain so for the foreseeable future, but, nonetheless sets down the following principles:

• Greater choice of means of transport other than the private car should be provided.

• The development shouldDRAFT allow existing infrastructure to continue to function.

• Housing development should be promoted at locations with good access by walking, cycling and public transport.

• The development will facilitate access by new residents to public transport stops, local shops and facilities by walking and cycling;

• Parking should be managed and the street layout should militate against inappropriate parking and avoid the obstruction of pedestrians or emergency access.

• Safe access should be provided.

• Account should be taken of air quality management objectives.

8.2 The Active Travel (Wales) Act 2013 is primarily concerned with the mapping and planning of active travel routes by local authorities, which has no direct application to the development control function. However, Section 10 of the act does require local authorities to exercise their functions to (a) promote active travel journeys, and (b) secure new active travel routes and related facilities and improvements in existing active travel routes and related facilities. Design guidance issued by the Welsh Assembly Government has the following to say with regard to private development: -

Even though the local authority may not be directly responsible for the scheme, it must use its powers to control development and approve technical designs to fulfil its obligations under the Active Travel Act to bring benefits to pedestrians and cyclists.

8.3 The guidance also requires local authorities to review their design guidance for new roads in developments to ensure that highways on new developments provide appropriate facilities for walking and cycling as a matter of course.

8.4 With regard to external roads the guidance says: -

In almost all cases there will be the need for connections to places beyond the development itself - for example to a nearby town centre or major employment zone - and it will be necessary for good connections to be made by foot and cycle to these places from all parts of the site.

9.0 TRAFFIC GENERATION

9.1 Notwithstanding the person trips to and from the site that will be undertaken on foot, cycle, mobility scooter or by public transport (see Sections 5 and 6) it has been assumed for the purpose of assessing the worst impact on the highway that the site will be principally served by car.

9.2 The normal practice is to calculate trip rates from data for similar sites contained in the Trip Rate Information Computer System (TRICS) a nationally compiled database that provides levels of traffic generated by a variety of types of development. However the database does not currently provide information on the typeDRAFT of use proposed at the Supported Living Village or for the former Further Education Centre.

9.3 For the purpose of comparing the levels of traffic arising from the proposed and existing site uses, the following equivalences have therefore been assumed:

• Further Education Centre / Secondary Education

• Supported Living Apartments / 3F Sheltered Accommodation (with Warden) (this category generates greater traffic flows and is therefore a ‘worst case’ scenario)

• Supported Living Extra Care / 5F Nursing Homes

9.4 The numbers of trips generated by these uses have been calculated based on information taken from the database. The calculations of the numbers of trips are included at Appendix G.

9.5 The forecast daily number of vehicle trips for the former use are 688 one-way trips with morning and evening peak-hour flows of 227 and 28 vehicles respectively. All of these vehicle movements would have accessed the site via the Middle Lane entrance.

9.6 For the Supported Living Village the combined traffic generation for the Apartments and Extra Care is forecast to be 504 one-way trips with evening peak hour flows of 69 vehicles. The busiest hour is for the Extra Care accommodation with flows of 104 vehicles between 14.00 & 15.00hrs. However all these vehicle movements will be split between the Middle Lane and the Grove Road / Beacon's Hill entrance.

9.7 It may be concluded, therefore, that the proposed development will not generate additional levels of traffic compared to the existing use and that there should even be a substantial decrease in the usage of Middle Lane.

10.0 ASSESSMENT OF NEW ENTRANCES

10.1 In order to reduce the traffic impact of the proposed Supported Living Village on the surrounding road network, the proposals include for the construction of a new access off Grove Road / Beacon's Hill. This will form the main vehicular access to the site and will be used for all service vehicles (ie deliveries, refuse collections, ambulances etc) and by staff and other professionals accessing associated parking facilities.

10.2 The existing site entrance off Middle Lane will be used predominantly by residents and their visitors. DRAFT 10.3 Both entrances have been assessed in terms of visibility and stopping sight distances in accordance with the criteria set out in Tan 18 and Manual for Streets and also for vehicle manoeuvrability in and out of the proposed junctions.

10.4 The roads surrounding the site are within a 30mph zone and this figure has been used to determine the required visibility and stopping sight distances. The entrances have been designed to comply with these requirements as illustrated on Drawings 5230 / SK02 - SK05 in Appendix H.

10.5 The visibility sight lines from a new entrance are required to be contained within the public highway or within land owned or under the control of the Developer. This criteria can be achieved for the Grove Road / Beacon's Hill entrance but for the Middle Lane entrance the visibility splay to the west (towards Post Office Lane) crosses land owned by the adjoining property although is not obstructed by a boundary wall. This situation also exists for the current site usage.

10.6 However the traffic speed survey (Section 4.0) indicates that the 85%ile speeds in Middle Lane are significantly less that the 30mph speed limit and therefore the visibility requirements can be reduced accordingly. Whilst this does not eliminate encroachment over third party land it does minimise it.

