1 Introduction

1.1 Non-Technical Summary (Form B2 Q5c)

This Permit Application Report has been produced to support a bespoke permit application for a recovery activity to complete the restoration of the Central Area at Runfold Quarry, located near Farnham in Surrey. The application has been submitted by Terraconsult Limited (TCL) on behalf of SUEZ Recycling and Recovery UK Limited (SUEZ, the Operator).

The purpose of the waste recovery activity is to restore Runfold Central Area to agricultural pasture mandated by planning permission referenced WA/2018/0016 with specific reference to the restoration contours detailed on attached SUEZ drawing referenced Rsp- CONT-0518-02: Central Area Proposed Low Level Restoration Contours. There is insufficient material available on site to support the scheme and it is proposed to import suitable waste materials to complete the works.

The Planning Consent forms the specific obligation to restore the Runfold Central Area to agricultural pasture ensuring the work to restore the site would be carried out with or without the use of waste.

The primary areas of activity for the waste recovery works will take place within the residual void remaining from quarrying and partial infill by landfilling in the southern part of the Runfold Central Area. A second void within the Central area abutting the northern boundary was associated with a cutting to a conveyor tunnel used for transferring minerals under the Guildford Road. The cutting also requires restoration under the recovery activity, the tunnel itself will be infilled by other means.

The accompanying Waste Recovery Plan (WRP) attached in Appendix B contains the following drawings:

The Environmental Site Setting Design (ESSD) report includes further drawings relevant to the application. Due to the quantity of material and the position of the proposed activity on existing waste landfilled deposits, a bespoke permit application is required. The Bespoke permit application forms A, B2, B4 and F1 are attached in Appendix A.

1.2 Pre-Application Reference (From B2 Q1)

A conservation and heritage pre-application screen was requested and issued by the Environment Agency (Agency) on the 12th December 2018 (Appendix B). The pre- application reference number (EPR/HB3006FB/A001) was issued after discussions with the Agency on the 15th November 2019.

1.3 Waste Recovery Plan (Form B4 Q1c)

The Waste Recovery Plan (referenced 2445_R_01_6) submitted and approved by the Environment Agency is attached in Appendix C. The approval advice letter referenced EPR/HB3006FB/A001 is attached in Appendix D.

2.2 Technically Competent Management (Form B2 Q3b and Appendix 2)

The Technically Competent Management (TCM) is to be provided by Peter Kelly who holds a Certificate of Technical Competence. His team includes two further Technically Competent Managers Gary Bye and Jim West who both hold Certificate of Technical Competence. The Certificates are for ‘Landfill - Inert Waste and Landfill – Non-Hazardous Waste’. The TCM has attained a Certificate for Continued Competence (ref: CCC17334) which expires on the 23rd March 2020. The certificates are attached in Appendix E. The Suez Landfill Team are currently responsible for the sites listed in Table 1.

2.3 Environmental Management System (Form B2 Q3d)

SUEZ Recycling and Recovery UK Limited is committed to managing its activities in an environmentally responsible manner through the company’s ISO14001 accredited Environmental Management System. A copy of the ISO14001 certificate, a summary of the company’s Environmental Management System and other relevant documentation that will be in place at permit issue is in Appendix F.

2.4 Relevant Offences (Form B2 Q3a)

Agency document “Regulatory Guidance Series No. EPR 5, Operator Competence” states that assessment of offences is undertaken by the Agency in the following circumstances:

 application for a new permit;  application to transfer a permit; and  following the conviction of an existing operator.

3 Risk Assessments

3.1 Environmental Risk Assessment (Form B2 Q6)

An Environmental Risk Assessment referenced 2445/R/07/1 accompanies this application.

3.2 Climate Change Risk Screening (Form B2 Q6b)

It is projected that the works will be completed in less than 5 years from commencement and therefore a climate change risk assessment is not required.

3.3 Hydrogeological Risk Assessment (Form B4, Appendix 4, Q3)

A Groundwater Risk Assessment has been prepared in support of this application and is attached to the Environmental Risk Assessment (Question 3, Appendix 4 of Application Form EPB).

4.8 Site Condition Report (Form B2 Q5b)

With the exception of limited stretches of existing haul roads retained for access to the other landfill sites and their infrastructure, restoration material will be deposited in all areas within the proposed recovery permit boundary. A site condition report has therefore not been prepared for this waste recovery operation.

If you are using the standards set out in the relevant technical guidance(s) (TGN) there is no need to justify using them within your documents in Table 3a. You must justify your decisions in a separate document if: • there is no technical standard • the technical guidance provides a choice of standards, or • you plan to use another standard This justification could include a reference to the Environmental Risk Assessment provided in part B2 of the application form. 1.0 INTRODUCTION

1.1 Purpose of the document

1.1.1 This Waste Recovery Plan (WRP) has been produced to support a bespoke permit application for a recovery activity by SUEZ Recycling and Recovery UK Limited (SUEZ) to restore the centre of their wider Runfold Quarry complex. The proposed site will be referred to as Runfold Central Area in this and other reports associated with the permit application.

1.1.2 The WRP has been written with due regard to the following relevant guidance:

 Web based Environment Agency Guidance on Waste Recovery Plans and Permits (Environment Agency 2016);  RGN 9: Showing that Land and Groundwater are protected at Waste Facilities  (Environment Agency 2013); and,  Environmental Permitting Guidance (DEFRA 2009 v2.0): The Waste Framework Directive for the Environmental Permitting (England & Wales) Regulations 2010.

1.1.3 This WRP will also demonstrate compliance with the published Environment Agency guidance on www.gov.uk and address the following factors that are raised within the guidance that determine if the proposals are a ‘Waste Recovery Operation’:

 The purpose of the work;  Waste recovery activities i.e. would the project go ahead using non-waste;  Quantity of waste used;  Suitability of waste material; and  That the proposal will meet relevant quality standards.

1.2 The Purpose of the Work

1.2.1 The purpose of the waste recovery activity is to restore Runfold Central Area to agricultural pasture mandated by planning permission referenced WA98/1018 with specific reference to the restoration contours detailed on attached SUEZ drawing referenced Rsp-CONT-0518-02: Central Area Proposed Low Level Restoration Contours. There is insufficient material available on site to support the scheme and it is proposed to import suitable waste materials to complete the works.

1.2.2 The Planning Consent forms the specific obligation to restore the Runfold Central Area to agricultural pasture (Section 2.1) ensuring the work to restore the site would be carried out with or without the use of waste. It is understood the Operator will commit to completing the scheme using non-waste if a waste recovery scheme were not available.

