Artists for Qaggiq: Nunavut Performing Arts & Cultural Learning 1 Artists For Qaggiq: Nunavut Performing Arts & Cultural Learning Hub As an artist who creates and presents work in Nunavut, I support the work of Qaggiavuut, a non-profit society dedicated to strengthening and advocating for Nunavut’s performing artists, as they raise funds and build partnerships for the construction of Qaggiq We need a space to collaborate, create, develop skills, maintain Inuit culture and present our work. Stories, dances, theatre and songs are essential to Inuit culture and are a key to passing down our values, language and strength for the generations to come after us! The performing arts save lives and build community. Please help us maintain our culture through the performing arts!     Tukitaaqtuq explain to one another, reach understanding, receive explanation from the past and The Eskimo Identification Canada System by Norma Jean Mary Dunning A thesis submitted in partial fulfillment of the requirements for the degree of Master of Arts in Faculty of Native Studies University of Alberta ©Norma Jean Mary Dunning, 2014 ABSTRACT The government of Canada initiated, implemented, and officially maintained the ‘Eskimo Identification Canada’ system from 1941-1971. With the exception of the Labrador Inuit, who formed the Labrador Treaty of 1765 in what is now called, NunatuKavat, all other Canadian Inuit peoples were issued a leather-like necklace with a numbered fibre-cloth disk. These stringed identifiers attempted to replace Inuit names, tradition, individuality, and indigenous distinctiveness. This was the Canadian governments’ attempt to exert a form of state surveillance and its official authority, over its own Inuit citizenry. The Eskimo Identification Canada system, E- number, or disk system eventually became entrenched within Inuit society, and in time it became a form of identification amongst the Inuit themselves. What has never been examined by an Inuk researcher, or student is the long-lasting affect these numbered disks had upon the Inuit, and the continued impact into present-day, of this type of state-operated system. The Inuit voice has not been heard or examined. This research focuses exclusively on the disk system itself and brings forward the voices of four disk system survivors, giving voice to those who have been silenced for far too long. i PREFACE This thesis is an original work by Norma Dunning. Native popular music is a locus for the action of different social forces which interact in negotiating the nature and the meaning of the music. Music is socially meaningful in that it provides a means by which people construct and recognize social and cultural identities. As such, First Nations popular music functions as an emblem of symbolic differentiation between Canadian natives and non-natives. Native pop music plays host to a number of political meanings embedded in this syncretic musical form.

    SUSAN AGLUKARK Singer / songwriter I feel very strongly that Scott’s plan will create healthier dialogue around suicide, especially with those left behind by suicide. This dialogue is a missing piece and critical element in the process of “healthy” grieving and in healthy closure. Singer / songwriter Susan Aglukark is one of Canada’s most unique artists and a leading voice in Canadian music. She blends the Inuktitut and English languages with contemporary pop music arrangements to tell the stories of her people, the Inuit of Arctic Canada. The emotional depth and honesty of her lyrics; her pure, clear voice and themes of hope, spirit and encouragement have captivated and inspired listeners from all walks of life. Susan’s genuine concern for others combined with her political & social awareness lead many to view her as a role model. She is also rapidly becoming known as an uplifting motivational speaker, able to reach both youth and adult audiences alike. Susan had held command performances for HRH Queen Elizabeth (twice), Canadian Prime Ministers Jean Chretien and Brian Mulroney and the President of France, Jacques Chirac. She has performed for Nelson Mandela and Governor General of Canada Adrienne Clarkson as well as several other dignitaries. Equally important to her are the many, many villages across Canada and the Arctic. Most recently, Susan was invited into the Order Canada and was presented her Ocer of the Order of Canada award in September of 2005 for her contribution both musically and as a workshop facilitator and mentor in the aboriginal community.     Thursday, April 21, 2016 For immediate release Delegates to the Music Care Conference being held Friday, June 3 in Fredericton, NB will not only learn about the power of music in care, but will hear from social justice advocate, Juno Award winner and member of the Order of Canada, Susan Aglukark. Aglukark is the closing keynote presenter at the conference. A successful Canadian songwriter and singer, she shares her stories about the struggles of the Inuit and Aboriginal communities, as well as its celebrations. Her songs are driven by the stories. Her honest and reflective blog posts tell the story of a young woman who came from the Arctic to work in Ottawa. Though it was the same country, it was a different world, and Aglukark’s posts about learning to ride a bus, write a cheque and budget let us peek into the struggles and fears she faced when she headed south. Aglukark emerged as an independent artist performing in Inuit communities in the early ‘90s. She is known for not only her singing and song writing, but for her commitment to social justice, including a three-year appointment as Distinguished Scholar in Residence at the University of Alberta, creating programs to address school drop-out issues among Aboriginal students. Aglukark refers to her journey, and she’ll be sharing part of that journey with delegates to the Music Care Conference. She will wrap up a day of learning for caregivers with sessions on music across the lifespan, music and mood, Pathways Singing Program for memory care, music and quality of life in older adults, El Sistema New Brunswick and using music in hospice and palliative care.

Susan is one of Canada’s most unique and most honored artists. After all, how many artists can capture a broad audience singing in both English and the language of the Inuit, Inuktitut? White Sahara features 15 songs and is a mix: part retrospective that includes her hits like “O Siem”, “Hina Na Ho” and “One Turn Deserves Another”, along with three new tracks, “Revolution Road”, “White Sahara” and “Where Do We Go From Here”. Even though the songs represent a span of a decade of writing and performing, the CD is a cohesive work. This speaks to the clarity and artistic vision that has been with Susan Aglukark since she emerged as an independent artist performing for Inuit communities in the Northwest Territories in the early 90’s. It has been a long six years since her last release. And, although she’s never been far from her music, this new CD is, in a sense, a re- affirmation of Aglukark’s passion for being an artist.     Prairie Perspectives 11 Identity and environment in contemporary Inuit music John Lehr, Jeff Tabvahtah, Julie Bartlett, University of Winnipeg Abstract: The music of the indigenous peoples of North America was profoundly affected by European contact. In Canada’s Arctic, external influences upon the Inuit reflected the history of contact with Europeans. Whalers from northwest Europe introduced the fiddle, jigs and reels; the missionaries who followed promoted hymns and gospel music. The penetration of radio in the 1960s gave access to the mass media of southern Canada and the United States and exposure to a wider variety of musical genres. The introduction of tape recorders, computers and jet travel all contributed to the evolution of modern Inuit music. Embracing a variety of genres ranging from heavy metal to country and gospel it is distinguished by its lyrical content, use of Inuktitut and frequently by a unique fusion of Inuit traditional elements with introduced styles. As elsewhere, music has become a vehicle for cultural and political expression. Issues of Inuit identity, cultural and political survival, and the relationship of the people to the land are commonly addressed by contemporary Inuit musicians. Music and dance are an integral part of Inuit knowledge and heritage. Before contact with Europeans the Inuit of Canada’s North (Fig. 1), as elsewhere in the circumpolar region, had a unique repertoire of songs and dances that in their lyrical content and instrumentation reflected an intimate relationship with the arctic environment. The two principal traditional forms of Inuit music were the drum dance and throat singing. Neither technique is unique to Inuit culture as variants are found in other cultures around the world, but the way in which both are performed is unique to the Inuit.
