In :tddition to containing all of the official, fmal results of the 2001 National Trophy Pisco! and Rifle Matches, this bulletin includes photos of lhe trophy presentations and some additiona l, special information about the Matches. The Na1ional Trophy Pistol and Rifle Ma1ches are a major component of the Annual National Ma1ches a1 cam p Perry. A federal stalUte passed by the U. S. Congress and approved by President Theodore Roosevelt esta blished the National Trophy Matches in 1903. Traditions embodied in !he National Trophy Matches date back even earlier to military and civilian competit ions that began in the late 19th cenrury . The oldest National Trophies, lhe Soldier of Marathon Trophy , lhe Hilton Trophy and !he Nathan Hale Trophy, were placed in national competition in 1875, 1878 and 1890respectively. The U. S. Congress placed lhe National Trophy that is awarded to the team that wins the National Trophy Team Match in compe tition in 1904. Today, the CMP preserves lhe National Trophy collection as an histo.ric ttUSt and governs lhe National Trophy Matches and their rich tradition through the CMP Competition Rules. ln addition to the outstanding shooting pe,formances by !he men , women and junior shOO!ers who won lhe 200 1 National Troph ies. great credit is due ro all of lhe pistol and rifle compe titors who competed in this year's National Troph y Pistol and Rifle Matches. Panicipation was up in every National Trophy event . The biggest increase was in the Garand Match where participation increased 30 percent over last year, to 1,300 shoo ters. THE NATIONAL MATCHES The National Trophy Rifle and Pistol Matches are the annual national championship in serv ice pistol and serv ice rifle marksmanship. The National Trophy Matches were established by federal law in 1903, are still con ducted under the statutory authority of the U. S. Code (§ 40725-40727) and are now governed by the Civilian Marksmanship Program. Shooters from all over the U.S .• civilian and military, test their skills and compete to determine the nation 's best service pistol and rifle shooters. To fulfill the CMP statutory respo nsibility to "instruct citizens in marksmansh ip," the National Trophy Rifle and Pistol Matches are open to all shooters regardless of skill level. Beginners compete and learn while shooting side by side with champions . The tradl· lion of the matches and the competitions for prestigious national trophies celebrate marksmanship excellence and provide incentives to develop individua l marksmanship skills, equipment and a nationa l competition infra structure. The CMP National Trophy Rifle and Pistol Matches are conducted in conjunct ion with the NRA Nationa l Rifle and Pistol Championships through a partnership between the CMP and NRA. The Ohio Nationa l Guard and U. S. Army Reserves also provide vital support for the matches. The CMP National Trophy Rifle and Pistol Matches and the NRA National Rifle and Pistol Championships are collective ly called the NATIONAL MATCHES. The Civilian Marksmanship Program published the Official 200 1 National Trophy Matches Results Bulletin as part of its programs to promote competition shooting . Current CMP competition programs include: • Conduct of the National Trophy Pistol and Rifle Matches, in cooperatio n with the NRA Competitions Division. • Publication of CMP Competition Rules to govern the National Trophy Matches and service rifle and service pistol shooting in the U. S. • Publication of U. S. Army Marksmanship Unit Guides on Service Pistol, Service Rifle, International Rifle and International Skeet and Trap. • Production of u. S. I was 4 A SHORT HISTORY OF THE PRESIDENT 'S RIFLE AND PISTOL MATCHES 1. Origin. The Pre~ident's Rifle Match is one of the largest, oldest and most prestigious rifle competitions in the United States. It was inaugurated in 1894 to determine the "individual military rifle championship of the United States.'' At first, the match was one of the Nallonal Rifle Association's annual championship matches. When the National Matches were established through an act of Congress in 1903, the Match became part of the annual National Matches. In 1977, the President's Match became a National Trophy Match governed by the National Board for the Promotion of Rifle Practice. Since 1996, it has been governed by the NBPAP's successor. the Corporation for the Promotion of Rifle Practice and Firearm Safety. 2. M atch Course of Fire. Through most of its history, the President's Match has been restricted to military-type rifles. Various courses of fire were used, with firing at distances from 200 to 1000 yards . Today, the President's Match is 10 shots standing at 200 yards, 10 shots rapid fire prone at 300 yards and 10 shots slow fire prone at 600 yards, fired with U.S. service rifles. From 1894through 1920, competition was restricted to military personnel. Since 1921, the President's Match has been open to all U. S. citizens. 3. Congratulatory Letter from the President of the United States. In 1904, President Theodore Roosevelt started a tradition that made a congratulatory letter from the President of the United States the first prize in the Match. This tradition continued unbroken from 1904 through 1967. After a break occasioned by the war in Viet Nam, Presidents Reagan, Bush and Clinton continued to provide letters of congratulations through 1995. Here is the text of President Roosevelt's letter to the 1904 winner , Pvt. Howard Gensch, NJNG. I have just been informed that you have won the Presidenrs Match for the military championship of the United States of America . I wish to congratulate you in person, and through you not only the First Regimentof the NationalGuard of New Jersey,but the entireNational Guard of New Jersey. As a nation we must depend upon our volunteer soldiers in time of trial; and, therefore, the members of the National Guard fill a high function of usefulness. Of course, a soldier who cannot shoot is a soldier who counts for very little in battle, and all credit is due to those who keep up the standard of marksmanship. I congratulate you, both on your skill and upon your possession of the qualities of perseverance and determination in long practice by which alone this skill could have been brought to its high point of development. 4. President's 100 Designations. Beginning in 1919, competitors who placed in the top 100 places are designated as the "President 's 100." Special ceremonies to honor the President's 100 riflemen were staged . Military personnel who earn a place in the President's 100 are authorized to wear "Presidents 100" tabs on their uniforms . 5. President's Pistol Match. In 1981, the National Board for the Promotion of Rifle Practice established a second President's Match. The course of fire for this match is 20 shots slow fire at 50 yards, 1o shots timed fire at 25 yards and 10 shots rapid fire at 25 yards, with U.S. service pistols.
