American Society for Cybernetics the Heinz Von Foerster Society
American Society for Cybernetics The Warren McCulloch Award of the American Society for Cybernetics is awarded to The Heinz von Foerster Society for an extensive, prolonged, deep and successful commitment to the furtherance of the work of Heinz von Foerster and other cyberneticians concerned with second-order cybernetics and related approaches and understandings. Beginning with a major interview book with Heinz von Foerster (“Der Anfang von Himmel und Erde hat keinen Namen: Eine Selbsterschaffung in sieben Tagen” about to appear in English translation), members of the Heinz for Foerster Society have promoted second order cybernetics in general, and the work of Heinz von Foerster, Gordon Pask, Ernst von Glasersfeld and Richard Jung in particular, in the conferences and lectures they have funded and promoted over the past 10 years. Emerging from their first conference, the book “An Unfinished Revolution” is a key critical and reference work covering the progress so far of second-order cybernetics. Together with the publishers echoraum, they have also published a series of books on mainly second-order cybernetic topics, with authors including ASC members; and recently began a new series with the book “Trojan Horses,” which emerged from the ASC’s 2010 conference held in Troy, NY. The Heinz von Foerstar Society has been successful in directing new public attention to cybernetics in both the English and the German speaking worlds. Theirs is a major contribution to the furtherance of cybernetics, both in terms of public attention and publicity, and in the continuing development of our subject area. Journal of Sociocybernetics ISSN 1607-86667 ORIGINAL ARTICLE Critical Sociocybernetics: Developing the Concept of Dispositif for an Analysis of Steering Processes Between Social Systems Juan Carlos Barrón Pastor and Jorge Cardiel Herrera National Autonomous University of Mexico Sociocybernetics is particularly interested in investigating how societies steer their social systems. According to Hornung (2006), sociocybernetic studies have predominantly followed three main strategies: a problem–solution scheme, a structural analysis and a normative proposal. We consider that, to have an integral constructivist foundation, sociocybernetics needs to also take a critical perspective into account. Critical theory used to be circumscribed to the first school of Frankfurt, but now it includes a wide range of approaches —such as Michel Foucault’s genealogical and archaeological project, psychoanalytical perspectives (e.g. Slavoj Žižek), schizoid- analysis (e.g. Gilles Deleuze and Felix Guattari), feminist perspectives (e.g. Judith Butler), and de–colonialist proposals (e.g. Boaventura De Sousa Santos)— offering very diverse notions of power, ethics and transformation. Nevertheless, some key concepts, such as dispositif, event, subject, cultural industry and antagonism, link many of these critical theorists. In this article, we explore how sociocybernetics can develop a critical perspective and some of the challenges of bringing together concepts pertaining to different theories. Specifically, we develop the concept of dispositif originally used by Foucault, Agamben and Deleuze for an analysis of asymmetrical dynamics of power and steering processes between social systems. Thus, we put forth a sociocybernetical understanding of dispositifs as second–order steering mechanisms which intervene strategically between systems and couple them conditionally. Ultimately, we seek to demonstrate that sociocybernetics can benefit from critical theory and vice versa. -

Control theory S. Simrock DESY, Hamburg, Germany Abstract In engineering and mathematics, control theory deals with the behaviour of dynamical systems. The desired output of a system is called the reference. When one or more output variables of a system need to follow a certain ref- erence over time, a controller manipulates the inputs to a system to obtain the desired effect on the output of the system. Rapid advances in digital system technology have radically altered the control design options. It has become routinely practicable to design very complicated digital controllers and to carry out the extensive calculations required for their design. These advances in im- plementation and design capability can be obtained at low cost because of the widespread availability of inexpensive and powerful digital processing plat- forms and high-speed analog IO devices. 1 Introduction The emphasis of this tutorial on control theory is on the design of digital controls to achieve good dy- namic response and small errors while using signals that are sampled in time and quantized in amplitude. Both transform (classical control) and state-space (modern control) methods are described and applied to illustrative examples. The transform methods emphasized are the root-locus method of Evans and fre- quency response. The state-space methods developed are the technique of pole assignment augmented by an estimator (observer) and optimal quadratic-loss control. The optimal control problems use the steady-state constant gain solution. Other topics covered are system identification and non-linear control. System identification is a general term to describe mathematical tools and algorithms that build dynamical models from measured data. -

Introduction The grand ideas such as, for example, the risk society of Beck [1992], complexity-stimulated crises discussed by Tainter [1988, 2000], Diamond [1997, 2005], ingenuity gap of Homer-Dixon [2002], and other similar, less publicized visions, lead to the following question. Was the world simpler and less risky in the past? The question brings about several paradoxes embodying actors and issues relating to broadly defined security. On the one hand we are intuitively aware that the present global society with development of IT and all its consequences, increasing number of societal interactions and environmental threats is becoming more difficult to comprehend. On the other, modern science allows for better understanding of the world. It may be then hypothesize that the contemporary discourse on the risk society and complexity of society is not correct when compared with the state of the world in any time in the past and much lower level of understanding of the world in that time. It may be even stated provocatively that although the number of social scientists is increasing only a relatively small of them have a deepened knowledge about the modern social proceses. The above paradox is used as a point of departure of the study of the links between complexity of society in the past and at present, and occurrence of large scale socioeconomic crises (countries, regions, continents, global scale). -

TAKIS FOTOPOULOS Abstract: The aim of this paper is to critically assess the claims of systems theory and complexity in the analysis of social change and particularly to examine the view that ―if certain conditions are met― both could potentially be useful tools for radical analysis. The conclusion drawn from this analysis is that, although systems theory and complexity are useful tools in the natural sciences in which they offer many useful insights, they are much less useful in social sciences and indeed are incompatible, both from the epistemological point of view and that of their content, with a radical analysis aiming to systemic change towards an inclusive democracy. Introduction It was almost inevitable that the present demise of Marxism would bring about a revised form of functionalism/evolutionism, which had almost eclipsed in the sixties and the seventies, particularly in areas like the sociology of development where it had been replaced by neo-Marxist and dependency theories. The new version of functionalism/evolutionism is much more sophisticated than the original Parsonian functionalist paradigm and incorporates recent developments in “hard” sciences to produce a new “general” theory of social systems. An Accidental Resource: the Social Ecological System Framework Applied to Small Wetlands in Sierran Foothill Oak 1 Woodlands 2 2 3 Tracy V. Hruska, Lynn Huntsinger, and Jose L. Oviedo, Abstract An ongoing study of the small wetlands in the northern Sierra Nevada foothill oak woodlands that provide habitat for the state-threatened California black rail (Laterallus jamaicensis coturniculus) offers an example of the way that the social ecological systems (SES) framework can be used to analyze a natural resource problem. At the outset, it was hypothesized that the area’s hydrology, West Nile Virus from wetland mosquitos, the population ecology of the bird, and the decisions of landowners would have important impacts on the wetlands and birds. A SES framework was applied to identify and understand the interactions among ecological and human factors. The case of irrigated wetlands in Sierra foothill woodlands turns out to be an example of a fractured SES. Actions within the social system are having profound impacts on the natural system, but these resulting changes in the natural system appear to have little or no feedback to the social system. Intervention points identified include education of landowners, influencing water districts, and incentivizing conservation. A review by Klaus Krippendorff University of Pennsylvania Ecological Communication is important, especially for sociologically oriented communication scholars. The book, published in German in 1986, is one of Niklas Luhmann’s later works, most of which are not available in English. It incorporates many of the more recent developments along the author’s intellectual path and therefore can serve as an introduction to his current thinking.
