GNO´ COMHALTAI´ PRI´OBHA´ IDEACHA PRIVATE MEMBERS’ BUSINESS Tairiscint (ato´ga´il) (1 ur. 30 n fa´gtha): Motion (resumed) (1 hr. 30 m remaining): 56. ‘‘That Da´il E´ ireann, noting that it is now more than four years since the last General Election: deploring the many failures of the current Government including: — the failure to deal with rising crime rates, the lower detection rates and the continuing unacceptable level of crime, ranging from gun murders to vandalism and anti-social behaviour; — the failure to adequately protect the children of the nation by its incompetent, disjointed and ill-judged response to the issues raised by the Supreme Court judgment in the ‘C.C.’ case; — the failure to ensure value for taxpayers money and the shocking waste of public money on such ill-judged and mismanaged projects as electronic voting and PPARS, a health sector computer project which ran dramatically over budget without delivering an effective payroll system; — the failure to deal with the crisis in Accident and Emergency Units and to clear all hospital waiting lists within two years, as promised in May 2002; — the failure to deliver affordable childcare for hardworking families; — the failure to provide adequate school buildings in developing areas; the increase in the number of children in classes of 30 or more; and the reneging on the commitment to reduce class sizes for children under 9 to below international best practice of 20:1; — the failure to honour the commitment that 80% of all taxpayers would pay at the standard rate; the delay in closing off loopholes that allow a number of super rich individuals to avoid paying their fair share of taxation; and the reliance instead on more than 50 stealth taxes; — the failure to deal with rising prices which has now resulted in an annual inflation rate of almost 4%; — the failure to deliver the required level of broadband roll-out to meet private and commercial needs; — the failure to deal with escalating house prices which have increased at nine times the rate of inflation since 1997 or to deliver the required level of social and affordable housing; — the failure of the Government to deliver an adequate strategy for road safety, particularly in regard to the implementation of the penalty points system; — the failure to ensure that the benefits of economic growth were shared out fairly, as a result of which, according to CSO figures published this week, 21% of the population are at risk of poverty; and P.T.O. 980 — the failure to halt the decline in the numbers engaged in farming and the continuing low level of income for many farm families; censures the Government for its many failures; believes that this arrogant, tired and fractured Administration has lost initiative and coherence and has descended into aimless drift; and concludes that the interests of the country and people would therefore best be served by the dissolution of the 29th Da´il and the holding of an early General Election.’’ — Pat Rabbitte, Enda Kenny, Liz McManus, Emmet Stagg, Thomas P. This is the Tenth Annual Report of the Body since it was decided at the 11th Plenary Session in May 1996 that such a Report should be made. This Report summarises the work of the Body during 2005. Membership of the Body 2. The General Election in the United Kingdom in May resulted in a number of changes to the British delegation, the most significant of which was the replacement of Mr David Winnick, MP as Co-Chair by Mr Paul Murphy, MP. Mr Winnick had announced at the Bundoran Plenary session that he would leave the Body, although he was not standing down from the House of Commons. Lord Dubs replaced Mr Kevin McNamara (who left the House of Commons) on the Steering Committee. Mr John Hume of the SDLP also retired from the Commons at the General Election and his presence is much missed. Other notable departures were those of Mr Harry Barnes and Mr William O'Brien. The other changes to the British Delegation can be found in Appendix 1. Hon Tony Brown MHK succeeded Mr Donald Gelling, who has again become Chief Minister of the Isle of Man. The Body expressed its congratulations to Mr Gelling. Political Developments 3. The Northern Ireland Executive and Assembly remained suspended throughout 2005. During the year, the two Governments continued their efforts to move the process forward and to restore the devolved power- sharing institutions.

    Chapter 5 Dublin Institute of Technology Act 1992 The changing and developing nature of the activities of the colleges of the Dublin Institute of Technology (DIT) presented increasing problems for them in the 1980s as they sought to operate as effectively as possible as higher level institutions. These problems arose mainly from the restric­ tions imposed by the Vocational Education Act 1930 which was primarily intended to encompass a second level education provision. As the Insti­ tute began to engage in research and development work, difficulties arose that were highlighted in the study of the National Board for Science and Technology in 1981. 1 These restrictions may be seen in bold relief when the broad academic maturity that had been achieved by the Institute and its colleges at that stage is reviewed. ACADEMIC MATURITY OF THE INSTITUTE AT THE START OF THE 1990s The government Green Paper on Education, issued in 1985, stated that "the Institute has six constituent colleges and in terms of total enrolment is second in size only to UCD . Because of its size, its wide variety of courses in various disciplines, its national rather than regional character and the relationship which it already enjoys with the University of Dublin in regard to the award of degrees, the Institute is quite different in charac­ ter from the Regional Technical Colleges (RTCs )". 2 The International Study Group on Technological Education3 in its report to the Minister for Education in 1987, stated that the Group "was impressed by the work of the (Dublin) colleges" and recognised "the high standing 1.

    8 The constituency role of Dáil deputies Michael Gallagher and Lee Komito In Chapter 7 we examined the legislative and scrutinising roles of Dáil deputies. In this chapter we concentrate on a different aspect of the work of TDs, looking at the business on which they spend a lot of their time, namely constituency work. Some people wonder whether constituency work is really part of the duties of a TD at all; after all, the Irish constitution says nothing about it. Yet, judging by the large amount of time it occupies, it seems in practice to be more important in the working life of a TD than narrowly-defined parliamentary duties such as speaking in the Dáil chamber or examining legislation. In most countries, it is taken for granted that parliamentarians will work assiduously to protect and further the interests of their constituents, and that constituency work forms part of an MP’s parliamentary duties rather than conflicting with them, but in Ireland there is a body of opinion that sees a constituency role as aberrant and outdated, labels it ‘clientelism’, or believes that it is taken to excess. We shall ask whether there is anything distinctive about Irish practice in this area, looking at the reasons why TDs do so much constituency work, and then consider the consequences it has for the political system The nature of constituency work In all parliaments, members have both a formal, national, parliamentary role and a local, often more informal, constituency role. In the former they are expected to play a part in legislative business and in monitoring government behaviour, as was discussed in the previous chapter.

This is the ninth Annual Report of the Body since it was decided at the 11th Plenary Session in May 1996 that such a Report should be made. The current Report summarises the work of the Body in 2004. Membership of the Body 2. A reshuffle in the Irish Government in October, which included the appointment of Mr Brendan Smith, TD, formerly Co-Chair, Mr Conor Lenihan, TD, and Mr Tony Killeen, TD, as Ministers resulted in a number of changes in the Irish delegation. Mr Pat Carey, TD, replaced Mr Brendan Smith, TD, as Co-Chair and Mr Seymour Crawford replaced Mr Jim O'Keeffe, TD, on the Steering Committee. Senator Diarmuid Wilson became a full member and Mr John Carty, TD, Mr Trevor Sargent, TD, and Senator Michael Kitt were new appointments. In the delegation from Jersey, Deputy Maurice Dubras replaced Senator Walker as the full member of the Body. Political Developments 3. The Northern Ireland Executive and Assembly remained suspended throughout 2004. From the beginning of the year, the British and Irish Governments engaged in intensive efforts to move the process forward and restore the power sharing institutions. 4. The review of the operation of the Good Friday Agreement, was formally launched on 3 February and regular meetings were held between February and September. The review was provided for within the terms of the Agreement itself and both Governments stressed that while the operation of the Agreement would be reviewed, its fundamentals would not be renegotiated.