10.7 In practical terms the existence of on-street parking will mean that the driver's sight-line is closer to the kerb line than assumed in the assessment meaning that the visibility splay is unlikely to cross the neighbouring land.

11.0 PARKING

11.1 The Council's planning policy requires car parking in new developments to be provided in accordance with its Supplementary Planning Guidance Note SPG 21 Parking Requirements in New Developments. This document sets down maximum numbers of spaces to be provided in order to deter excessive car ownership and consequent use.

11.2 However, as with traffic generation this Note does not currently provide information on the type of use proposed at the Supported Living Village. For the purpose of determining the number of parking spaces required for theDRAFT proposed site use, the following equivalences have been assumed: • Supported Living Apartments / Self-contained elderly persons dwellings (not wardened) (this category generates greater numbers of parking spaces and is therefore a ‘worst case’ scenario)

• Supported Living Extra Care / Residential homes for elderly persons / nursing homes

11.3 The following maximum parking provision is required in accordance with this document:

Self-contained elderly persons dwellings

• 1 space per 2-4 units

• 1 visitor space per 4 units

Residential homes for elderly persons / nursing homes

• 1 space per resident staff

• 1 space per 3 non-resident staff

• 1 visitor space per 4 units

11.4 The calculation of required parking spaces is included at Appendix H.

11.5 The site layout plan included at Appendix F indicates that parking spaces will be provided within the property cartilages. 18 of these will be provided off the proposed Grove Road / Beacon's Hill entrance which will be used predominantly by care and kitchen staff and visiting professionals. The remaining spaces will be provided off the Middle Lane entrance and will be used predominantly by residents and visitors.

11.6 Parking facilities will be provided for the disabled and for mobility scooters, both off the Grove Road / Beacon's Hill entrance and off Middle Lane.

12.0 CONSTRUCTION AND SERVICE TRAFFIC

12.1 All construction traffic will gain access to the site by road, the only practical means. The approach roads are not ideal in terms of width and alignment, but the number of buildings to be constructed is not large and the consequent construction traffic should also be relatively modest.

12.2 It is intended that the development will largely follow the existing site topography except for the construction of the Lower Ground Floor and the new entrance from Grove Road / Beacon's Hill. Whilst these two elements will require major earthworks it is anticipated that the exportation of excavated material will takeDRAFT place from the north ie via Grove Road. Other materials and personnel will be of the type and order normally associated with housing construction.

12.3 Demolition of the existing buildings will require initial plant and personnel access via Middle Lane but it is anticipated that demolition arisings will be taken off site via Grove Road with building stone stored on-site for re-use in the new buildings.

12.4 Following the construction of the new entrance off Grove Road / Beacon's Hill it is intended that the majority of the building materials will be brought onto site from this direction and distributed by tower crane, thereby minimising the use of the Middle Lane entrance.

12.5 Given the nature of the proposed development the traffic generated will be mainly cars. There will be no need for abnormal loads or significant numbers of HGVs to visit the site beyond the construction stage. The only commercial vehicles envisaged are those engaged in routine domestic functions e.g. food and fuel deliveries and refuse collection. Such traffic will have been present in connection with the former use of the site and will not, therefore, present a new inconvenience. The proposed entrance layout for the site will enable service vehicles to enter and leave the existing highway (in Grove Road / Beacon's Hill) in forward gear, thereby reducing any potential hazard associated with reversing vehicles.

13.0 DEVELOPMENT IMPACT

13.1 The Chartered Institution of Highways and Transportation (CIHT) document Guidelines for Providing for Journeys on Foot suggests desirable, acceptable and maximum walking distances of 400m, 800m and 1200m respectively.

13.2 There is safe and convenient access from the site by walking to the local facilities referred to in Section 6.0, which meets the above guidelines and should help to reduce potential vehicular traffic from the development.DRAFT 13.3 All of the above facilities can generally be reached by footways through the residential area together with the more lightly trafficked Lôn Copner. The pedestrian crossings in Vale Street assist the safe passage to facilities to the south of it.

13.4 TAN18 (see Section 8) states that cycling has the potential to act as a substitute for shorter car journeys, or form part of a longer journey when combined with public transport.

13.5 As for walking, cycle access to the local facilities is available in a low-speed environment. Guidance issued by the Welsh Government relating to active travel suggests that for vehicular flows of less than 2500vehicles/day and speeds of 20mph combined vehicle / cycle / pedestrian traffic is acceptable.

13.6 The principal concern with regard to the mixing of the various modes of travel is the narrow nature of existing highway network and associated footways. However, despite this the accident record does not indicate that this has been a serious problem.

13.7 There will be adequate space within the new development for the storage of cycles and mobility scooters.

13.8 Frequent bus services are available within easy access of the site throughout the day. Services cover the whole of the coastal urban area from Rhyl to Prestatyn and also to Wrexham, Mold and Ruthin and towns / villages to the south. There is also convenient access to railway services at Rhyl Railway Station, which should enable many potential vehicular trips to be avoided.

