Team or Collaborative Efforts

Fall 09 – 2012 West Coast lead on a national research project focusing on avoiding or mitigating conflict on the Outer Continental Shelf.

Spring 07 – 2009 Program convener of the Human Dimensions of Wave Energy Generation research program, a series of 7 separate but related research projects all focusing on various aspects of the social, political, and cultural impacts on the region.

Winter 06 – June 2008 Project co-designer and team member of the Fishermen Extending Salmon Recovery Information project (Hildenbrand is the lead), a project funded by OWEB using salmon disaster relief dollars, that informs the public about the connections between salmon habitat, watersheds, and salmon fishing community.

Summer 06 – Spring 2010 Project leader of a collaborative research project: Improving Community Profiles for Oregon Fisheries and Coastal Communities. Funded by the OSU Sustainable Rural Communities Initiative, OSG, PLP, and NOAA Fisheries, this completely collaborative effort seeks to improve the Oregon fishing community profiles and to establish new methodology that can be used to do this along the West Coast and in other regions. The three research products are being actively used in planning processes (MR siting) and will soon be NOAA publications.

Spring 06 – Spring 07 Project leader of a team of OSUES faculty (7 people) exploring the possibility of incorporating more “community education or community vitality” into the research, education, and outreach approaches and work plans of Extension faculty (report to Extension Administration on file.) This has led to an exploration of interest and funding opportunities to support an Oregon Community Vitality Initiative.

Sept 03 – present Helped to design and launch the Scientist and Fisherman Exchange (SAFE), an educational exchange of knowledge between ocean and fisheries scientists (academic and agency) with commercial fisherman. The success of this effort has led to the replication in Hawaii (focus is primarily with recreational fisheries) and the potential replication in Alaska via NOAA Fisheries.

Nov 03 – Sept 06 Convener of a coast-wide, 30+ member West Coast Cooperative Fisheries Research Ah Hoc group, a working group that exchanges information, plans events, and encourages action on cooperative fisheries research initiatives. Members include representatives from the Pacific Marine Conservation Council, commercial fishing industry, OSU Coastal Oregon Marine Experiment Station, NWFSC, Oregon Department of Fish and Wildlife, Oregon Sea Grant, and other academic and NGO scientists.

Aug 03 – June 06 Project leader of a collaborative effort to create an evaluation process / tool to evaluate the human dimensions side of fisheries cooperative research. Working with Carrie Pomeroy, UC Santa Cruz, and Monica Hunter, UC Davis, we are working with one project in as a test for the tool and process.

May 03 – Nov 03 Project participant in a collaborative effort spearheaded by NMFS-NW to groundtruth fishing effort data with the fishing fleet. Working with NMFS and a small group of fishermen cooperators, we designed and conducted the “Pilot Project to Profile West Coast Fishing Effort Based on the Practical Experience of Fishermen.” This work resulted in a report and presentation to the TRC of the Habitat Committee of the PFMC (see workshops above).

Mar 03 – June 07 Joined the management team of a Kellogg and USDA–funded collaborative project called the Community Seafood Initiative, a partnership between industry, research, and business finance, to strengthen northwest coastal communities. CSI provides opportunities to industry partners interested and committed to enhancing the value of products through product development, research, technology, and education, business marketing and capital, and support to move through the steps to get there. I serve the team as the designer of CSI “engagement process.”

Mar 03 – August 07 Project co-leader of a NWFSC-funded project called the Port Liaison Project (see Grants section). This collaborative project (with the commercial fishing community) links the commercial fishing community knowledge and experience with funded ocean/fisheries research projects.

Oct 02 – June 06 Project convener/participant in a new collaborative effort inspired by the publication An Investment in Trust: Communication in the Commercial Fishing and Fisheries Management Communities, Jennifer Gilden and Flaxen Conway. This effort being spearheaded by a small group of partners representing Oregon Sea Grant, the Pacific Fishery Management Council (Council), and the National Marine Fisheries Service (NMFS). This “Communication Enhancement Process” exists to engage a community-wide discussion about the communication issues facing the Council and the possible strategies to address those issues. We developed an action plan and a process to encourage improvements where possible.