1.2.3 It has been calculated that 165,903 m3 of material will be required to complete the restoration scheme (Section 2.2). The proposed material to be used for this project will be suitable for the proposed end use (Section 2.3). The area is to be restored to a relevant standard (Section 2.4) and the permit application will demonstrate that the material will be stable once placed.

1.3 Site Location and Description

1.3.1 Runfold Central Area is located approximately 3 km to the south of and 2 km east of Farnham at National Grid Reference SU 86403 47226. The general site location is indicated by the red boundary on attached drawing referenced 2445/5/001: Sensitive Receptor Plan. The surroundings are primarily suburban-residential, woodland and open

spaces set amidst the undulating topography of the Hogsback ridge. The geology is dominated by the Folkstone Beds sandstone.

1.3.2 The wider site was originally developed as a sand and gravel quarry with planning permission granted for excavation in 1950. Subsequent amendments expanded the quarry complex to the north, south, east and west. Numerous permits for restoration of the quarry void by landfilling were subsequently issued, with partial restoration of the Central Area carried out under the Hogsback landfill Waste Disposal Licence referenced 11/502/1 (EPR/VP3193EQ). Waste material was evidently deposited under this licence within the west and southern boundaries of Runfold Central Area. More significant deposits of landfilled wastes were made in the quarry void to the east (Hogsback Landfill), the south (Runfold Landfill Area B: permit referenced EPR/CP3990EN), the west (Runfold Areas A and C: permit referenced EPR/SP3131GC) and north (Runfold North: permit referenced EPR/AB3801MG). It is understood that an insitu sand and gravel feature remains between the Central Area and Areas A and C, and Area B.

1.3.3 The Central Area was once connected to the quarry to the north of site via a conveyor tunnel under Guildford Road. This became Runfold North Landfill and the quarry void was restored with inert waste. The tunnel under Guildford Road and the cutting down into it from the Central Area remain.

2.0 WASTE RECOVERY PLAN

2.1 Specific Obligation

2.1.1 Current Environment Agency guidance (www.gov.uk/guidance/waste-recovery-plans- andpermits) requires that Operators demonstrate the proposed operation would be undertaken using non-waste materials should the use of imported waste not be permitted by the Environment Agency. The guidance provides several options where evidence would be required to be submitted to the Environment Agency, requiring approval prior to the activity being accepted as a recovery operation. The option relevant to the Runfold Central Area is a ‘Specific Obligation’ for the Operator to carry out the work. In this instance the ‘Specific Obligation’ is the ROMP referenced WA/2018/0016 of Planning Consent referenced WA98/1018 (attached in Appendix A) issued in 2018. Condition 22 of the ROMP requires the site to be restored to the contours detailed on drawing referenced Rsp-CONT-0518-02: Central Area Proposed Low Level Restoration Contours (May 2018). These contours in turn define the volume of material required to restore the site in accordance with the ROMP. Condition 20 of the ROMP requires the Operator to provide a scheme to return the site to agriculture and this is to include details the ratios of fill, sub- soil and topsoil for the final restoration surface. The types and quantities of material required to accomplish this accounted for in this WRP and are not likely to change as a result of submission made to the Local Planning Authority.

2.1.2 In accordance with the Agency guidance, the following information has been provided with this WRP:

 Evidence of the specific obligation;  Plans and cross-sections that show your proposal matches the obligation; and  Evidence that the waste material is suitable for the intended purpose.

2.1.3 The approved final restoration scheme is a result of a very detailed consultation process between the local authority, SUEZ and other relevant stakeholders including the Environment Agency. This has ensured all environmental aspects of the proposed development were considered and also mandated the additional site investigation measures to support the permit application and discharge of planning conditions.

2.1.4 The original restoration scheme permitted a higher final profile than that proposed and subsequently approved by the 2018 planning consent. Compliance with the original scheme would have required the Operator to complete final ground levels at an elevation at least 3 m higher compared to that now approved. The original scheme would also have formed a much more abrupt embankment feature where it merged with the existing ground contours to the south of the pond located to the north of the site. Overall this would represent a significantly higher quantity of material required to complete the site. The contours were agreed after discussions with the planning authority to ensure the final profile would be sympathetic to the local site setting.

2.1.5 The objective of the scheme is to construct a gently sloping landform that declines north toward the site entrance. This will provide grassland pasture for private use by the landowner, whilst still maintaining access to the public footpath that runs north to south across the site. The additional purpose of the restoration scheme is to afford effective surface water drainage that integrates managed run-off from the surrounding restored landfills. This will divert water towards the large pond to the northwest of the Central Area, away from the current low point where it currently ponds after heavy rainfall. The conveyor tunnel which previously connected the Central Area to the quarry to the north will be filled in using specialist grouting techniques prior to commencement of restoration activities in that area. The tunnel grouting will not form part of the recovery activity or be

regulated under the environmental permit. The void immediately to the south of this represents another low point where surface water from the restored landfill to the east can flow to. Infilling of this void under the recovery permit will ensure surface water from the east will also flow into the north western pond in a managed fashion.

2.1.6 The planning permission imposes a specific obligation to complete the restoration scheme as defined and thus meets the recovery test as defined in the Environment Agency guidance.

2.2 Quantity of Waste Required

2.2.1 Consideration has been given to using on-site material to complete the restoration scheme, however due to the age of the site and demands of other quarrying and landfilling activities, no reserves of overburden or other resources such as stripped topsoil remain on site. SUEZ has advised that there is presently no other material on site which would be appropriate to assist in the restoration of the void under the recovery activity.

2.2.2 Attached SUEZ drawing referenced Rsp-RVA-0518: Restoration – Void Area shows the area of site considered for restoration fill. SUEZ has calculated the quantity of material required by constructing a computer generated model based on the most recent topographical survey (excluding any stockpiles of material used for engineering or similar) and the agreed low restoration contours. The volume of material is based on the difference between the two topographical layers. The void calculations completed by SUEZ are detailed on the drawing.

2.2.3 To help illustrate the depth of the fill, lines of cross section have been drawn across the site and reflect the depth of material to meet the approved restoration contours (TerraConsult drawings referenced 2445/5/002: Cross Section Locations and 2445/5/003: Proposed Final Levels Cross Sections.

