The Shatin to Central Link (SCL) was gazetted under the Railways Ordinance Programme on 26 November 2010, which marked the commencement of statutory consultation for the project. Temporary Traffic Management Scheme

To facilitate construction of the East West Corridor and North South Corridor, temporary traffic diversions will be implemented at locations near Hung Hom Station, including Chatham Road North, Winslow Street and Oi Sen Path. The affected roads and pedestrian path will be reprovisioned before implementation of the diversion measures, and will be restored to their original condition upon completion of the construction works. The Corporation has appointed an independent consultant to carefully assess the possible impact of the construction works on nearby traffic and propose mitigation measures.

Chatham Road North Temporary Works Areas and Construction Facilities

Temporary works areas will be set up along the SCL alignment for carrying out construction works, or storing construction equipment and materials. The existing car park in Winslow Street, the Winslow Street Playground, Oi Sen Path Amenity Area and the Chatham Road Interchange Amenity Area have been proposed Oi Sen Path Amenity Area as temporary works sites.
