Candidates for Election to the European Scout Committee 2019-2022 DOCUMENT 5 Candidates for Election to the European Scout Committee 2019 – 2022 23rd European Scout Conference Split, Croatia | 24-28 August 2019 Candidates for Election to the European Scout Committee Presentation of Candidates With Conference Circular 3b, all Member Organisations of the World Organization of the Scout Movement in the European Region were invited to put forward nominations of candidates for election to the European Scout Committee. On 25 April 2019, the deadline set in the Rules of Procedure for receipt of nominations, the following candidacies had been received (listed in alphabetical order): § Julijana Daskalov § Joaquim Castro de Freitas § Matthias Gerth § Piotr Kowalski § Lars Kramm § Jack Maxton § Claire McAroe § Martin Persson § Elena Sinkevičiūtė § Samuel Trouvé All candidates are presented in more detail in the following pages of this document. Election Schedule All candidates will make short presentations to the 16th European Guide and Scout Conference on Sunday, 25 August 2019 (day 2). The elections will take place on Tuesday, 27 August 2019 (day 4), during the 23rd European Scout Conference. The results will be declared immediately afterwards. The new European Scout Committee will meet on the evening of Tuesday, 27 August 2019 for its first meeting during which it will elect its chairperson and vice-chairperson. Voting The voting follows the provisions identified in the Rules of Procedure for the European Scout Conference – Conference Document 2, Rule 7 by electronic ballot – or paper ballot if there is a problem with an electronic vote. I’m ready to bring a lot of knowledge, positive energy, creativity, focus on young people and their needs, knowledge on finance, fundraising and a strong strategic approach to the Region. I have been a member of the Scout Movement for 31 years, committed to the values of Scouting and a volunteer all my adult life, not just in Scouting, but also in the environmental organisations and networks, as well as in the humanitarian clubs. My strength is high motivation to support the European Region, to empower leaders and Scout volunteers and to lead implementation of the new regional Scout plan and working towards the Vision 2023. I am not just offering a huge amount of Scouting experiences from nearly all levels within the movement, understanding and knowledge of the situation on World level and within the European Region, but also my professional experience in finance, project management, trainings in strategic development, capacity building and mentoring. Working as a team, I know we can achieve even more on responding to the needs of NSOs/NSAs through creative approaches, promoting WOSM Services, better cooperation and sharing our knowledge with those in need. Our joint efforts towards the principles of transparency and good governance must be strengthened by the effective communication channels, developing new and maintaining old partnerships and relationships with WAGGGS, Big 6, EU institutions... I believe that a trusting attitude and a patient attitude go hand in hand and I truly believe that everything that we do and everyone that we meet in Scouting is put in our path for a purpose. The scout exchange began in 1985 and is the longest running activity of the sister city program. It is a scouting-based cultural exchange program where scouts visit each other in alternating years.     COMMISSIONER SERVICE, OUR FIRST HUNDRED YEARS A research thesis submitted to the College College of Commissioner Science Longhorn Council In partial fulfillment of the requirements for the Doctor of Commissioner Science Degree By Paul N Dreiseszun 2010 INTRODUCTION As we approach the 100th anniversary of Scouting and the Commissioner Service, we need to look back and salute those Scouters that have worn the insignia of the Commissioner. Scouting has changed in those many years. Requirements and uniforms have changed. Council structures and boundaries have been altered. But the role of the Commissioner as Scouting's conduit for unit service remains unchanged. I have been honored to serve as a Unit Commissioner, Assistant District Commissioner, and District Commissioner. My experience is that it can be the most difficult position in Scouting. But it can also be one of the most rewarding jobs in Scouting. As we reach Scouting's centennial, the Commissioner position is getting renewed emphasis and exposure. Funding for non-profits is getting harder to come by resulting in less growth of the professional staffs. The need for more volunteer Commissioners is as great or greater than any time in the past Our role in Scouting will continue to be fundamentally important for the next 100 years. As Commissioners, we must make sure that every unit is offering their boys exactly what is promised to them …, fun, excitement, adventure, and ultimately a quality experience.     The National Scout Centres Internship The MJS Scholarship Role Description 2019 Locations: In three National Scout Centres across Ireland… Castle Saunderson is located on the border between the Republic of Ireland and Northern Ireland, nestled within the Marble Arch Caves Geo Park. This newly built centre is surrounded by Woodlands, Lakes and Rivers. Contained on the 34 acre site is separate camping areas capable of having over 1,000 campers on site at any one time and a 63 bed hostel & conference centre. Larch Hill is the home of Scouting in Ireland, this international scout centre is situated on the edge of the Dublin / Wicklow Mountains in a picturesque valley between Kilmashogue and Tibradden mountains and only 11 kilometers from the centre of Dublin. It comprises of a 35 hectares estate with a campsite, a 26 bed lodge, a 56 bed hostel & Conference Centre, a tented village and an all-weather shelter which are surrounded by the natural amenities of a mature estate which has been serving scouting for over 80 years. Mount Melleray Scout Centre lies high in the Knockmealdown Mountain range, 7km from Cappoquin, Co. Waterford. This former boarding school, in the ground of the Melleray Monastery has extensive indoor accommodation capacity, sleeping over 300 persons and an adjacent campsite. The Centre offers a wide range of activities and is ideally located with hills and mountain at our back door, along with glens, rivers and forests nearby.
