Mr. Subhajit Ghatak Assistant Teacher (Geography), Bijoypur Palsona High School (H.S.), Burdwan, W.B., India, Abstract: Education plays significant role for human resource development as well as social development. So elementary education and basic education is necessary for any state or nation. Social inertia and infrastructural facility are the essential for systematic development of education. Lacking of this facility leads to inconsistency in the development of basic education. Poverty, early marriage system, poor infrastructural facility and employment opportunities are the factors which retards basic education development in different states of India. The forgoing analysis is an attempt to glean out the role of different for impaired development of basic education in Burdwan District, West Bengal. Key words: Composite Z-score, Composite rank index, Drop out, Never-enrolled population, Sarva Siksha Mission. I. Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education. Major contribution relating to the relationship between education and economic growth was made first by Adam Smith, followed by a long honorable tradition of classical and neo-classical economists until Alfred Marshall (1890) who emphasized that "the most valuable of all capital is that invested in human beings".

    Kala Azar Outbreak in West Bengal - Prabir Chatterjee, Md Kabiul Akhter Ali, Neel Kamal and Ajay Chakraborty 1 History Kala azar (visceral leishmaniasis) has not been common in West Bengal after the 1960s. Historically it was highly prevalent in the late 19 th century and early 20 th century. Satyajit Ray's father died of Kala Azar. U.N. Brahmachari was credited with preparing Urea Stibamine and treating many patients in Kolkata. Recent Trends Kala azar has increased from 1238 cases in West Bengal in 2001 to 3015 cases in 2004 and from 756 kala azar cases in 2009 to 1962 cases in 2011. Cases decreased in Murshidabad from 810 in 2005 to 288 in 2011, while they increased in neighbouring Malda from 268 in 2009 to 827 in 2011. In 2011 there was a spurt in cases in Darjeeling and close by areas of Uttar Dinajpur in North Bengal. U Dinajpur reported just 58 cases in 2010 but 180 cases in 2011. The Outbreak in Uttar Dinajpur Six blocks of Uttar Dinajpur were considered endemic for Kala azar. Cases were highest in Karandighi and Dalua blocks. The use of medicinal plants has attained an important role in health system all over the world. A comprehensive effort was made throughout Bolpur-Sriniketan block of West Bengal during 2018 –2019 to know the present status of medicinal plants in homestead garden. Among 80 households surveyed at 8 different villages in 4 Gram Panchayats of Bolpur-Sriniketan block, 36 households (45%) have planted different types of medicinal plants in their Homestead garden. Nearly 77.78% marginalized tribal community started for nutritional gardening whereas 22.22% were from other communities. Different kinds of vegetables (20 numbers of 11 different families), fruits (7 numbers of 7 different families), flowers (3 numbers of 3 different families) and medicinal plants (15 numbers of 11 different families) were recorded in the homestead gardens.