2.2.4 SUEZ have advised that 165,903 m3 of suitable material will be required to complete the restoration of the site, including backfilling of the void immediately adjacent to the conveyor tunnel entrance (not the conveyor tunnel itself). Using a conversion factor of 1.8 tonnes to 1 m3, this equates 298,625 tonnes.

2.3 Suitability of Waste Material

2.3.1 It is proposed to use waste classified under the EWC codes permitted by Standard Rules permit referenced SR2015No.39 as the restoration fill proposed for Runfold Central Area as detailed in Table 1. This would be very similar to the non-waste material sourced from aggregate or topsoil suppliers if non-wastes were used for the restoration scheme.

2.3.2 All incoming materials will be subject to strict waste acceptance procedures which will include assessment of the documentation accompanying the load e.g. the Carriers

Certificate of Registration and Duty of Care Waste Transfer Note. The information to be recorded in respect of each load may include:

 Waste/material Type;  Date;  Time;  Customer Name;  Vehicle Registration Number and Type;  Ticket Number; and  Carriers Certificate of Registration.

2.3.3 All wastes used in the recovery activity will be accepted in accordance with the requirements of the Duty of Care, and in accordance with the procedures specified in the Environmental Management System (EMS) specific to the site. An appropriate waste pre- acceptance procedure will be employed and will involve an assessment of available information which may include the following:

 Code according to the European Waste Catalogue;  Source and origin of waste;  Information on the waste production process;  Where available or appropriate, chemical composition of the waste; and  Appearance of the waste (smell, colour, physical form).

2.3.4 Every load of waste delivered to site will be visually inspected (where possible prior to deposit) and after deposit by the plant operatives working in the construction area. If the waste does not conform to the accompanying documentation the load will be rejected. Rejected loads transported off site will done so in accordance with all relevant legislative requirements. Unacceptable material includes the following:

 materials from swamps, marshes and bogs;  logs, stumps and perishable material;  materials in a frozen condition;  clay that is too wet to allow handling, placement and compaction on site;  materials containing invasive plant species or roots and rhizomes of such; and  materials having chemical or physical properties requiring special measures for its excavation, handling, storage, transportation, and deposition.

2.3.5 Waste acceptance procedures are important for continually re-establishing the suitability of the waste materials.

2.4 Meeting Quality Standards

2.4.1 The fill specification detailed in this section relates to the provision of general fill for construction of the restoration scheme. It is understood there are no plans to construct buildings or other structures in the Central Area. The materials brought to site will have an inherently low pollution potential and will not contain substances at concentrations that may present a risk to surface water or groundwater.

2.4.2 The backfilling of the road tunnel will be completed using specialist grouting techniques prior to commencement of any recovery activities in that area. On completion of the grouting works, the area to the south of the tunnel entrance will be restored to surrounding ground levels using the same types of material proposed for the main body of the site.

2.4.3 Once assessed to be suitable as restoration fill in accordance with Section 2.3 above, the material will be deposited from wagons. After the confirmatory inspection by the site operatives, the material will be bladed out and subject to repeated tracking by dozer and potentially rolling after placement to ensure effective consolidation of the material. The landform surface will then be raised gradually in lifts. This will ensure a shallow surface gradient for the working area and hence safe and accessible ground conditions for all vehicle operation and to minimise the velocity of potential surface water run-off and mobilisation of solids. The nature of the material to be used means it is unlikely to be subject to consolidation or settlement which may lead to instability. The likely cohesive nature of this material also makes it suitable for use in the steeper slope faces.

2.4.4 The placement of soil and granular fill shall be placed and inspected for soft spots. Any soft, loose and otherwise deleterious materials will be removed and replaced with suitable fill. Loose layer thickness shall not exceed 500 mm. Surfaces with a gradient greater than 1:5 which are to receive filling must have horizontal benches cut to match the depths of compacted layers of fill. Wet material will not be geotechnically suitable for construction of the landform and will be identified at source as evidenced by its handling characteristics during loading. In the unlikely event the any wet loads are subsequently identified on arrival at site, they will be rejected.

3.0 RECOVERY PERMIT

3.1 Provisional Risk Screening

3.1.1 The restrictions imposed by a Standard Rules Permit (SR2015No.39) for a recovery activity are as follows:

 Activities must not be carried out within 500m of a European Site, Ramsar Site or a Site of Special Scientific Interest (SSSI); and,  Activities shall not be carried out within 250m of the presence of Great Crested Newts where it is linked to the breeding grounds of the newts by good habitat.

3.1.2 The activities shall also not be within:

 50 m of a site that has species or habitats protected under the Biodiversity Action Plan (BAP) that the Environment Agency considers at risk from this activity;  50 m of a National Nature Reserve (NNR), Local Nature Reserve (LNR), Local Wildlife Site (LWS), Ancient Woodland or Scheduled Ancient Monument;  Groundwater Source Protection Zones (SPZ) 1 or 2;  50 m of any spring or well, or of any borehole not used to supply water for domestic or food production purposes, or 50 m from any spring or well or any borehole used for the supply of water for human consumption. This must include private water supplies;  On any landfill whether historical, closed or operational;  Within 10 metres of a watercourse; and  Within a specified Air Quality Management Area (AQMA) for particulate matter less than 10 microns (PM10).

3.2 Sensitive Environmental Receptors

3.2.1 There are no European sites or Sites of Special Scientific Interest (SSSI) within 500 m of the proposed recovery activity. Moor Park SSSI is located 1,080 m south-east of the proposed location. Weybourne Local Nature Reserve (LNR) and Farnham Park are located north-west of the proposed site, 1,280 m and 1,500 m respectively.

3.2.2 Ancient Woodland is located west and south-west of the site at 370 m and 460 m respectively. There are no other BAP sites or species, NNT, LWS, or Scheduled Ancient Monuments within 50 m of the proposed activity.

3.2.3 The proposed site is located within the total catchment of a Source Protection Zone III on a principal aquifer (Folkestone Beds of the Lower Greensand Group).

3.3 Site Topography

3.3.1 Drawing referenced 2445/5/005 shows the current ground levels around the Central Area. The elevation of the lowest point of the Central Area is approximately 70 mAOD. This inclines northward to around 82 mAOD at the site entrance. There are steep embankments to the south and east of the Central Area’s low point, which rise to approximately 80 to 82 mAOD (the level of the haul road to the east and south). These embankments and the access roads cut into them are expected to be situated on the historical waste deposits. The depth of deposit to the south is unknown but expected to be comparable with the waste deposits to the west at around 9 m deep (based on site investigation data). The embankment and access road to the west of the Central Area has a shallower gradient. Ground levels in the Central Area have remained largely unchanged since landfilling ceased.

