Office of Energy Projects Energy Infrastructure Update For December 2020

Natural Gas Highlights

• Columbia Gas received authorization to place in service its Buckeye Xpress Project, including replacing 61 miles of 20 and 24-inch pipeline with 66 miles of 36-inch pipeline in order to modernize the facilities and increase transportation capacity by 275 MMcf/d in Vinton, Jackson, Gallia and Laurence Counties, OH and Wayne County, WV. • Cheniere received authorization to place in service Unit 1 of the Sinton Compressor Station for the Cheniere Corpus Christi Pipeline, which when fully operational will deliver up to 1.5 Bcf/d of to the Corpus Christi LNG terminal. • Texas Eastern received authorization for its Bailey East Mine Panel 12J Project, which includes excavating and elevating segments of four pipelines in Marshall County, WV, in order to maintain safe operations during planned underground longwall mining by CONSOL Energy. • Gulf South received authorization for its Marksville Replacement Project, including replacing four older compressors with a new 13,058 HP compressor at its Marksville Compressor Station in Avoyelles Parish, LA. The project would not increase capacity. • Equitrans received authorization to sell base gas that is no longer needed at its Mobley Storage Field in Wetzel County, WV. • Equitrans received authorization for its Hunters Cave 3675 Well Abandonment Project, which involves plugging and abandoning the well and associated infrastructure at its Hunters Cave Storage Field in Greene County, PA. The project would not affect the field's certificated parameters. • Transforeland received authorization to make modifications at the Kenai LNG export terminal in Alaska in order to import LNG to cool the existing storage tanks, and to sendout up to 7 MMcf/d of boiloff gas instead of flaring it or venting it. • Adelphia Gateway requests authorization for its Marcus Hook Electric Compression Project, which consists of installing one 3,000 HP electric compressor at its Marcus Hook Compression Station in Delaware County, PA. The project would provide 16.5 MMcf/d of firm capacity to serve a new customer. • Algonquin Gas requests an amendment to its certificate for the Yorktown M&R Replacement & Reliability Project in order to reduce the number of gas line heaters to be installed from two to one, reduce the diameter of the M&R station piping, and reduce the compressor station capacity to 18,000 Dth/d from the certificated 31,200 Dth/d. The project is located in Westchester County, NY. • Texas Gas requests authorization for its Western Kentucky Lateral Expansion Project, which includes a 3,750 HP compressor and other equipment at its Midland 3 Compressor Station junction in Muhlenberg County, KY. The project would provide up to 130 MMcf/d of firm capacity to a new gas fired generation plant. • Algonquin Gas requests authorization for its Stony Point Anomaly – Metro-North Railroad Crossing Project, which would offset and replace a 490 feet of its ML pipeline in Putnam County, NY. The project would replace a pipeline segment following the identification of three anomalies and would not affect service to its customers. • Colorado Interstate Gas requests authorization to reclassify an injection/withdrawal well to an observation well at its Flank Natural Gas Storage Field in Baca County, CO. The project would not impact the field's storage parameters. • Columbia Gas requests authorization for its 2021 Wellington Well Abandonment Project, which includes plugging and abandoning wells 7779, 8907, 8908, 8909, 8968, 9060, 9031, 9121, and 9309, and their associated pipelines at its Wellington Storage Field in Lorain and Medina Counties, OH. The project would reduce risks in alignment with the PHMSA Storage Final Rule and would not affect the storage field's certificated parameters.
