Thanks for the response re limiting online access to participants in a system. It seems to me we are about to kick this thing off • • * save for the final ’’inch” in Darmstadt, FRG. I hope you can find out something there from/via Dialcom. I am meeting today with Rould Sagdeev, the Soviet project leader in the Global Greenhouse conference and director of the USSR’s Inst for Cosmic Research. Walt and I are having lunch with him just before he heads back to the USSR. I was hoping to actually have the electrical/comm connections made and checked out prior to his departure . but c ’est la vie. In any case we do need to have as many identifiable questions answered as possible prior to his departure... since, sans our link, communication with Moscow is so difficult and unreliable. I am spending the morning identifying such basic questions. Any which you may have and can pass on to me would be most appreciated. Again, the major issue... at least as far as TCN/Dialcom is concerned is the interconnection (e.g., what is the format necessary for input to Dialcom, FRG? X.25? CCITT vs. Bell ? etc.) Additionally, re the system design online.. how do we get the specific design accomplished... sign-on, access to services, selection of conferencing option, customizing of same, etc? How do we pay for it? What does it cost? Shall we set it up now and begin testing even absent the Moscow link?

Finally, the director of ESOC (Eurpoean Space Operations Center) in Darmstadt, Kurt Hefman, happens to be in for the next two weeks and so we haven’t been able to ’’get to the top” to assure local support there, though it is certain that he will provide it. In the meanwhile, I am getting an account which will allow me into ARPANET, giving me direct electronic access to Klaus Blank, the technical person who has to actually put this together in . Let me know of any questions or issues you want passed on to him in your coordination with Dialcom.

Sorry I missed you this am before your meeting, Here is some additional info which may be of help: 1. Dialcom does have a licensee in Germany under the auspices of the Bundespost. This will help us facilitate any link with the ESOC. I discussed the issue which seems to have surfaced regarding the legality of taking information off the direct line from Moscow, and entering the info into our e-mail system via the international Telenet node. The problem, if indeed there is one, may be related to the use of an existing NUI code to get into Telenet to access a domestic US host (system 41) for transmitting information. From what I understand the fear of the PTT is that such an application bypasses and ultimately would have a very negative impact on PTT revenue. This would not be the case, so the reasoning goes, if the ESOC were to be given an ID on the Dialcom licensee system with a "link-ID" to our system. The PTT would then get it ’s cut of the email link while domestic users in the US could still send messages to a domestic id. Ifm having Dialcom check this out further, but this may explain the problem and offer a possible solution. 2. With respect to system design, we can begin working on this right away. We need to know exactly who’s involved in what countries and how you want the system to look and function. We can get menus set up if necessary to lead people into the functions you want them to utilize (can be done in a week or two) and also restrict id ’s to certain system level commands. Basically, anytime you want to discuss the design issues, we can get the process moving to customize a service for you very much as we have done for other networks on TCN. (You can see some of the menus we’ve set up by looking into the > NP0 menu online.) 3. In terms of accessing Dialcom from ESOC, I don’t see any major issues. I will get details from Dialcom on standards, etc. Mostly I just need to know what type of computer ESOC will be using to access the system. My assumption from our previous correspondence is that they will be downloading information off a highspeed feed from Moscow and then uploading the information to us via the Dialcom licensee in Germany into the e-mail system. As long as they are using an asynch ASCII modem there should be no problem. 4, Is foreign language transmission on issue? The new REV 19 operating system can transmit the full 256 ASCII character set. The foreign characters cannot be viewed online, but the file can be downloaded and viewed offline, with the proper wp software. At one time Walt was looking into this. Also, we can provide online access to translation service if necessary. What's n the status on this issue? Bob