3.4 Existing Waste Deposits

3.4.1 The primary waste types authorised for deposit under the licence for the Central Area were excavation and demolition waste, and commercial and industrial wastes. Clinical wastes were excluded from the site however provision for disposal of asbestos waste was made in the licence. Site investigations were carried out across the site in 2009 and 2010 (boreholes indicated by grey icons on accompanying drawing referenced 2445/5/007: Proposed Environmental Monitoring Locations). These established varying depths of made ground comprising primarily of clay, sand, stones, brick and concrete rubble (alone and in combination); with incidental components of topsoil, wood, and other organic material at limited locations. Based on this information the waste deposited under the permit in the Central Area does not appear to contain a significant biodegradable component. This reduces the landfilled wastes potential to produce biogenic landfill gas or leachate in significant quantities.

3.4.2 Differential settlement in landfills can be caused by physical consolidation of aggregate and mineral-based material (occurring shortly after placement), or reduction in mass caused by biodegradation of any organic components which occurs over a much longer time period. The Central Area is characterised by its extensive network of haul roads, mineral stockpiles and material processing areas. The location of these activities changed numerous times over time and there are very few areas on site which have not been subject to frequent vehicle tracking or material management or stockpiling. The upper layers of in-situ waste have likely been subject to significant consolidation influences historically. Intrusive site investigation data indicates that there is a low proportion of organic material relative to the mineral-based wastes. Differential settlement attributed to biodegradation is likely to be a minor factor. The planning consent requires the Operator to carry out a settlement assessment of the existing waste deposits. This is to ensure the long term stability of the final restoration scheme and assess the potential for emissions of landfill gas or leachate caused by consolidation of material. The physical and chemical properties of the insitu material have been sampled as part of the 2019 site investigation and this information will be used to inform the settlement assessment.

3.4.3 Previous site investigations have proven the depth of waste deposits to the west and south of the Central Area. Historical mapping and aerial photographs indicates the workshop and main access road from the site entrance have been present prior to the landfill activities. The presence of waste beneath these features is therefore unlikely. The lowest point of the Central Area was used for aggregate processing and most recently used by Tarmac to operate a mortar plant. The plant, buildings and concrete slab have since been removed leaving a shallow formation layer. The profile of restoration material will be deepest in the centre of the Central Area site where made ground deposits are shallow or absent. The main component of the existing landfilled wastes will be subject to a much smaller loading of recovery material.

3.4.4 The areas to the west and south were restored to agricultural grassland after cessation of landfill operations. These have since been used for stockpiling of landfill construction materials (southern area) and waste aggregate / soil processing and storage (to the west). A network of haul roads has been constructed across the site and been subject to sustained trafficking by heavy goods vehicles and other site plant. There is no visible evidence of slope instability or settlement in this material.

3.5 Proposed Permitting Regime

3.5.1 The Operator will require a bespoke environmental permit application to carry out the activity because of the location relative to the existing permitted landfill sites and because the quantity of material required to complete the scheme calculated by SUEZ will be

165,903 m3. Otherwise the proposed recovery activity would meet the location and operation requirements of a standard rules recovery permit (SR 2015 No.39).

3.5.2 The proposed waste types to be used in the recovery activity will comprise inert soil and stones excavated from development sites with negligible potential to produce gas or leachate. The main body of the proposed recovery site is bounded by existing waste deposits that have been shown by previous site investigation data to comprise material excavated from development sites or construction activities. The potential for the proposed infill material to physically influence emissions from this material is considered low. This will be demonstrated by environmental monitoring of the existing waste deposits and adjacent natural ground.

3.5.3 The Operator will address the potential risks associated with the proposed activity by undertaking site-specific groundwater, gas and stability risk assessments. These will be submitted in support of the permit application and will be informed by data from previous site investigations and also information gained from new monitoring points installed around the periphery of the site. The new monitoring points were installed in January 2019 and sample ground gas and groundwater under and adjacent to the site, and ground gas and leachate quality in the made ground deposits adjacent to the recovery site. Chemical and geotechnical testing has been carried out on samples taken from the made ground adjacent to the recovery activity during the borehole drilling and additional trial pits. This information will also be used to discharge planning conditions.

2. From the date of this permission until the cessation of the operations to which it refers, a copy of this permission including all documents hereby approved and any documents subsequently approved in accordance with this permission, shall be displayed at the offices on the site, and shall be made known to any person(s) given the responsibility for the management or control of operations.

Duration

3. All operations shall cease on or before 31 December 2021 by which date all offices, hardstandings, internal access roads shall be removed and the site shall be restored in accordance with the plans hereby approved and any subsequent details required by this permission.

Hours of Working

4. No operations or activities shall be carried out, and no light except intermittent security lighting within the plant and office areas shall be illuminated, except between 0730 and 1800 on Monday to Friday and 0730 and 1300 hours on a Saturday and there shall be no working on Sundays or Public, Bank and National Holidays.

Settlement Assessment

5. Prior to the commencement of filling operations, a settlement assessment shall be submitted to and approved in writing by the County Planning Authority which considers the extent of short and long term total and differential settlement likely to be experienced in the existing historical waste fill and in the proposed imported fill, including any actions considered necessary to ensure delivery of the consented long term final restoration landform as shown on Approved Plan Rsp-PLS-R-0518-02 Proposed Restoration Masterplan (at Environmental Permit Surrender) May 2018 and Rsp-PLS-0518-04 Proposed Restoration Masterplan (at Environmental Permit Surrender) May 2018.

Groundwater and Gas Investigation and Contamination

6. Earthworks and infilling shall not take place until a programme of contaminated land, groundwater and gas investigation, risk assessment and analysis has been undertaken and then submitted to and approved in writing by the County Planning Authority. The programme shall, where necessary, comprise:

a) A desktop study, review of existing information, a site walkover inspection and a preliminary land risk assessment report incorporating a conceptual site model; b) Further ground investigations, soil and groundwater sampling and testing, and groundwater and gas monitoring; c) A factual report giving the results of the further investigations; d) A review and revision of the conceptual site model; e) A Human Health Risk Assessment report; f) A Soil Gas Risk Assessment report including the risks and consequences of surcharging any gassing ground waste present with new fill; g) A Groundwater Risk Assessment report including assessment of the risks and consequences of surcharging with new fill any contaminated leachates within the waste, or contaminated groundwater below the waste; h) As necessary and subject to the outcomes of the Human Health, Soil Gas and Groundwater Risk Assessments, remediation or mitigation strategies, programmes of work and verification plans; i) A monitoring plan that includes (but not limited to) detailed proposals for monitoring and sampling of leachate and groundwater levels, leachate and groundwater quality, and gas concentrations and flows during the earthworks and infilling, compliance limits (trigger and control levels) and contingency action, verification plans, and periodic reporting plan.

