Penyusunan rancangan awal Renja Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan berpedoman pada Renstra Perangkat Daerah, hasil evaluasi hasil Renja Perangkat Daerah tahun lalu, dan hasil evaluasi hasil Renja Perangkat Daerah tahun berjalan. Berpedoman pada Renstra Renja Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan, bertujuan untuk menjamin kesesuaian antara program, kegiatan, lokasi kegiatan, kelompok sasaran, serta prakiraan maju yang disusun dalam rancangan awal Renja Dinas Bina marga dan Bina Kontruksi Provinsi Sulawesi Selatan dengan Dinas umber Daya Air, Cipta Karya dan Tata Ruang Provinsi Sulawesi Selatan dengan Renstra Dinas Bina marga dan Bina Kontruksi Provinsi Sulawesi Selatan dengan Dinas umber Daya Air, Cipta Karya dan Tata Ruang Provinsi Sulawesi Selatan ke Renja Pekerjaan Umum dan Tata Ruang dengan Renstra Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan. Perencanaan pembangunan pada Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan adalah suatu proses untuk menentukan kebijakan masa depan, melalui urutan pilihan, yang melibatkan berbagai unsur pemangku kepentingan, guna pemanfaatan dan pengalokasian sumber daya yang ada dalam jangka waktu tertentu di Daerah. DRAFT RENJA DINAS PU & TR TA.2021 Page 1 Renja Dinas Pekerjaan Umum dan Tata Ruang adalah dokumen perencanaan Dinas Pekerjaan Umum dan Tata Ruang untuk periode 1 (satu) tahun. Perencanaan pembangunan Daerah bertujuan untuk mewujudkan pembangunan Daerah dalam rangka peningkatan dan pemerataan pendapatan masyarakat, kesempatan kerja, lapangan berusaha, meningkatkan akses dan kualitas pelayanan publik dan daya saing Daerah. Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan sesuai dengan kewenangannya menyusun rencana pembangunan Daerah dengan prinsip- prinsip, meliputi: a. merupakan satu kesatuan dalam sistem perencanaan pembangunan Provinsi Sulawesi Selatan; b. dilakukan pemerintah Provinsi Sulawesi Selatan bersama para pemangku kepentingan berdasarkan peran dan kewenangan masing-masing; c. mengintegrasikan rencana tata ruang dengan rencana pembangunan Provinsi Sulawesi Selatan; dan d. dilaksanakan berdasarkan kondisi dan potensi yang dimiliki masing-masing Daerah, sesuai dengan dinamika perkembangan Daerah dan nasional Perencanaan pembangunan Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan berorientasi pada proses, menggunakan pendekatan: a. teknokratik; b. partisipatif; c. politis; dan d. atas-bawah dan bawah-atas Perencanaan pembangunan Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan berorientasi pada substansi, menggunakan pendekatan: a. holistik-tematik; b. integratif; dan c. spasial. DRAFT RENJA DINAS PU & TR TA.2021 Page 2 Renja Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan disusun dengan tahapan: a. persiapan penyusunan; b. penyusunan rancangan awal; c. penyusunan rancangan d. pelaksanaan forum Perangkat Daerah/lintas a. Perangkat Daerah; e. perumusan rancangan akhir; dan f. penetapan. Tahap perumusan rancangan Revisi Renja Dinas Pekerjaan Umum dan Tata Ruang dilakukan melalui serangkaian kegiatan sebagai berikut : 1. Pengolahan data dan informasi; 2. Analisis gambaran pelayanan Dinas Pekerjaan Umum dan Tata Ruang; 3. Me-review hasil evaluasi pelaksanaan Renja Bina Marga & Bina Konstruksi serta Dinas Sumber Daya Air, Cipta Karya & Tata Ruang tahun lalu berdasarkan Renstra; 4. Isu-isu penting penyelenggaraan tugas dan fungsi Pekerjaan Umum & Tata Ruang; 5. Telaahan terhadap rancangan awal RKPD; 6. Perumusan tujuan dan sasaran; 7. Penelaahan usulan program dan kegiatan dari masyarakat; 8. Perumusan kegiatan prioritas; 9. Penyajian Revisi dokumen rancangan Renja Dinas Pekerjaan Umum & Tata Ruang; 10. Penyempurnaan rancangan Revisi Renja Dinas Pekerjaan umum dan Tata Ruang 11. Pembahasan forum Dinas Sumber Daya Air, Cipta Karya Dan Tata Ruang; dan 12. Penyesuaian dokumen rancangan Renja Dinas Sumber Daya Air, Cipta Karya dan Tata Ruang sesuai dengan prioritas dan sasaran Keterkaitan antara Rencana Kerja Dinas Pekerjaan Umum Dan Tata Ruang dengan RKPD, Rencana Strategis dan dokumen perencanaan lain dapat dilihat pada gambar berikut: DRAFT RENJA DINAS PU & TR TA.2021 Page 3 GAMBAR.1 Keterkaitan Renja, Renstra dan Dokumen Lainnnya Seluruh dokumen perencanaan pembangunan daerah merupakan satu kesatuan yang saling berkaitan satu dengan yang lain. Rencana Pembangunan Jangka Panjang Daerah (RPJPD) adalah dokumen yang menjadi pedoman dalam penyusunan Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang merupakan penjabaran dari visi dan misi Pemerintah Daerah. Sebagai bahan masukan penyusunan rancangan RPJMD adalah Rancangan Awal Rencana Strategis (Renstra) Perangkat Daerah (PD). Selanjutnya setelah RPJMD disahkan maka menjadi acuan penyusunan Renstra-PD. RPJMD dijabarkan dalam Rencana Kerja Pemerintah Daerah (RKPD) sebagai dokumen perencanaan tahunan. RKPD digunakan sebagai pedoman/acuan dalam penyusunan rancangan Anggaran Pendapatan Belanja Daerah. Berkaitan dengan