May 98 – June 04 Project convener/participant in a new coalition to prepare for and implement programs to assist the fishing family business community as they face fisheries disasters. Working with others - industry groups, federal and state agencies, etc. - to get the groundfish crisis formally declared, develop a peer-based outreach program for assistance and job retraining (with JTPA/WIA), and federal and state legislators to create/provide support. This work led to multiple grant awards (see Grants

section), which funded the State Groundfish Disaster Outreach Program pilot (GDOP).

Jul 97 – Feb 00 Project coordinator/convener of the Fishing Families Coalition, a new coalition of fishing families, agency reps., and politicians working together to address health insurance issues for fishing families. Results from a coast wide survey we conducted led to: 1) a series of coastal meetings co-sponsored by the Oregon Insurance Pool Governing Board where over 30 commercial fishing families (80 lives) signed up to receive health insurance via FIHAP or the Oregon Health Plan, and 2) the development of an association plan - the West Coast Commercial Fishing Family Health Insurance Plan-- for three states, offered by Regence Blue Cross Blue Shield of Oregon; open enrollment period October 2000. Plan ultimately failed due to BCBS pull out.

Nov 96 - 2004 Project co-leader/section team leader of multi-discipline team of Extension educators creating the Watershed Stewardship Education Program, an educational program (curriculum and pilot trainings) for watershed councils, landowners and managers, etc. This “Flagship Program” (Paul Risser, 1998) received continuing funding in 9/99 to hire a program coordinator to make this a statewide OSUES program. I continue to be involved as an author and educator.

March 05-June 07 Served as the Assistant Program Leader of OSG Extension. Two goals of service were improving the capacity of the three OSG teams to work together, and fostering professional development of OSG Extension faculty. Coordinated Fisheries and Seafood Team; focus area coordinator for Fisheries Management, Ocean Policy, and Community Development focus area; coordinated a joint project between the Seafood and Fisheries Team and the Marine Education Team; consulted in the re-formation of the Watershed Team; and co-designed/delivered (with Shawn Rowe) a series of professional development workshops (3) re: evaluating educational materials and programs.

Jul 91 - Jun 95 Coordinator of the OSU Timber-Dependent Families & Communities Project, a university-wide, experimental outreach project that was created by President John Byrne to assist Oregon families and communities that were affected by the changing timber supply. The TDFC coordinated, designed and developed educational programs involving 300 leaders from 25 communities dealing with community economic diversification, strengthening families and youth, and community needs assessment. These programs are collaborative and cross program areas, using a systems approach to problem solving and conflict management. These programs directly address the State of Oregon's "Urgent" and "Core" Benchmarks including Family Stability, Workforce Adaptability, Economic Diversity, Teen Pregnancy, Drug-Free Teens, and Value-Added Natural Resource Products. Fall 08-Spring 09 Served the Sociology department through an extended effort to get clarity on department culture and the role of the faculty and Chair in this culture. I conducted departmental interviews and had a conversation with the new Dean for the College. Helped the department to create documents articulating these things and facilitated the dialogue necessary to come to a lasting agreement about these things so that the department can operate more smoothly.

Nov 2009 to present Serve on the OSU Wave Energy research team. This work has led to a formal request that OSG help to design and conduct the outreach and engagement re: the new Center focused on marine renewable energy.

October 2008 Co-presented the findings of the Ocean Energy Abroad project to the Oregon Sea Grant Advisory Committee.

January 2003 Participated in a Sea Grant Fisheries effort to apply for some special funding related to “Fisheries Enhancement.” I helped to write one of the two grants focusing on relationship building between the NMFS and the commercial fishing community. Unfortunately, this program got the plug pulled in the 12th hour.

forest industry. The Endowment Program was a one-time only investment initiative to build teaching, research and extension capacity on a permanent basis around the province. This committee was responsible for evaluating grant proposals. Others on this 16 member committee included deans of forestry from several Canadian universities, top level managers at Weyerhaeuser, a forest industry consultant, a pulp and paper industry consultant, agency representatives, etc.

May 1993 Helped to coordinate and serve on the Community Adaptability Section of President Clinton's interagency team to develop a plan for the Northwest's forests, Portland, OR.

April 1993 Served as network support and as a sponsor to the high-school student coalition that produced four shows of the professional, educational play, TIMBER in Benton County.