The risk assessments listed above shall include the identification of previous site uses, potential contaminants that might reasonably be expected given those uses and other relevant information including further investigations, and using this information the preparation of a diagrammatic representations (Conceptual Site Models) for the site of all potential contaminant sources, pathways and receptors.

The development of the site shall be carried out strictly in accordance with the approved remediation and/ or mitigation strategies (as necessary) and the details

approved. A verification report shall be submitted to the County Planning Authority for approval in writing on completion of the earthworks and infilling.

7. In the event that contamination that was not previously identified is found at any time when carrying out the approved development, a detailed assessment of the unexpected contamination shall be submitted to and approved in writing by the County Planning Authority including:

a. a survey of the extent, scale and nature of the contamination; b. an assessment of the potential risks to previously identified receptors, and; c. if necessary an appraisal of remedial and mitigation options, and the proposed remediation strategy in accordance with DEFRA and Environment Agency's 'Model Procedures for the Management of Land Contamination, CLR 11 (2004)'.

Where remediation or mitigation is necessary to bring the ground to a condition suitable for the intended use or to suitably reduce the risks to identified receptors (for example, human health or controlled waters), a detailed scheme shall be submitted to and approved in writing by the County Planning Authority which shall include the scope of works to be undertaken, timetable of works, objectives, site management procedures, remediation criteria and a verification plan. The remediation or mitigation shall be completed in accordance with the approved plan.

Following completion of measures identified in the approved remediation scheme for the unexpected contamination, a verification report shall be submitted to and approved in writing by the County Planning Authority.

Former Mineral Conveyor Tunnel

8. Prior to the obstruction or infilling of the former mineral conveyor tunnel located under the Guildford Road (C119) as shown on plan Rsp-MPP-0714-01b rev B Runfold South Minerals Planning Permission dated July 2018 details of an alternative bat habitat creation, to be constructed within Runfold South Quarry shall be submitted to and approved in writing by the County Planning Authority. The bat mitigation measures shall be implemented strictly in accordance with the details as approved.

9. Prior to the commencement of infilling works to the former mineral conveyor tunnel located under the Guildford Road (C119) as shown on plan Rsp-MPP-0714-01b rev B Runfold South Minerals Planning Permission dated July 2018, a bat survey shall be undertaken by a licenced bat worker to ascertain whether bats are present. If any bats are found they should be removed to a place of safety and released that evening, with details submitted to the County Planning Authority within 72 hours of such taking place.

10. Prior to the commencement of infilling works to the former mineral conveyor tunnel located under the Guildford Road (C119) as shown on plan Rsp-MPP-0714-01b rev B Runfold South Minerals Planning Permission dated July 2018, a scheme detailing how the former conveyor tunnel is to be infilled shall be submitted to and approved in writing by the County Planning Authority. The scheme shall include details of a method statement detailing how the former conveyor tunnel will be filled, a verification plan and a verification report. Infilling of the former conveyor tunnel shall be implemented in accordance with the approved details.

11. Prior to the commencement of infilling works to the former mineral conveyor tunnel located under the Guildford Road (C119) as shown on plan Rsp-MPP-0714-01b rev B Runfold South Mineral Planning Permission dated July 2018, a Section 278 agreement shall be entered into with the County Highway Authority for the permanent decommissioning of the former conveyor tunnel and agreement of suitable structural material to ensure the future structural support to the public highway is maintained together with all associated works and any associated works needed to keep Guildford Road (C119) in a safe and stable condition. 4 WA/2018/0016

Limitations

12. Notwithstanding any provision to the contrary under Part 17 Class A of the Town and Country Planning (General Permitted Development) Order 2015 or any subsequent Order

a) no plant, building or machinery where fixed or moveable shall be erected on the application site without the prior written approval of the County Planning Authority in respect of the siting, design, specification and appearance of the installation, such details to include the predicted levels of noise emission, and their tonal characteristics.

Highways, Traffic and Access

13. Sole vehicular access to the site shall be via the existing access onto the Guildford Road.

14. The access shall be maintained in a clean condition and wheel cleaning facilities maintained and operated in such a manner as to prevent the deposit and spread of extraneous material on the public highway.

15. No loaded lorries shall enter or leave the site un-sheeted.

Noise

16. Noise from the permitted operation shall not exceed 55dB LAeq, 1 hour when measured at (or calculated as at) a height of about 1.2m and at least 3.5m from the façade of any noise sensitive property, except during the soil stripping/ replacement operations when noise shall not exceed 70dB LAeq 1 hour at noise sensitive properties.

17. All vehicles and plant on site shall be fitted with silencers in accordance with the manufacturer’s recommendation and shall operate to minimise noise emissions.

18. All moveable plant and machinery based on site shall be fitted with a reversing warning system which will minimise, as far as reasonably practical and subject to maintaining safety, the generation and level of noise emissions from that system.

Dust

19. Prior to the commencement of filling operations within the Central Area as shown on plan Rsp-CONT-0518-02 Central Area Proposed Low Level Restoration Contours dated May 2018, a Dust Management Plan for infilling and restoration operations shall be submitted to and approved in writing by the County Planning Authority. Such a plan shall include measures necessary to minimise any impact upon local road users, residential properties located near the site, or any other sensitive interests of importance from the emission of dust from the application site. The approved plan shall be implemented and retained in place for the duration of the development in a condition that ensures the aims of the approved plan are met.

