All congresses (referred to as “conferences” before 2005) have been made up of offi cial representatives of state departments of education, public safety, motor vehicles, and police or other state agencies having state-wide responsibilities for the administration of student transportation; local school district personnel; contract operators; advisors from industry; and representatives from other interested professional organizations and groups. Each conference has resulted in one or more publications that contain the recommendations of that particular conference. The recommendation of specifi cations and procedures for school buses and their operation has been a major purpose of all conferences. The 1939 Conference was called for this sole purpose and formulated a set of recommended standards for school buses of 20 or more passengers.

    Remembering September 11: photography as cultural diplomacy LIAM KENNEDY ‘We send these chilling photographs out to the world as a remembrance and as a reminder: a remembrance of those who perished, and a reminder of our com- mitment to pursuing terrorists wherever they may try to hide.’1 With these words US Secretary of State Colin Powell launched the photographic exhibition After September 11: Images from Ground Zero in February 2002. The exhibition, made up of 27 images by the respected American photographer Joel Meyero- witz (the only photographer with unimpeded access to Ground Zero), will travel to more than 60 countries by the end of 2004. Backed by the US State Department and regionally promoted by American embassies and consulates throughout the world, this exhibition is clearly intended to shape and maintain º a public memory of the attacks on the World Trade Center and their aftermath. As such, it is a fascinating initiative in cultural diplomacy that both echoes structures of Cold War propagandizing and raises fresh questions about the role of visual culture in American foreign policy—and more particularly about the role of photography in the shadow war of representation that still ensues over the meanings of ‘9/11’. Selling America’s story to the world As an initiative in cultural diplomacy, After September 11 signals a renewal of belief and activity in a wing of American foreign policy that has long been dogged by uncertain support and has shrunk in power and size in the post-Cold War era. The organizational instability and political vulnerability of cultural diplomacy are in large part attributable to the ideological uncertainty within successive American governments about the role of art and culture in the foreign affairs of the United States.

    Mike Ehrmantraut and The Profound Power of Silence We find a case of polar opposites in Better Call Saul, where two characters have sharply contrasting speaking styles. The character of Saul Goodman (Bob Odenkirk) is a chatterbox. The way the writers get Jimmy’s personality to pop and stand out is to put him in a room with somebody who doesn’t use words. In this example, that’s Mike Ehrmantraut (Jonathan Banks), a man of such few words that he speaks only when absolutely necessary. He doesn’t even have a lot of facial expressions or body language; instead he is a blank slate and we have no idea what he’s thinking. He’s completely poker faced and plays everything straight. And then, when he does take an action, it’s decisive. He doesn’t equivocate or waffle. In fact, he’s the opposite of Jimmy in just about every possible way. It was ingenious of Vince Gilligan and Peter Gould to give Mike a prominent role in Better Call Saul and Jimmy’s backstory, because we have the opportunity to learn a lot more about this laconic character. In this particular scene, Mike is called in and arrested. Two cops, one playing good cop, the other bad, !1 interrogate him. They try to work Mike and get him to crack, but in the entire scene, all Mike says is one word. INT.
