Welcome to the 76th Annual Meeting of the North Carolina Public Health Association. The Program Subcommittee welcomes you to what we feel will be an experience to remember.
Each year we gather to renew old friendships and to make new ones. To increase our knowledge in our chosen fields and to look to new horizions. This year will be no exception. The Program Subcommittee and the Program Chairpersons of the Sections have worked very hard to plan an educational program with something for everyone. The Local Arrangements Committee has out done themselves- with the plans they have for each of you.
The theme for our Annual Meeting, PUBLIC HEALTH - WE CARE, will give each of us a chance to stop and think about the real reasons for our being in public health and what each would like to accomplish.
Enjoy the Convention. Return and let your peers know what they are missing when they are not members of NCPHA and do not attend the Annual Meeting.

HABITAT FOR HUMANITY
A non-profit Christian housing ministry that works in partnership with poor people to improve the conditions in which they are forced to live. There is also a Special Affiliate, Habitat for Handicapped Humanity. Thomas E. Hall, Jr. Associate Executive Director, Habitat for Humanity, Americus, Georgia will be the speaker. This workshop is co-sponsored by the Developmental Rehabilitation and Maternal and Child Health Sections.
CURRENT ISSUES IN PUBLIC HEALTH
This Is' a workshop to discuss current issues in public health in North Carolina. Some of the areas to be covered are responsible sexuality, health promotion, child day-care and school health. Speakers will be administrative staff from the Mecklenburg County Health Department which is the facility sponsoring the workshop.
NURSING DILEMMA: HELPING THE PATIENT TO COPE WITH THE PAIN AND SUFFERING OF LIVING WITH AIDS

20 OUR FUTURE ROLE IN PUBLIC HEALTH EDUCATION: RISK REDUCTION AND PREVENTION OF STD' S IN THE 1990s AND BEYOND
The speaker for the workshop is Dr. Michael Rosenburg, MPH, Executive Director of the American Social Health Association. Dr. Rosenburg is young, energetic, and has much expertise in his field of research, Behavioral Aspects of STD' S. He will attempt to identify and clarify some concepts and techniques that we as public health professionals must be aware of and know how to use, if we are to survive the consequences of sexually transmitted diseases. This workshop is a must for those health professionals who do indeed want to be prepared for the future. The STD Section especially, would like to welcome and encourage NURSES" and other interested public health professionals to attend this vital workshop.

OVERVIEW AND APPLICATION OF MICROCOMPUTER SOFTWARE IN LOCAL HEALTH DEPARTMENTS
The results of a survey of local health departments will be presented indicating what types of software are currently being used. Some examples of computer software will be presented using a large display screen. A panel of interested computer users will provide discussion of the topics and consultation will be available after the session.

The water you are drinking may be full of impurities and contaminants. Do you know that the water you drink and have analyzed is completely safe? Is routine bacteriological and chemical analysis enough? Should multiple sampling be considered? What is and may be the consequences of improper well construction? What chemical composition of water may cause plumbing problems and what can be considered as corrective measures?

21 FOOD BACTERIOLOGY SURVEILLANCE PROGRAMS - THE NEW STAR ON THE HORIZON
New and exciting things are happening in the Laboratories and Environmental Health Divisions of Local Health Departments across the state. The new stars on the horizon are the Food Bacteriology Surveillance Programs already underway in a number of our health departments. This workshop will be divided into three parts in an effort to present to you all aspects of the program. The sanitarian' s responsibilities and the laboratory' s procedures will be covered as well as recommendations that have been made to standardize the program. Come and learn about this innovative program. You will be learning about a new twist in food establishment inspections.

COMPUTERS IN ENVIRONMENTAL HEALTH SERVICES
This will be a workshop and demonstration, of the potential use of microcomputer systems for environmental health activities. Ms. Jane Sparks, Data Processing, Orange County, has developed software for data processing of sewage records, food and lodging activities, and other record keeping and retrival needs of environmental health sections. Documentation, workload and activity data, and retrival needs are now more than ever important to properly account for environmental health program involvement. LOCAL FIELD INVESTIGATION PROCEDURES FOR LOCAL HEALTH DEPARTMENTS
Mrs. Charlene Wiggins, Lead Epidemiologist with the Environmental Epidemiology Branch, Division of Health Services in Raleigh will give a brief introduction to procedures for Health Departments interested in initiating lead field investigations as a follow up to clinical analysis. Included in this program will be copies of a recommended manual for lead investigations. Exposure to lead is an environmental problem and a potential public health hazard. Environmental field survey investigations may be necessary to alleviate problems of the public at risk.

This workshop, presented by George Misoyianis, Director State WISE Program, will explore what we should be doing to program ourselves to be more positive about what life hands us. In our hurried way through life, we don' t stop often enough to understand what is happening to us. We get cluttered with everyday demands and physiological ills that are sometimes caused by our overload. Step back, take a good look and decide if in fact that things are as bad as they seem. Begin taking care of yourself, because if you don' t, no one else will.

22 THE FUTURE OF MCH SERVICES
This workshop, presented by Dr. Jonathan Kotch and Dr. Ann Wolfe, will identify the past, present and future trends in delivery of MCH services for women and children. Health care providers will be challenged to evaluate current systems of care as they respond to needs, and to utilize existing resources for payment to providers. The primary challenge is to face changes of the future and to acknowledge that we are a part of them.

