Introduction 1.1 Chairs, Accountable Officers and leaders across NHS and social care in Shropshire, Telford and Wrekin have agreed to establish a ‘Compact’ which sets out their commitment to partnership working to deliver improved health and wellbeing for the people they serve. 1.2 The Compact sets out a high level vision and strategy for the health and social care system, drawing on the visions and priorities of individual organisations and other partnerships, including the respective Health and Wellbeing Strategies of the two local authorities. 1.3 It commits all organisations to a set of principles and ways of working which will provide a framework for collaborative working through which key elements of the strategy will be delivered. Canley Brook Area Design summary www.hs2.org.uk Introduction HS2 High Speed Two (HS2) is the new high speed railway for Britain. In 2017, Parliament approved plans for the part of the railway that will run between the West Midlands and London. The design of HS2 is an ongoing process. A preliminary design was approved by Parliament, which our main works contractors are refining, within certain agreed limits. This work includes taking any opportunities to deliver HS2 as effectively as possible while minimising our impact on communities and the environment. As we undertake the next stage of design work on the railway, we would like to make the community aware of any work that affects them. This includes the design of HS2 in the Canley Brook area (Kenilworth Cutting, the A429, Canley Brook Viaduct and Crackley Road Cutting). This design summary explains how the scheme design has been changed in this area. For the latest information about this work please visit www.hs2inwarwickshire.co.uk Balfour Beatty Vinci Joint Venture Balfour Beatty Vinci (BBV) are the main works contractor for this area of the route. Their job is to prepare the final design of the HS2 route and build the railway in preparation for the track and signalling installation. M42 Junction 6 Improvement Scheme Response from Hampton-in-Arden Parish Council to the Public Consultation. The Parish Council has been represented at several public consultations, had a number of other meetings with representative organisations and with senior Highways England staff and their consultants, all of which have been helpful to the debate. We welcome the initiative to find a long term solution to the current problem of regular congestion at Junction 6, which will be exacerbated by planned developments at UK Central, Birmingham Airport, NEC and HS2 Interchange. Residents of local communities at Catherine-de-Barnes, Bickenhill and Hampton-in-Arden are very concerned about the impact of these developments on the semi-rural location and ambience of the villages, local infrastructure, the rural Arden landscape and noise and pollution. It is accepted that all of the options presented will have a serious impact and that each will have different and detrimental effects on each community, which will result in no one community being fully in agreement with whichever option is chosen. For this reason the Council has tried to be fully objective in its comments and preferred option and would emphasise that we regard the preference as ‘the least worst’ option available. For some time we have been reassured by our local MP, Dame Caroline Spelman, that she regards the A45 as the defensible boundary for the Meriden Gap Green Belt. That gap is now seriously threatened by HS2 developments, the Arden Cross plan on land west of the A452 and with the Junction 6 proposals. Each new development will have a major impact on farmland and an SSI in the Blythe valley. -

STATUTORY INSTRUMENTS 2016 No. 587 HOUSING, ENGLAND The Housing (Right to Buy) (Designated Rural Areas and Designated Regions) (England) Order 2016 Made - - - - 16th May 2016 Laid before Parliament 19th May 2016 Coming into force - - 20th June 2016 The Secretary of State, in exercise of the powers conferred by section 157(1)(c) and (3) of the Housing Act 1985(1), makes the following Order: Citation, commencement and interpretation 1. This Order may be cited as the Housing (Right to Buy) (Designated Rural Areas and Designated Regions) (England) Order 2016 and comes into force on 20th June 2016. 2. In this Order “the Act” means the Housing Act 1985. Designated rural areas 3. The areas specified in the Schedule are designated as rural areas for the purposes of section 157 of the Act. Designated regions 4. In relation to a dwelling-house which is situated in a rural area designated by article 3 and listed in paragraph 1 of the Schedule, the region designated for the purposes of section 157(3) of the Act is the district of Chichester. 5. Rural Settlement List 2014
National Non Domestic Rates RURAL SETTLEMENT LIST 2014 1 1. Background Legislation With effect from 1st April 1998, the Local Government Finance and Rating Act 1997 introduced a scheme of mandatory rate relief for certain kinds of hereditament situated in ‘rural settlements’. A ‘rural settlement’ is defined as a settlement that has a population of not more than 3,000 on 31st December immediately before the chargeable year in question. The Non-Domestic Rating (Rural Settlements) (England) (Amendment) Order 2009 (S.I. 2009/3176) prescribes the following hereditaments as being eligible with effect from 1st April 2010:- Sole food shop within a rural settlement and has a RV of less than £8,500; Sole general store within a rural settlement and has a RV of less than £8,500; Sole post office within a rural settlement and has a RV of less than £8,500; Sole public house within a rural settlement and has a RV of less than £12,500; Sole petrol filling station within a rural settlement and has a RV of less than £12,500; Section 47 of the Local Government Finance Act 1988 provides that a billing authority may grant discretionary relief for hereditaments to which mandatory relief applies, and additionally to any hereditament within a rural settlement which is used for purposes which are of benefit to the local community. Sections 42A and 42B of Schedule 1 of the Local Government and Rating Act 1997 dictate that each Billing Authority must prepare and maintain a Rural Settlement List, which is to identify any settlements which:- a) Are wholly or partly within the authority’s area; b) Appear to have a population of not more than 3,000 on 31st December immediately before the chargeable financial year in question; and c) Are, in that financial year, wholly or partly, within an area designated for the purpose.