Infilling, Landscaping and Restoration

20. Prior to the commencement of filling operations, a detailed scheme of progressive infilling and restoration shall be submitted to and approved in writing by the County Planning Authority. The scheme shall make provision for the return of the site to agriculture and shall specify the following:

a) Details of method, direction and phasing of infilling and restoration including information as to minimise vehicle tracking on soil surfaces wherever possible; b) The provision for the fill to be mixed and compacted to avoid uneven settlement, with the more permeable filling materials to be reserved for the upper part of the fill; c) Identify any existing subsoil and topsoil available and the quantities of those to be imported; d) The spreading of an even layer of subsoil over the fill to follow the final contours, specifying its composition and depth; this soil to be ripped or deeply cultivated so that any compacted layers are effectively broken up; e) The spreading of an even layer of topsoil, specifying the depth and the method of placement; the soil to be ripped to ensure adequate drainage and cultivation; f) The restoration of hardstandings and internal roads, other than that required to allow access to the site for leachate and gas infrastructure maintenance, and agricultural purposes and access to surrounding parts of the site; removal of plant, buildings, structures and machinery; deep cultivations to remove obstructions and the replacement of even depths of topsoil in order to achieve final levels which marry in with those of the surrounding land; g) Proposals for boundary treatments and other planting specifying the species, size, number, planting specification and location of all trees and shrubs to be planted and measures which will be undertaken for their maintenance and protection from weeds and vermin. Details to incorporate an implementation timetable to ensure native planting and seeding carried out within the first planting/sowing season following completion of restoration.

Thereafter the site shall be infilled and restored in accordance with the submitted documents and plans of the approved scheme.

21. There shall be no removal, damage or destruction to the existing hedgerows, trees, woodland or areas of grass which line the perimeter of the application site and/ or are present within the application site outside of the areas of infilling operations. During the period of operation any such hedgerows, trees, woodland or areas of grass which die, or are severely damaged or diseased as a result of restoration operations shall be replaced/ made good with the same species of equivalent age and size within 1 year of their death, damage or disease or during the next available planting season, whichever the soonest.

22. No material other than clean, inert waste or non-waste material shall be used in the reclamation of the area defined as the Central Area as shown on plan Rsp-CONT- 0518-02 Central Area Proposed Low Level Restoration Contours dated May 2018. The area defined as the Central Area as shown on plan Rsp-CONT-0518-02 shall be progressively filled in accordance with the infilling and restoration scheme required by Condition 20 of this permission.

Drainage

23. Prior to commencement of ground disturbance, earthworks or infilling, a detailed Surface Water Management Plan (SWMP) shall be prepared and submitted to and approved in writing by the County Planning Authority. The SWMP shall include the drainage detail required further to the concept design as shown in the Surface Water Management Plan by Terraconsult dated 26 October 2017 (Report No 2445/R1/001 rev 2) and to include:

a. Design drawings of the proposed drainage scheme, showing levels, channel sizes, gradients and cross sections of SuDS; b. Revised drainage and runoff calculations as necessary; c. Details of erosion protection and reinforcement of outfalls, pond slopes and ditches; 6 WA/2018/0016

d. Details of a gauge board to record water levels in the pond; e. A Monitoring Plan within the Operation and Management schedule that gives details of periodic inspections, periodic monitoring of the gauge board and a programme for periodic reviews of pond summer and winter water levels against rainfall data; f. Provision within the Operations and Maintenance schedule of a Contingency Action Plan (CAP) in the event that monitoring and review indicates freeboard is not being maintained. The CAP shall include for liaison and approvals from the Environment Agency, the Lead Local Flood Authority and the County Planning Authority as appropriate; g. A scheme of enhancement of the management and maintenance regimes during infilling, restoration and aftercare operations.

Site drainage and surface water management shall be implemented in accordance with the submitted documents and plans of the approved SWMP.

24. On completion of the top soiling, forming of batters and grass-seeding, a verification report to demonstrate that the drainage system has been constructed as per the agreed scheme carried out by a qualified drainage engineer shall be submitted to and approved in writing by the County Planning Authority.

Surface and Groundwater Protection

25. No solid matter shall be deposited so that it passes or is likely to pass into any watercourse.

Soils

26. No site vehicles shall run on soil surfaces in the course of restoration or on restored land unless engaged in restoration works.

27. Subsoil and topsoil shall not be used for the purposes of restoration unless they are in a suitably dry and friable condition to prevent compaction.

28. No rocks/ large stones exceeding 150mm in any dimension or other deleterious material to be within 900mm of the surface before topsoil is replaced.

29. All soil and soil forming materials shall be handled in accordance with MAFF's Good Practice Guide for Handling Soil 2000, Sheets 1 - 4 (handling soil using excavators and dump trucks) See: http://webarchive.nationalarchives.gov.uk/20090306103114/http://www.defra.gov.uk/far m/environment/land-use/soilguid/index.htm

Soil compaction arising as a result of restoration shall be remediated in accordance with Sheet 19 of the above guidance (soil decompaction by bulldozer drawn tines). Plant or vehicle movements shall be confined to clearly defined haul routes or to the infill surface and shall not cross areas of topsoil or subsoil except for the express purposes of soil stripping or replacement operations.

30. Final restoration levels of topsoil shall be marked out with level pegs. In any part of the site where settlement occurs during the restoration and aftercare periods, any depression shall be filled to the final settled contours specified in the scheme of restoration with suitable soil as may be agreed beforehand in writing with the County Planning Authority.

31. Within six months of the date of this permission, a scheme shall be submitted to the County Planning Authority for approval in writing demonstrating how imported soils would be used on the site including what volume would be used for restoration purposes.

Aftercare

32. A five year Aftercare Strategy shall be submitted for approval in writing by the County Planning Authority within 12 months of the date of this decision notice. The Aftercare Strategy shall include a requirement to submit an annual Aftercare Report and hold an annual site inspection during the aftercare period, recording the operations carried out on the land since restoration and setting out the intended operations for the next 12 months. The aftercare shall be carried out in accordance with the approved scheme for a period of five years from the completion of restoration.

REASONS FOR IMPOSING CONDITIONS:

1. To ensure the permission is implemented in accordance with the terms of the application and to enable the County Planning Authority to exercise planning control over the development pursuant to Surrey Minerals Plan Core Strategy 2011 Policy MC14, Surrey Waste Plan 2008 Policy DC3, Waverley Borough Local Plan 2002 Policy D1 and Waverley Local Plan Part 1: Strategic Policies and Sites 2018 Policy RE1.

2. To ensure the permission is implemented in accordance with the terms of the application and to enable the County Planning Authority to exercise planning control over the development pursuant to the Surrey Minerals Plan Core Strategy 2011 Policy MC14, Surrey Waste Plan 2008 Policy DC3, Waverley Borough Local Plan 2002 Policy D1 and Waverley Local Plan Part 1: Strategic Policies and Sites 2018 Policy RE1.

