To His Honour The Lieutenant-Governor in Council: The undersigned has the honour to REPORT: THAT the Public Utilities Commission, on the 5th day of November, 1953, granted a Certificate of Public Convenience and Necessity to B.C. Electric Co. Ltd. for the construction and operation of the Seton Creek hydro electric development and the construction and operation of a transmission line from Pemberton to a tie- in near Rosedale with the present Wahleach-Ingledow transmission line, a copy of which Certificate is attached hereto; AND TO RECOM}1END THAT in accordance with the provisions of the "Public Utilities Act" the said Certificate be approved. D. 1953 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY THIS COMMISSION HEREBY CERTIFIES that public convenience and necessity require the construction and operation by British Columbia Electric Company Limited of the plant and system comprising the Seton Creek Electric Power Development, of which the main components are as follows: (a) Dam on Cayoosh Creek (a tributary of Seton Creek) with short tunnel or flume to divert water into Seton Lake; (b) Dam on Seton Creek, with spillway and fish ladder, to divert waters of Cayoosh Creek, Seton Creek and Bridge River Power- house into a canal; (c) Canal along South bank of Seton and Cayoosh Creeks to a point overlooking the Fraser River about two miles South of the town of Lillooet; (d) Steel penstock to convey water from canal under pressure to powerhouse; (e) Powerhouse structure near right bank of Fraser River, to con- tain turbine, generator and auxiliary equipment; (f) One vertical reaction-type turbine rated 58,500 H.P; (g) One 42,000 kw, 'unity power factor, 3-phase, 60-cycle, 13,800- volt generator with direct-connected exciter; (h) Necessary auxiliary electric and hydraulic control equipment; (i) One 42,000 kva, 69/13.8 kv transformer; (I) Switchyard with necessary switchgear; (k) One 345 kv transmission line to be carried on steel towers from Pemberton to a tie-in near Rosedale with the present Wahleach-Ingledow transmission line, with necessary switching and control equipment. The continued increasing demand for electricity from the B.C. Electric Co. Ltd. makes it necessary for that Company to provide for increased electric capacity. The Company at this stage plans to build a plant at Seton Creek, which drains Seton Lake into the Fraser River near Lillooet. A hydro electric plant with a 42,000 kw machine will be installed there. At present there is only one transmission line to Vancouver from Bridge River. With the inclusion of Bridge River No. 4 Unit and the Seton Creek development it ceases to be prudent to depend on one transmission line over the particularly rugged terrain on which the line is built. Therefore, plans have been made and monies authorized to construct another portion of a second trans- mission line. This will be connected at the one end of the Wahleach line put into service a year ago, and at the other end to the Bridge River line at Pemberton. Seton Creek Development is estimated to cost $8,500,000 and the new transmission line is estimated to cost $9,200,000. We submit herewith for the approval of the Lieutenant- Governor in Council a Certificate of Public Convenience and Necessity to the B.C. Electric Co.