13.9 The Chartered Institution of Highways and Transportation publication Guidelines for Planning for Public Transport in Developments recommends a 400m maximum walking distance to bus stops. The latter is achieved to both the east and westbound bus services in Vale Street.

13.10 The carriageway in Grove Road / Beacon's Hill is wide enough to enable right-turning vehicles to wait without obstructing the through flow of traffic and the TRICS data indicate that the level of generated traffic from the development will be less than that from the previous use. No capacity problems are therefore envisaged.

13.11 The major safety issue with regard to any junction is the visibility of approaching vehicles. The required visibility standards are set down in Appendix B of TAN 18 and Manual for Streets.

13.0 DEVELOPMENT IMPACT (continued)

13.12 Table B of the appendix specifies the required stopping distances (‘Y’ distance) in built up areas where the actual or design speeds are 60Kph (37.5mph) or below. Given the 30 mph speed limit and the general layout of the roads in the vicinity of the site use of this table is appropriate. The appropriate set back (‘X’ distance) is 2.4m.

13.13 For the entrance from Grove Road / Beacon's Hill to the west (left) the required stopping sight distance for the measured 85%-ile speed of 26.8mph is 34m. To the east (right) the required distance for the speed of 28.4mphDRAFT is 37m. Both distances are achievable and the access should accordingly function safely. The accident record confirms this.

13.14 The road accident record in the road network around the development site does not indicate any particular safety problems.

13.15 The development will be provided with sufficient car parking to comply with the Council's requirements. As a result all parking and turning should be contained within the development site without exceeding the maximum standard and there should be no over spilling of cars onto the adjacent existing highway. Should the Council require a greater level of parking this can also be accommodated within the site and there should be no adverse effect on the external road network.

13.16 The need for pedestrian crossings is usually assessed from the product of PV2, where P and V are the respective pedestrian and vehicle flows. For the low numbers of vehicles present at the access, pedestrian crossing flows in excess of 2000 / hour would be necessary to justify any type of controlled crossing, Pedestrian crossing flows generated by the development would only represent a small fraction of the above, so a simple crossing provided with dropped kerbs and suitable paving should be sufficient.

13.17 The visibility standards required for the new entrances are as described in Section 10 above.

13.18 Given the extent of the search area for road collision data, the number of accidents was not large, and for the majority their severity was slight. There are only two recorded accidents in the vicinity of the site within the last 5 years, and neither of these incidents related to the actual site access. The proposed development should reduce the numbers of manoeuvres in Middle Lane and no consequent worsening of the record is anticipated.

13.19 No special measures are currently in force in the vicinity relating to the management of air quality, indicating that there is not a perceived serious concern. As the level of traffic will be lower than that from the former site use, no serious additional problems are envisaged, particularly as most of the generated traffic is expected to consist of cars. This may also be said of traffic noise.

14.0 TRANSPORT IMPROVEMENTS

14.1 There is limited scope for implementing transport improvements as part of the scheme. The existing road network is congested and the footways are narrow and there is no opportunity to improve this situation.

14.2 The major benefit of the Proposed Supported Living Village is the construction of a new vehicular access to the site off Grove Road / Beacon's Hill. This will accommodate the majority of service and staff vehiclesDRAFT thereby keeping the traffic using Middle Lane to a minimum. 14.3 It is anticipated that Middle Lane will provide the main pedestrian route to the town centre although an alternative facility will be provided via the new entrance off Grove Road / Beacons Hill.

14.4 The site has a frontage to Middle Lane of approximately 60m, comprising the existing entrance and a boundary wall. Whilst widening the footway across this frontage as part of the development has been considered, this is unlikely to be possible due to the restrictions imposed by the conservation area. A dropped crossing will however be provided adjacent to the existing doctor’s surgery. This would have the benefit of providing safer passage towards Lôn Copner for access to Vale Street.

15.0 SUMMARY AND CONCLUSIONS

15.1 A range of local facilities is available within walking and cycling / mobility scooter distance thereby reducing the need for car use.

15.2 The site has convenient and safe access to pedestrian and cycling / mobility scooter facilities and frequent public transport.

15.3 Improvements to pedestrian facilities will be provided around the site entrance in Middle Lane and a new entrance for serviceDRAFT vehicles will be constructed off Grove Road / Beacon's Hill. 15.4 The site will be laid out in accordance with the Council's requirements with adequate car parking and manoeuvring space and there should be no necessity for parking and turning on the existing highway.

15.5 The level of vehicular traffic generated by the development will be relatively low, and actually lower than that generated by the former use. The existing highway network can accommodate the resulting traffic level with no significant adverse effect on its function.

15.6 As levels of traffic will be small and no greater than those arising from the former use, no corresponding additional adverse environmental effects e.g. noise and atmospheric pollution are envisaged.

15.7 The highway network immediately surrounding the site has experienced two recorded collisions within the last five years. The traffic levels from the proposed development are predicted to be lower than the existing use. No significant worsening of the safety record is likely to result from the proposed development.

15.8 In conclusion, the proposed development complies with planning policy and guidance and should have no significant adverse transport effect.