3. To enable the County Planning Authority to exercise planning control over the operation so as to minimise the impact on local amenity and to ensure the prompt and effective restoration to comply with Schedule 5 paragraph 1 of the Town and Country Planning Act 1990 and Surrey Minerals Plan 2011 Core Strategy Policy MC17, Waverley Local Plan 2002 and Farnham Neighbourhood Plan 2018 Policy FNP10.

4. To enable the County Planning Authority to exercise planning control over the development so as to minimise disturbance and avoid nuisance to the locality, to safeguard the environment and protect the amenities of local residents in accordance with the terms of the Surrey Minerals Plan 2011 Core Strategy Policy MC14, Surrey Waste Plan 2008 Policy DC3, Waverley Borough Local Plan 2002 Policy D1 and Waverley Local Plan Part 1: Strategic Policies and Sites 2018 Policy RE1.

5. In the interests of the environment, local amenity and human health in accordance with Policy DC3 of the Surrey Waste Plan 2008.

6. In the interests of local amenity, the environment and/or human health pursuant to Surrey Minerals Plan Core Strategy 2011 Policy MC14, Surrey Waste Plan 2008 Policy DC3 and Waverley Borough Local Plan 2002 Policy D1.

7. In the interests of the environment, local amenity and human health in accordance with Policy DC3 of the Surrey Waste Plan 2008.

To enable the County Planning Authority to exercise planning control over the development so as to safeguard the Surrey Hills Area of Outstanding Natural Beauty and protect the amenities of local residents in accordance with the terms of the Surrey Minerals Plan 2011 Core Strategy Policy MC14 and Surrey Waste Plan 2008 Policy DC3.

22. To comply with the terms of the application and to enable the County Planning Authority to exercise planning control over the operation in the interests of local amenities and to ensure the protection of the water environment in accordance with the Surrey Minerals Plan 2011 Core Strategy Policy MC14 and Surrey Waste Plan 2008 Policy DC3.

23. In accordance with paragraph 163 of the National Planning Policy Framework 2018 to ensure that flood risk is not increased onsite or elsewhere; and Surrey Minerals Plan 2011 Core Strategy Policy MC14 and Policy CC4 of the Waverley Borough Local Plan Part 1: Strategic Policies and Sites 2018.

INFORMATIVES:

1. In determining this application the County Planning Authority has worked positively and proactively with the applicant by: entering into pre-application discussions; assessing the proposals against relevant Development Plan policies and the National Planning Policy Framework including its associated planning practice guidance and European Regulations, providing feedback to the applicant where appropriate. Further, the County Planning Authority has: identified all material considerations; forwarded consultation responses to the applicant; considered representations from interested parties; liaised with consultees and the applicant to resolve identified issues and determined the application within the timeframe agreed with the applicant. Issues of concern have been raised with the applicant including impacts of and on noise/dust/landscape/ecology/contamination/groundwater/surface water drainage and addressed through negotiation and acceptable amendments to the proposals. The applicant has also been given advance sight of the draft planning conditions. This approach has been in accordance with the requirements of paragraph 38 of the National Planning Policy Framework 2018.

2. The applicant is reminded that, under the Wildlife and Countryside Act 1981, as amended (Section 1), it is an offence to remove, damage or destroy the nest of any wild

bird while that nest is in use or is being built. Planning consent for a development does not provide a defence against prosecution under this Act.

Trees and scrub are likely to contain nesting birds between 1 March and 31 August inclusive. Trees and scrub are present on the application site and are assumed to contain nesting birds between the above dates, unless a recent survey has been undertaken by a competent ecologist to assess the nesting bird activity during this period and shown it is absolutely certain that nesting birds are not present.

3. Any alteration to, or replacement of, the existing boundary with the public right of way, or erection of new fence lines, must be done in consultation with the Surrey County Council Rights of Way/Countryside Access Team. Please give at least 3 weeks’ notice.

4. Access along a public right of way by contractors' vehicles, plant or deliveries can only be allowed if the applicant can prove that they have a vehicular right. Surrey County Council's Rights of Way/Countryside Access Team will look to the applicant to make good any damage caused to the surface of the rights of way connected with the development.

5. The applicant is reminded that the granting of planning permission does not authorise the obstruction or interference with a public right of way.

6. For soils containing more than 18% clay the criteria for determining dry and friable shall be based on a field assessment of the soils wetness in relation to its lower plastic limit according to the following test. ‘An assessment shall be made by attempting to roll a ball of soil into a thread on the surface of a clean plain glazed tile (or plate glass square) using light pressure from the flat of the hand. If a long thread of less than 3mm diameter can be formed, the soil is wetter than the lower plastic limit and soil moving should not take place until the soils have dried out. If the soil crumbles before a long thread of 3mm diameter can be formed, then the soil is dry enough to move. This assessment shall be carried out on representative samples on each major soil type. For all soil types (including sand loams, loamy sands and sands) no soil handling should proceed during and shortly after significant rainfall, and/ or when there are any puddles on the soil surface’.

7. The developer is reminded that it is an offence to allow materials to be carried from the site and deposited on or damage the highway from uncleaned wheels or badly loaded vehicles. The Highway Authority will seek, wherever possible, to recover any expenses incurred in clearing, cleaning or repairing highway surfaces and prosecute persistent offenders (Highways Act 1980 Section 131, 148, 149).

8. Notwithstanding any permission granted under the Planning Acts, no signs, devices or other apparatus may be erected within the limits of the highway without the express approval of the Highway Authority. It is not the policy of the Highway Authority to approve the erection of signs or other devices of a non-statutory nature within the limits of the highway.

9. Attention is drawn to the requirements of Sections 7 and 8A of the Chronically Sick and Disabled Persons Act 1970 and to the Code of Practice for Access of the Disabled to Buildings (British Standards Institution Code of Practice BS 8300:2009) or any prescribed document replacing that code.

10. Officers would like to advise the applicant to enter into pre-application discussions with the County Planning Authority and their specialist geological consultants with regards to Condition 6 before any schemes are submitted to the County Planning Authority for approval. In the absence of any pre-application discussions, Officers would remind the applicant the carrying out of any works or assessments connected to Condition 6 would be done so at their own risk.

11. In accordance with Paragraph 10(1) of Schedule 14 of the Environment Act 1995 these conditions shall come into effect when this application is finally determined - i.e. all proceedings on the application, including appeals to the Secretary of State and the High Court have been determined, and the time period for any further appeal has expired.