itu, maka RKPD merupakan pedoman awal untuk penyusunan Kebijakan Umum Anggaran (KUA), dan Prioritas dan Plafon Anggaran Sementara (PPAS). Revisi Renja merupakan penjabaran dari Renstra, dan dalam penyusunannya mengacu pada Rancangan awal RKPD. Revisi Renja juga sebagai bahan masukan untuk penyusunan Rencana Kerja Anggaran (RKA) Perangkat Daerah. RKA dimaksud selanjutnya menjadi salah satu acuan penyusunan Dokumen Pelaksanaan Anggaran (DPA) Perangkat Daerah. Renja juga perlu mengakomodir hasil Musyawarah Perencanaan Pembangunan (Musrenbang), Organisasi Pemerintah Daerah, pokok-pokok pikiran Dewan Perwakilan Rakyat Daerah, dan kebijakan pemerintah pusat. DRAFT RENJA DINAS PU & TR TA.2021 Page 4 1.2 Landasan Hukum Ada beberapa landasan hukum yang yang menjadi dasar penyusunan Rencana Kerja Dinas Pekerjaan Umum dan Tata Ruang Provinsi Sulawesi Selatan yaitu: 1. Undang-Undang Nomor: 17 Tahun 2003 tentang Keuangan Negara; 2. Undang-Undang Nomor: 25 THN 2004 tentang Sistem Perencanaan Pembangunan Nasional (SPPN); 3. Undang-Undang Nomor: 23 Tahun 2015 tentang Pemerintahan Daerah; 4. Undang-Undang Nomor: 33 Tahun 2004 tentang Perimbangan Keuangan antara Pemerintah Pusat dan Pemerintah Daerah; 5. Peraturan Pemerintah Republik Indonesia Nomor 8 Tahun 2008 tentang Tahapan, Tatacara Penyusunan, Pengendalian, dan Evaluasi Pelaks. Rencana Pemb. Daerah; 6. Peraturan Presiden Nomor 2 Tahun 2015 tentang Rencana Pembangunan Jangka Menengah Nasional Tahun 2015 – 2019; 7. The results showed the purchase of buffalo to fulfill the Toraja traditional party with criteria: motive, body posture and vortex feathers. Examine the contribution of school principals as supervisors to increase the professionalism of educators in Islamic religious education subjects, identify the obstacles experienced, and see the principal's efforts in improving the professionalism of educators in Islamic religious education subjects. This research uses pedagogical, juridical, sociological, and normative theology approaches—data sources, primary data taken through interviews with competent parties. At the same time, secondary data is library data and school documentation that is related to research. The instrument used in collecting data is the researcher himself, who acts as a human instrument, whose function is to determine the focus of the research, select informants as data sources, collect data, assess data quality, analyze data, interpret data and draw conclusions from the findings, while the guidelines for interviews, observations, and documents as complementary instruments. The analysis used is descriptive-analytical by reducing data, presenting data, and drawing conclusions. The results of the research and analysis concluded that: 1) the steps implemented by the principal of SMA Negeri 1 Malili as a supervisor in increasing the professionalism of educators of Islamic religious education subjects were by the corridor of supervision implementation.

This re- search is a formative research type of Research and Development (R&D) research through 4 (four) stages, namely: the preliminary stage; the stage of self evaluation (cur- riculum analysis, material, students) and design; prototyping stage (validation, evalua- tion, and revision) which includes expert reviews, one-to-one, and small groups; and the field test stage. This research's product was an assessment instrument in the form of questions that measured the ability of understanding, application, and mathematical rea- soning of Madrasah Ibtidaiyah students. The test subjects in this study were fourth grade MI students in Makassar City, Gowa regency, and Sinjai regency. The content validity re- sults based on the rater indicated that the test items needed were declared valid after be- ing assessed by the rater and analyzed using the CVR (Content Validity Ratio) and CVI (Content Validity Index).

The highest growth was achieved by information and communication at 12.20 percent, health services, and social activities by 7.58 percent. Water supply, waste management, solid waste, and recycling amounted to 7.34 percent. The number of poor people in March 2020 in South Sulawesi reached 776.83 thousand people (8.72 percent), an increase of 17.25 thousand people compared to September 2019 which amounted to 759.58 thousand people (8.56 percent). The percentage of poor people in rural areas is still higher than the percentage of poor people in urban areas. In encouraging economic-based regional economic growth, including 1) Strengthening the sustainability of cash-intensive programs, 2) Increasing village MSMEs, increasing productivity, and transforming the village economy through digital villages. 3) Development of village potential and superior products, including tourism villages, 4) Strengthening the development of agriculture, animal husbandry, and fisheries to support national food security, and 5) Development of digital villages and increasing connectivity infrastructure between villages.
