Thirty years certainly reflects organizational maturity and change to sustain. A lot has happened over three decades in the world of learning. The most remarkable changes have been in terms of brain science and its impact on how we teach and learn. These changes have propelled our Vision to serve all learners and reduce the stigma on those whose learning differences present educational challenges. The Stern Center in 2044 will be an even greater beneficiary of neuroscience discoveries and our goal is to assure sustainability for this amazing organization over the next 30 years. You will notice a new look to our Annual Report this year. -

DESCRIPTORS *Educational Finance; *Educational Resources; Elementary Secondary Education; Expenditure Per Student; *Finance Reform; School Community Relationship; *Tax Allocation IDENTIFIERS *Vermont ABSTRACT This paper analyzes educational-finance reform in Vermont, which culminated in the passage of Act 60, a comprehensive education and tax reform measure, and the subsequent political furor the act engendered. It outlines the pre-reform background focusing on early civil-society organizations and the unique political landscape in Vermont. The article describes the political actors in the reform debate, such as the League of Women Voters and The Vermont Natural Resources Council, and the various legislative movements these groups championed. Details of failed reform efforts and the many facets of political maneuvering are provided. After elements of bipartisan support of various reform packages fell apart, deliberative discourse fell to the side and political regrouping began in earnest. Corrections through the courts were then sought by financial reformers, and a family sued the state to obtain financial equity among school districts. The resultant victory and the passage of the reform legislation, Act 60, and subsequent backlash are described. The reform process resulted in watershed transformations of political thought and culture in Vermont. -
Vermonter Poll: Contract with America and Political Figures (PDF)
Adapted from web to PDF 1995 Vermonter Poll - Vermonters Rate the Conract with America, and Political Figures Almost one-half of Vermont's registered voters do not support the Republican Contract with America, according to the results of the 1995 Vermonter Poll. In December of 1995, the Center for Rural Studies at the University of Vermont surveyed by telephone 705 registered voters around the state. Survey respondents were asked whether they supported or opposed the " national political initiative known as the Contract with America." According to 1995 Vermonter Poll results, almost one-half of Vermonters surveyed (48.2%) opposed the Contract, 23.6% supported it, and 26.4% indicated they did not know whether or not they supported it (Table 1). State-level survey results had a margin of error of +/-5% with a statistical confidence of 95%. Similar trends were discovered when analyzing responses from the Chittenden County and Northeast Kingdom regions where the Contract was opposed by 49.5% and 45.8% of respondents, respectively (Table 1). Regional results had a margin of error of +/-5% with a statistical confidence of 90%. Table 1. The Politics of Non-Incremental School Finance Reform: a Case Study Analysis of Vermont’S Act 60 As a Test of Mazzoni’S Arena Model
ABSTRACT Title of Dissertation: THE POLITICS OF NON-INCREMENTAL SCHOOL FINANCE REFORM: A CASE STUDY ANALYSIS OF VERMONT’S ACT 60 AS A TEST OF MAZZONI’S ARENA MODEL Kimberly Anne Curtis, Doctor of Philosophy, 2011 Dissertation Directed by: Professor Betty Malen Department of Education Policy Studies This research, grounded in political theory, had two major purposes: 1) to explain a case of non-incremental policy change within the realm of school finance reform; and 2) to test the utility of Mazzoni’s (1991) arena model for explaining state-level school finance policymaking. These goals were accomplished through an examination of the Vermont state legislature’s policymaking process in response to the Vermont Supreme Court Brigham v. State (1997) ruling declaring the state’s system of school finance unconstitutional. This analysis sought to explain how key political actors, taking advantage of favorable reform conditions, utilized power derived from positional authority as well as personal influence to impact the passage of Act 60, an innovative and forcefully redistributive piece of school finance legislation. The research employed a qualitative case method as a means to answer the research questions. Data collection drew from an informant interview process supported by extensive primary and secondary source document review. Data were systematically analyzed against the conceptual framework, presented in a case narrative and discussed in light of related literature to generate analytic conclusions with regard to the process of state education policymaking for school finance. Study findings highlight the general utility of Mazzoni’s arena model in explaining non-incremental policy change in the realm of school finance reform; the importance of politically savvy and well-situated policy entrepreneurs who can take advantage of propitious events such as a court ruling to advance non-incremental policy reform; and the role of political elites in advancing the cause of school finance reform. -