AIDS, SEX AND DRUGS: COMMUNITY OUTREACH FOR PREVENTION
This workshop will focus on the role of health education in AIDS prevention. As an introduction to the workshop a drama troupe, Say No Unlimited, will perform scenes on what AIDS is and misconceptions surrounding_ AIDS. A brief discussion will follow the performance. The workshop will then address the impact of AIDS on the community as a whole, concentrating primarily on the disproportionate number of females and minorities affected. Emphasis of the workshop will be on educational strategies, interventions and barriors to AIDS education. Kathy Kerr of the Communicable Disease Control Branch will serve as facilitator.

DIET DILEMMA
This workshop will highlight methods and techniques that can be used in helping people evaluate their dietary habits particularly as related to weight reduction. Karla Sneegas, Nutrition Educator with the Dairy Council will lead the workshop including group participation and discussion.

SEASON OF CARING: A FAMILY PANEL DISCUSSION
Season of Caring" is a film developed by the Association for the Care of Children with the support of Headstart. It is a unique look at the strengths and needs of families, addressing many issues encountered by parents in caring for a child with special needs. Joanne Mackey, RN, BSN, past program coordinator for The Parents Helping Parents Program, has a background in Public Health, teaching and advocacy. She is active in the NC Spina Bifida Association, NC Colition for Chronically III and Disabled Children and the international Parent Network of the Association for the Care of Children' s Health. Joanne will serve as moderator for a panel of single and two parent families who have children with a variety of diagnosis.

Representative: Dr. Nina McCellan 30 A BRIEF HISTORY OF THE NORTH CAROLINA PUBLIC HEALTH ASSOCIATION, INC.
On a warm afternoon, June 16, 1909, the seed of a public health organization was planted. Dr. L. N. Glenn, Superintendent of Health, Gaston County, provided the idea. Dr. Richard H. Lewis, Secretary and Treasurer, N. C. State Board of Health, assisted by county superintendents of health he had summoned for the purpose, earnestly tilled the ground. The Host State Medical Society, meeting in the Battery Park Hotel in Asheville, benignly added its blessing.
Two years and four days of germination, June 20, 1911, produced a lusty sprout named the North Carolina Health Officers Association. Forty-seven county superintendents of health, eight municipal health officers, and twenty-one members of boards of health met to herald the event at the behest of Dr. Watson R. Rankin during the annual meeting of the State Medical Society in Charlotte. Dr. Richard H. Lewis spoke enthusiastically about " The advantages of a North Caro- lina Health Officers Association." A Constitution and By -Laws was adopted. Dr. L. B. McBrayer of Asheville was named President; Dr. L. N. Glenn of Gastonia, Vice -President; and Dr. Watson S. Rankins of Raleigh, Secretary -Treasurer. The first prophetic action of this embryonic organization was the passage of a resolution calling upon the conjoint session of the State Board of Health and the State Medical Society to recommend a uniform basis of compensation for health officers for adoption by the County Societies.
As the ranks of public health workers grew, many found that they had no professional home, no forum, no planned association. This problem received prompt recognition and characteristic action from the Health Officers' Association. Meeting in Pinehurst, April 25,, 1921, the Association agreed to change its name to the " North Carolina Public Health Association;' and the Constitu- tion and By -Laws were amended, opening the membership to all members and employees of boards of health, either state, county, or municipal, and any citizen interested in public health.
Organizational growing pairls were felt as membership began to increase. Secretaries found the erudite discussions of the Health Officers remote from the tasks and problems encountered daily. Sanitarians wondered why they should be concerned with the frequency of immunizations when technical matters like measures for the prevention of foodborne disease needed discus- sion. The creation of scientific sections within the North Carolina Public Health Association solved the problem. Beginning in the 29th Annual Meeting in Pinehurst, 1940, Scientific Sections were formed for Health Officers, Public Health Nurses, Secretaries, and Sanitarians. The Labora- tory Section was created two years later. Following in later years were Health Education, Nutri- tion, Venereal Disease Control, and the Mental Health Section. Two affiliate organizations, the Western North Carolina Public Health Association and Eastern North Carolina Public Health Association, were accepted in 1960.
Organizational influence has increased and expanded. The joining of the State Legislative Councii, then consisting of 19 member organizations, gave the North Carolina Public Health Association four voting representatives in that body and added the voice of public health to that of others in urging passage of needed social legislation. In 1951, through the efforts of Dr. J. W. R. Norton, the NCPHA was formally affiliated with the American Public Health Association, giving the Tar Heel worker a voice in the formulation of national health policy.
Physical growth has been a vital factor in the total accomplishments and influence of the organizations. From the seventy-six original members of a half -century ago, the NCPHA, Inc. now boasts a membership of well over fourteen hundred.
Effectively promoting the causes of public health and its practitioners for half a century, this composite entity called the North Carolina Public Health Association, Inc. confidently faces the future. Fortified by the memory of the dauntless stalwarts of the past, infused with the spirit of the daring present, and excited by the adventure of greater service to the well-being of man, the Association has come to the full bloom of maturity, offering to all who serve and all who are being served a rewarding experience in living for health and healthful living.