SUEZ Integrated Management System Introduction SUEZ Recycling and Recovery UK Ltd (SUEZ) operates using a management control system to ensure that infrastructure and services are:  of a consistently high quality;  effectively mitigates environmental impact;  minimises health and safety risks. The Integrated Management System (IMS) combines quality, environment and health and safety into a single consolidated system. The IMS provides a tried and tested framework for managing all areas of the company’s operations to a uniform standard of compliance. The IMS is accredited to ISO 14001:2015 for environmental management (a copy of the ISO 140001:2015 certificate is attached as Appendix 1). SUEZ will have any new Facility accredited under the standard within 12 months from the start of operations. The implementation of an accredited integrated Environmental Management System (EMS) throughout the organisation has increased the understanding of the impacts of our activities on the environment, the measures needed to control such impacts and allowed these to be incorporated into everyday practices and into every contract. Our Chief Executive Officer is responsible for the overall management of SUEZ and for setting policy, to ensure that SUEZ complies fully with its legal duties in respect of the environment, health, safety and welfare of its employees and those who may be affected by SUEZ activities. For the purposes of OHSAS 18001, ISO 14001 and ISO 9001 management systems operating within SUEZ, the CEO holds the position of Management Appointee and Management System Representative, delegating these responsibilities to appropriate personnel where relevant. The contents of the IMS constitute Company Policy formulated in response to statutory provisions, enforceable in both Criminal and Civil Law. All employees of SUEZ are required to comply with all applicable stipulations. A copy of SUEZ’s Integrated Policy Statement that underpins the IMS is attached at Appendix 2.

Scope of the Integrated Management System The IMS is a single complementary system, rather than three separate systems and is used to manage performance and to ensure quality, environmental and health and safety compliance. It is applied to all areas of the company’s operation. This integration ensures consistency of approach to establish working procedures that consider aspects of environmental and health and safety compliance, whilst delivering a high quality of service every time. The IMS provides a framework for setting and reviewing performance targets and stimulates change to continually improve in each area of performance (e.g. improve quality of service, reduce health and safety incidents, minimise environmental and sustainability risks). This integrated approach encourages SUEZ to consider environmental and safety data alongside its operational decision making, bringing sustainability issues to the heart of the project.

The IMS streamlines working practice, as many of the objectives and methods used to implement each of the management schemes overlap. For example, quality management systems are used in ensuring continued compliance with health and safety and environmental regulations and in ensuring that activities are carried out in a safe manner. The scope of SUEZ’s integrated management system covers, but is not limited to: ‘The collection, transport, sorting, separation, treatment and disposal of household, municipal, commercial and industrial waste (including hazardous and difficult waste), waste transfer stations, materials recycling facilities, security shredding facilities, composting plants and household waste recycling facilities.’ The scope also includes certification for: ‘The design and development of waste management facilities’. The IMS has been developed to ensure that it is appropriate to:  the nature and scale of SUEZ’s activities, products and services;  the occupational health, safety and environmental risks and impacts of SUEZ’s operations; and  the purpose of SUEZ. It includes a commitment to comply with legal and other requirements relating to its health and safety risk and environmental impacts, with the aim to prevent injury, ill health and pollution.

Structure of SUEZ Integrated Management System The IMS is structured and communicated in five defined tiers, these are (Figure A):

The IMS framework is:  Documented, implemented and maintained;  Communicated to all employees working for or on behalf of SUEZ and is made available to the public and other interested parties; and  Reviewed periodically for continuing suitability and relevance.

In line with our corporate Integrated Policy Statement (Appendix 2), SUEZ is committed to mitigating the impact of our operations on the environment by:  ensuring all facilities are managed in such a way as to prevent and minimise pollution;  seeking to minimise the environmental impact of transport use;  seeking to reduce the amount of energy obtained through non-renewable resources, use energy efficiently and reduce greenhouse gas emissions;

 using suppliers or contractors that have environmental standards compatible with our own; and  continually reassess in light of changing technology, legislation, the precautionary principle, business requirements and best practice. At a facility level, in addition to the IMS, the Facility will be operated in accordance with its Environmental Permit, Management Plans, Operating Techniques and other associated management documents. These documents ensure that the facilities are operated in compliance with the relevant regulatory controls, and that control measures are regularly reviewed and improved where possible. These operational procedures will include but will not be limited to:  staff competence  site infrastructure  waste acceptance  waste storage and handling  waste processing  method statements for operation of the facilities  environmental monitoring  auditing  reporting The IMS provides a framework to control releases to water, air and land, and ensure nuisance issues (e.g. odour, dust and vermin) are appropriately managed and confined to the site. The contents of the IMS is included as Appendix 3.

Auditing Key to SUEZ’s success in implementing and maintaining an effective IMS has been a comprehensive internal audit programme aimed at ensuring our policies and procedures are complied with throughout the organisation. The policy of continual improvement of the IMS system is also fostered through the use of the objectives and targets, analysis of data, corrective and preventive actions and management review. Internal audits Internal audits of the IMS will be conducted at planned intervals (at a frequency not greater than six months) to determine whether or not the IMS:  Conforms to the planned arrangements for health and safety, environmental and quality management;  Has been properly/effectively implemented and maintained;  Is effective in meeting SUEZ’s policies and objectives;  Review the results of previous audits; and  Provide information on audit results to management.

SUEZ’s Business Control function, are responsible for producing and managing the audit programme.

Our Business Control function ensures that audits are conducted in an objective and impartial manner, with the audit function separate from operations. SUEZ’s auditing and compliance database COMPAS is used to record audit results. Where non- conformance/non-compliance with the requirements of the IMS or relevant legislation or a deficiency in the IMS is identified a CAR (Corrective Action Request) is raised in COMPAS. The CAR details the actions required, persons responsible, and gives appropriate deadlines for rectification of the non-conformance. Should the timescales be exceeded, notifications are sent to escalating levels of management, eventually reaching the Chief Operating Officer. External Audits External audits of SUEZ’s IMS activities will be conducted every twelve months by an external certifying body accredited by the National Accreditation Council. The external audits will include ISO 14001 as well as ISO 9001 and OHSAS 18001. As detailed above, where any non-compliances are identified, SUEZ will use COMPAS to generate a CAR and to monitor corrective actions. Management teams will use reports from COMPAS to track progress of issues and to demonstrate how improvements have been made in addressing any problem. SUEZ will audit any sub-contractors that do not have their management systems in place. The sub-contractors will be asked to comply with the relevant procedures of SUEZ’s IMS, and will subsequently be included in the programme of audits carried out by SUEZ’s audit team.
